impacts regardless <strong>of</strong> how they are shaped by government policy,business decisions, or the creative play <strong>of</strong> designers, theidiosyncrasies <strong>of</strong> garage inventors. The approach assumes thatthe future impact <strong>of</strong> a technology can be predicted, based onunderst<strong>and</strong>ing the evolution <strong>of</strong> the technology itself. Yet, humanleadership <strong>and</strong> ingenuity can intervene to radically alter atechnology’s impact. Broadb<strong>and</strong>’s great potential to contributeto growth <strong>and</strong> competitiveness depends on whethergovernments underst<strong>and</strong> the opportunity <strong>and</strong> ensure thatsupportive conditions are in place through regulatory <strong>and</strong> policyre<strong>for</strong>ms as well as strategic investments <strong>and</strong> public-privatepartnerships. To realize the benefits <strong>of</strong> broadb<strong>and</strong> nations mustassure development <strong>of</strong> new content, services, <strong>and</strong> applications,which become dem<strong>and</strong>ed by user.Among economists a lively debate exists over whether theeconometric methodology <strong>of</strong> regression analysis can be used <strong>for</strong>Econometric regressionis only one <strong>of</strong> many toolsthat we used in our<strong>for</strong>ecast. We found themost important tool wason-the-groundinterviews with insiders.predicting the impacts <strong>of</strong> broadb<strong>and</strong>. The MeaningfulBroadb<strong>and</strong> Secretariat incorporated regression studies into our<strong>for</strong>ecasts but our <strong>for</strong>ecasts relied more on interviews thatcaptured data as well as best thinking <strong>of</strong> on-the-ground actorswho are familiar with the <strong>for</strong>mal <strong>and</strong> in<strong>for</strong>mal realities that shapebroadb<strong>and</strong> deployment in Thail<strong>and</strong>. We began by considering theeconomic goals <strong>for</strong> the nation, <strong>and</strong> then drew upon internationalbest practices that show how broadb<strong>and</strong> could serve as anenabler <strong>of</strong> any government’s stated goals.
