Safeguarding the Public Trust: Can Administrative Ethics Be Taught? The EvaluationFollowing the first class to incorporate this approach and assignment, acolleague evaluated the experience, in order to determine whether it met itsobjectives. As noted previously, the three overarching goals of ethics educationhave been identified by PA scholars as the following: (1) developing an awarenessof ethical issues and problems in the field; (2) building analytical skills to addressthose problems when they arise; and (3) cultivating an attitude of moral obligationand personal responsibility as part of public service. Accordingly, the evaluationinstrument was developed to test the degree to which these goals were satisfied.Students in the class were asked to complete a questionnaire. The surveyinstrument began with a grid, as shown in Table 4.Table 4.Survey Questionnaire: Principled Decision-Making AssignmentHow much did the principled decision-making assignment that you justcompleted emphasize the following mental activities?VeryMuchQuite aBitSomeVeryLittlea.
