Presently, the Quittacas WaterTreatment Facility, designed to treat 45 million gallons per day, discharges only 14 million gallons daily, and<strong>New</strong> <strong>Bedford</strong>’s Water Pollution Control Facility, designed to treat 30 million gallons per day, currently receives22 million gallons daily.Water DivisionWater for the city <strong>com</strong>es from a surface supply <strong>com</strong>prised of five ponds located in local <strong>com</strong>munities. Theprincipal storage area is Little Quittacas Pond, located in the Town of Rochester, where the City owns 80% ofthe watershed. The other ponds are Great Quittacas, Pocksha, Assawompsett, and Long Pond situated in thetowns of Freetown, Lakeville, and Middleboro. Water treatment takes place at the Quittacas Water TreatmentPlant and consists of conventional filtration, disinfection, corrosion control, and fluoridation. The City alsosupplies water to parts of Freetown and Acushnet along with Dartmouth on a seasonal basis and Fairhaven onan emergency basis, serving a total of 160,000 customers. 2 The City of Taunton also withdraws drinking waterfrom this series of reservoirs, through their terminal reservoir, Elders Pond. 3 There are 12,352 acres ofwatershed owned by the City around the ponds.LibraryThe <strong>New</strong> <strong>Bedford</strong> library system consists of the <strong>New</strong> <strong>Bedford</strong> Free Public Library (referred to as the MainLibrary) located on Pleasant Street directly across from City Hall, and four branch libraries located throughoutthe city. The first <strong>New</strong> <strong>Bedford</strong> public library was originally constructed in 1857 on the site City Hall nowstands. After a devastating fire gutted City Hall in 1906, Mayor Charles Ashley, in an effort to preserve andrestore the building, choose to switch the buildings uses. Thus, the <strong>New</strong> <strong>Bedford</strong> Free Public Library stands onthe former site of the original City Hall and the current City Hall stands on the former site of the first publiclibrary.Today, the Main Library boasts the world’s largest collection of American Whaling materials as well as early19th century Quaker materials, and an extensive genealogy collection. All together, the <strong>New</strong> <strong>Bedford</strong> librarysystem has over 450,000 items in its collection, including approximately 355,000 books. Portuguese languagematerials are available at the Casa da Saudade branch and Spanish language materials are available at theHowland-Green branch.Fire DepartmentThe main fire station is located on Pleasant Street and there are six other stations located around the city. Thecity is divided into two districts, each one under the <strong>com</strong>mand of a District Chief. As of 2010, the departmenthas eight fire <strong>com</strong>panies to cover the city and 189 personnel, which includes a Fire Prevention Bureau. In2009, the department responded to 8,537 calls for assistance.Police DepartmentThe <strong>New</strong> <strong>Bedford</strong> Police Department operates from its main headquarters, located at 871 Rockdale Avenuewith three sub-stations: Station 1 located in Downtown at 572 Pleasant Street; Station 2 located in the SouthEnd at 168 Cove Street; and Station 3 located in the North End at 781 Ashley Boulevard. The existing substationsare strategically located throughout the city and there are plans to expand on this concept. A City Master Plan <strong>New</strong> <strong>Bedford</strong> <strong>2020</strong>Security Team consists of a K-9 Unit with airport responsibility, and a Marine Unit addressing seaportconcerns, and each has a sub-station at its target location.The main headquarters facility recently received a facelift that included a new roof, painting, new floors, façaderepairs, and a repaved parking lot. There is little dedicated jail space and overnight prisoners are taken to theAsh Street Jail. As the main headquarters building has no room for expansion, growth issues within thedepartment will need to be addressed in the future. Station 2 on Cove Street is not ADA accessible and lackscivilian parking and there is no consolidated parking for the cruisers. Station 3 on Ashley Boulevard is the onlybuilding of the three that originally served as a police station. Thus, the existing facilities, in particular theheadquarters building, do not function well for public safety facilities and upgrades are needed.As of 2010, there are 260 sworn personnel in the Department, including those of rank. Of the approximately200 officers (sworn members not of rank), approximately 150 are in the Patrol Division and the rest aredistributed among the administrative and investigative functions, which are based at the main headquartersand district stations. The patrol function is spread out among the main headquarters and the two districtstations.Public HealthKey programs of the Public Health Department include childhood lead prevention, tobacco control, alcoholprevention, wellness, and public health emergency preparedness operations. The Department also maintains aMassachusetts Department of Environmental Protection Certified Municipal Laboratory that functions as aregional facility at 1000 West Rodney French Boulevard.The Department works in collaboration with the <strong>com</strong>munity to assess strengths and weaknesses anddetermine the health status of individuals that may impact the <strong>com</strong>munity. The Department also developshealth policy and re<strong>com</strong>mends initiatives to carry out policies as well as works in collaboration with localhealthcare providers, schools, day care providers, and numerous at risk populations within the <strong>com</strong>munity toassure that necessary, high quality and effective services are available.In August 2010, the Board of Health demonstrated the relationship between health and the environment inwhich we live; and the link between public health, planning and the built environment, by adopting aresolution entitled “Planning for a Healthier Future through theBuilt Environment and Community Design” (provided herein asAppendix G).Of the many projects undertaken by the Department, the effort todevelop <strong>New</strong> <strong>Bedford</strong> into a leader in the statewide Mass inMotion (MIM) 4 initiative is significant for the long-term health ofthe <strong>com</strong>munity. This is a multi-faceted public health effort toaddress the national obesity epidemic in our <strong>com</strong>munity with aparticular focus on the importance of healthy eating and physicalactivity.Over half of Massachusetts adults, and onethird of middle and high school students areoverweight or obese.
