METHODOLOGYSince the rise of the digital economy in the 1980s, a genreof academic social-science literature emerged to predictthe economic impacts of digital technology. At first, thefocus was the future of the internet and eventuallymethodologies were adapted to the spread of mobile telephony,then broadband penetration, and most recently, the impact ofmobile broadband in developing countries. Before venturing ourown forecasts, the MBWG secretariat reviewed this literature forclues about methodology.Since broadband is a recent phenomenon in developingeconomies, researchers do not have access to longitudinal datausing control groups. Most assessments are qualitative andinferential; reliable quantitative assessments are rare. Formalempirical studies have focused on developed countries, and smallindustrialized developing countries, such as Singapore and SouthKorea which are not forced to contend with the difficulties facedby large, poor countries or the chaos that is typical in nonauthoritarianregimes. Most studies have been funded bybusiness-related economic interests that emphasize the benefits,not the costs, of broadband. For example, there are fewpredictions of the economic impacts on job loss throughautomation, or predictions about the addictive impact ofbroadband on the behavior of vulnerable rural youth.Beyond these concerns is the matter of philosophic bias, noted byWilliam Dutton, Director of Oxford Internet Institute. He arguesthat much of the new literature on broadband is biased by“technological determinism,” as if technologies have predictableMeaningful Broadband Report 2.0 BROADBAND THAILAND 2015 20
impacts regardless of how they are shaped by government policy,business decisions, or the creative play of designers, theidiosyncrasies of garage inventors. The approach assumes thatthe future impact of a technology can be predicted, based onunderstanding the evolution of the technology itself. Yet, humanleadership and ingenuity can intervene to radically alter atechnology’s impact. Broadband’s great potential to contributeto growth and competitiveness depends on whethergovernments understand the opportunity and ensure thatsupportive conditions are in place through regulatory and policyreforms as well as strategic investments and public-privatepartnerships. To realize the benefits of broadband nations mustassure development of new content, services, and applications,which become demanded by user.Among economists a lively debate exists over whether theeconometric methodology of regression analysis can be used forEconometric regressionis only one of many toolsthat we used in ourforecast. The MeaningfulBroadband Secretariat incorporated regression studies into ourforecasts but our forecasts relied more on interviews thatcaptured data as well as best thinking of on-the-ground actorswho are familiar with the formal and informal realities that shapebroadband deployment in Thailand. We began by considering theeconomic goals for the nation, and then drew upon internationalbest practices that show how broadband could serve as anenabler of any government’s stated goals.
