As market forces are play<strong>in</strong>g an <strong>in</strong>creas<strong>in</strong>g role <strong>in</strong> farmer decision-mak<strong>in</strong>g on resource allocation betweenenterprises, such studies are essential to facilitate the process.Constra<strong>in</strong>ts and opportunitiesThere are several constra<strong>in</strong>ts to production. There is a lack <strong>of</strong> <strong>in</strong>formation on quantitative aspects <strong>of</strong> feedresource availability, seasonality <strong>of</strong> feed supply, and their more efficient use <strong>in</strong> production systems.Specifically, <strong>in</strong> the dairy sub-sector, progress has been hampered by yield-reduc<strong>in</strong>g environmental stress <strong>in</strong>improved genotypes, the <strong>in</strong>ability to susta<strong>in</strong> the breed<strong>in</strong>g and ma<strong>in</strong>tenance <strong>of</strong> crossbred animals, poornutrition, high capital costs, cheap imports <strong>of</strong> milk powder, and <strong>in</strong>adequate market<strong>in</strong>g <strong>in</strong>frastructure.Long-term returns to <strong>in</strong>vestment are unpredictable due to the lack <strong>of</strong> detailed analyses <strong>of</strong> different policyenvironments as competition from imports <strong>in</strong>creases with the open<strong>in</strong>g up <strong>of</strong> the market.<strong>Animal</strong> health issues are a major constra<strong>in</strong>t, especially <strong>in</strong> smallholder systems. However, as <strong>in</strong>Cambodia, this is related to deficiencies <strong>in</strong> the veter<strong>in</strong>ary delivery systems. In peri-urban areas, <strong>in</strong>creasedrisks <strong>of</strong> pollution to water supplies necessitate improved manure disposal systems.Although the research capacity is highest amongst the Mekong countries, it is lower than that <strong>in</strong> theASEAN sub-region. Vietnam is well endowed with a network <strong>of</strong> research departments, centres and stations.The Institute <strong>of</strong> <strong>Animal</strong> Husbandry (NIAH) <strong>in</strong> Hanoi, for example, has 10 centres and stations <strong>in</strong>clud<strong>in</strong>g aveter<strong>in</strong>ary research <strong>in</strong>stitute. In the south, the Institute <strong>of</strong> <strong>Animal</strong> Science (IAS) undertakes research on animalproduction as well as on farm<strong>in</strong>g systems. In all, about 14 <strong>in</strong>stitutions are spread across the countryundertak<strong>in</strong>g research and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> animal production and health. Nevertheless, there is a strong need fortra<strong>in</strong><strong>in</strong>g support. At the IAS, for example, only 37 out <strong>of</strong> 200 pr<strong>of</strong>essionals have postgraduate qualifications,mostly at MSc level. Those scientists with a doctorate degree have been tra<strong>in</strong>ed <strong>in</strong> Eastern-bloc universities<strong>of</strong> questionable quality. In the social sciences, the situation is even worse. Only two people <strong>in</strong> the wholecountry reportedly have a PhD <strong>in</strong> studies related to the market economics <strong>of</strong> cropp<strong>in</strong>g. Others are try<strong>in</strong>g toparticipate <strong>in</strong> the change from a centrally planned economy to a market economy without appropriate tra<strong>in</strong><strong>in</strong>gand experience.The IAS has developed strong relationships with government organisations and university departments<strong>in</strong> a number <strong>of</strong> developed countries, notably France and Belgium. There is also collaboration with five centres<strong>of</strong> the CGIAR. The <strong>in</strong>stitute ma<strong>in</strong>ta<strong>in</strong>s that it is a multidiscipl<strong>in</strong>ary resource centre with strong <strong>in</strong>terests <strong>in</strong>farm<strong>in</strong>g systems research. However, the way that research is conducted is not very clear. The so-calledfarm<strong>in</strong>g systems research is concerned essentially with the test<strong>in</strong>g <strong>of</strong> cropp<strong>in</strong>g patterns. In one study,multipurpose trees and Napier grass were planted for feed<strong>in</strong>g to dairy cows and goats on farms grow<strong>in</strong>g cashcrops. Although annual farm <strong>in</strong>comes were <strong>in</strong>creased, the new technology appeared to be treated as acomponent <strong>of</strong> the farm<strong>in</strong>g system, and no evidence was presented <strong>of</strong> <strong>in</strong>teractive effects, e.g. the application<strong>of</strong> the manure to crops (Hao 1996). The NIHA is concerned exclusively with the animal sciences and alsodoes not have a systems approach to research despite work<strong>in</strong>g with mixed farm<strong>in</strong>g systems. So considerableopportunities are available for systems-orientated research <strong>in</strong> Vietnam.The desire <strong>of</strong> the government to give priority to the animal sub-sector, open-market policies, and theexport <strong>of</strong> animal products places considerable emphasis on issues <strong>of</strong> policy. A specific request for support<strong>in</strong> policy research was made at the M<strong>in</strong>istry <strong>of</strong> Agriculture and Rural Development.
