Explore zoning that supports the concept of neighborhood <strong>com</strong>mercial uses appropriate to secondary or eventertiary “urban villages” that reflect the history and culture of each neighborhood (i.e., Kempton Street; RivetStreet; Ashley Boulevard)4. Monitor and enforce <strong>com</strong>pliance with applicable building and health codes to ensure a safe housing stocka. Provide necessary resources to support code enforcementb. Enforce existing ordinances that require the registration of blighted and vacant buildings; and increasepenalties for failure to address violationsc. Continue to utilize the ordinance that allows the City to make necessary repairs and recover costsd. Conduct selective demolition of targeted properties in conformance with the Property Review Teame. Identify vacant lots in neighborhoods that are blighted and uncared for and work with neighborhood residentsto rehabilitate the lots for useful purposes, such as <strong>com</strong>munity gardens, parking, and purchase by abutters5. Establish standards for the use of sustainable practices in housing rehabilitation and new constructiona. Update building codes to require the use of energy efficient insulation, windows, and appliances (i.e., MAStretch Energy Code requirements)b. Encourage green building standards for all types of housingc. Provide housing rehabilitation loans and grants to low- and moderate-in<strong>com</strong>e households to assist in bringingtheir property up to regulatory codes, abating asbestos and lead-based paint exposure, and for energyefficiency improvements, such as insulation, installation of high-efficiency boilers and hot water heaters, anddoor and window replacementd.
