13.7 Private and commercial drivers who have a chronic musculoskeletalconditionApplicationAssessment guidelinesFitness guidelinesOSMV determinationguidelinesThese guidelines apply to driver fitness determinations for privateand commercial drivers who have a chronic musculoskeletalcondition, including: diseases of the joints disabilities of the spine, and deformity.If further information regarding an individual’s medical condition isrequired, OSMV will request: a Driver’s Medical Examination Report, or additional information from the treating physician.If the treating physician indicates: loss of range of motion, and/or weaknessOSMV will request an ICBC road test, unless there has been nosignificant change in the individual’s condition or functional abilitysince a previous functional assessment.If an ICBC driver examiner recommends further assessment, OSMVmay request: additional information regarding the individual’s medicalcondition, and/or an assessment from an occupational therapist or driverrehabilitation specialist.Individuals may drive if: they retain sufficient movement and strength to perform thefunctions necessary for driving for their class of licence held pain associated with the condition, or the drugs used to treat thecondition, do not adversely affect their ability to drive safely where required, a road test or other functional assessmentindicates that they are able to compensate for any loss offunctional ability required for driving, and where permitted, they only drive with any vehicle modificationsand devices required to compensate for their functionalimpairment.OSMV may find individuals fit to drive if: their treating physician does not indicate a loss of range of motionor weakness that may impair their functional ability to drive, or where their treating physician does indicate a loss of range ofmotion or weakness that may impair their functional ability todrive, a functional assessment indicates that they have thefunctional ability required for their class of licence held.128
