IMPACTS OF STIMULUS II: Summarizing the effect of allnine factors, we argue that rapid and meaningfuldeployment of broadband is a necessary condition forfulfilling the goals of Stimulus II as well as for establishinga more equitable, skillful and creative workforce.Under BAU, Stimulus II would add just 0.80% to Thai GDP,while with MB the rise will be about 2.3% or higher by2015. This assessment helps define the interest andurgency for Meaningful Broadband in Thailand as well asthe risk to the nation, if the problems that impedebroadband deployment remain unresolved. We estimatethat the cost savings of incorporating MB into Stimulus IIwill be in the range of 400 trillion baht per year beginningin the year 2015.This economic analysis of the benefits of MeaningfulBroadband is not comprehensive. More studies areneeded to go beyond economic benefits to indicate noneconomicbenefits of meaningful broadband toenvironmental, cultural, and governance reforms inThailand. Furthermore, we must go further to indicatethe “cost” of BAU in non-economic terms. Such reportswould represent an important complement to this one,balancing costs against benefits, to produce the “case” forMeaningful Broadband in quantitative and qualitativeterms.Meaningful Broadband Report 2.0 BROADBAND THAILAND 2015 18
Just as this report relied extensively upon the goal ofStimulus II as a reference point for how broadband canhelp Thailand, future reports will show how broadbandcan assist other goals that are embedded into theNational Social and Economic Development Board’s tenyearplan.Though our findings are incomplete, enough evidence hasbeen gathered to indicate that broadband is a necessary(but not sufficient) condition for macroeconomic reforms.The next step is to establish a roadmap that prescribesspecific policies and practices that can achieve the MBscenario depicted herein.
