BUDGET ADVISORY COMMITTEEM i n u t e sTuesday, October 28, 20<strong>03</strong>Senate Chambers, 2:30 to 4:30 p.m.The meeting was called to order by Ron Root (Co-Chair).Members present: Ted Crowell, Bob Flores, John Fritschen (Co-Chair), Maryanne Michaels, Tatjana Omrcen,Cole Perry, Andrea Proehl, Norberto Quiroz, Chuck Robbins, Ron Root, Stephanie Thompson, Kory White.Members absent: Barbara Croteau, Michael Ludder, Wende Wahl.Also present: Robert Agrella, Eileen Cichocki, Karen Furukawa, Brenda Livingstone, Ty Ronquillo, Susan St.Clair.Introduction of MembersNew committee members who were not present at the previous meeting introducedthemselves. Ty Ronquillo announced he would no longer be able to serve on thecommittee. Kory White declared that she has been appointed student representative to thecommittee.1. Approval of MinutesThe minutes from the September 23, 20<strong>03</strong> meeting were approved with the followingcorrections: The first sentence on the third page should read, “ . . .such as the $1.3 millionincrease in PERS employer contribution; $390,000 increase in Workers’ Compensation . . .”2. PERS RateEileen Cichocki reviewed a handout that showed a 20-year rate history of the PERS employer contribution. Therates are expressed as a percent of salary and to give a reference point, Eileen stated that for every 1% increase inthe PERS rate, it costs the district $184,000. She also said that the revised projection for 2004/05 shows a rate of13%, rather than 18% as originally projected, due to the improved condition of the stock market.3. Unemployment InsuranceBrenda Livingstone explained there are two aspects to the unemployment premium rate: a percentageassessed that is based on total payroll, and an amount based on local experience (number of claims paid). Therate for fiscal year 20<strong>03</strong>/04, .3%, has doubled from the 2002/<strong>03</strong> rate. The .3% rate translates to $40,000, on6
