SRK Consulting: 430521 Comment and Response Report Page 11 Introduction and Scope of ReportThe stakeholder engagement process forms an important part of the Scoping Phase of a project.The Public Participation Process (PPP) is primarily aimed at affording Interested and AffectedParties (I&APs) and Stakeholders the opportunity to gain an understanding of the project. SRK Consulting: 430521 Comment and Response Report Page 23 Public Participation ProcessThe Public Participation Process (PPP) was initiated by notifying identified I&APs and stakeholdersof the application enabling them to raise any issues or concerns at the outset of the authorisationprocess. An I&AP register was opened and maintained whereby I&APs contact details werecaptured.Public Participation during the Scoping Phase mainly revolved around announcing the project bymeans of:The proposed project was advertised in in two languages, Afrikaans and English. Itappeared in two newspapers, The Rustenburg Herald and Kwevoel Newspaper on the 25and 26 of January 2013 respectively. Refer to Appendix C 1 for a copy and proof of thenewspaper advertisements;Sites notices (Size A2: 594 mm X 841 mm) notifying I&APs of the proposed activity; wereplaced in and around the project area (Appendix C 2). The site notices were written inEnglish, Afrikaans and Tswana. The notices were placed at the following areas on the 25thof January 2013.ooThe two Main Entrance and exit gates to the Union Mine;Community Supermarket in Northam.The Bakgatla-Ba-Kgafela Traditional Community did not want the notices put up in theirarea, but after Union Mine’s representative engaged with the community, the notices wereplaced at the following areas on the 14th of February 2013, in English and Tswana.oSites notices Bakgatla-Ba-Kgafela Traditional Community Village officesBackground Information Documents (BIDs) (See Appendix C 3) were emailed to I&AP’s(See Appendix C 6) ; and key stakeholders on the 14th of February 2013.I&AP’s whom no e-mail address could be located were sent a Short Message Service (SMS)notifying them of the proposed project (14th of February 2013), and contact number of SRKConsulting personnel, whereby additional information could be obtained.3.1 Identification of I&APs and I&AP DatabaseA comprehensive I&APs database was provided by AP & RPM (Union Section JV). This wasformulated from previous studies undertaken in the project area. SRK Consulting amalgamated thislist with an existing database in order to consolidate identification and contact with relevant IAP’s andstakeholders. The database formed the basis of all communication and correspondence tostakeholders. Lists of IAPs are presented in Appendix C 6Directly affected land-owners were identified by means of a deeds search on all properties within themining rights area and adjacent to the mine boundary.The I&AP database include, but are not limited to: Affected communities in the project area (Section 3.1.1); Landowners (Bakgatla-Ba-Kgafela ) (Section 3.1.2); Land Claimants (Section 3.1.3); Land occupier (Bakgatla-Ba-Kgafela) (Section 3.1.4); The Department of Land Affairs;NELL / HINM 430521.2013.03.07.Comments and Response Report 24 April 2013
