Adults aged 60+ years currentlyaccount for nearly 18% of the Spanish population.JJSmoking has increased dramatically, with 30% ofthe adult population using tobacco.JJIn Spain 54% of the adult population is overweight,<strong>and</strong> 15% are obese.Life expectancy <strong>and</strong> causes of deathJJThe top three causes of death in Spain since 1970have been cardiovascular diseases, cancer <strong>and</strong>respiratory diseases, although there has been asteady decrease in the actual mortality rates fromthese causes. Still, mortality rates for these causesare among the lowest in the WHO EuropeanRegion.JJAverage life expectancy for the Spanish populationis 73, which is higher than both the regional <strong>and</strong>global averages.<strong>Health</strong>care systemJJUnder constitutional provisions <strong>and</strong> their respectiveautonomy statutes, all the autonomous communitieshave taken up responsibilities with respect tohealthcare.JJEach autonomous community has its own healthservice, which is responsible for the managementof all the health centers, services <strong>and</strong> facilities in itsregion, provincial administrations, town councils <strong>and</strong>other intra-regional administrations.JJCentral government retains healthcare managementin the cities with autonomy statutes – Ceuta <strong>and</strong>Melilla – through the National <strong>Health</strong> ManagementInstitute (INGESA).JJEveryone is entitled to free healthcare.JJThe system provides for primary care based onhealth centers for preventive <strong>and</strong> curative care.Reimbursement policiesJJProvision of healthcare is free of charge at the pointof delivery with the exception of the pharmaceuticalsprescribed to people aged under 65, which entaila 40% co-payment with some exceptions.
