7.8.3 Whether an individual can compensate for a persistent impairmentdepends upon the functional ability that is impaired. Individualswith impairments in motor function, vision or hearing may be ableto compensate for those impairments. Individuals with progressiveor irreversible declines in cognitive function cannot compensatefor a cognitive impairment.7.8.4 In general, an individual who can compensate for their functionalimpairment is fit to drive.Policy rationaleIn some situations, individuals who would otherwise not be fit to drivehave learned strategies, or utilize devices, that reduce or eliminate theirfunctional impairment. For example:a driver with limited peripheral vision may use the strategy of turningtheir neck to the left and right to ensure they have a full field of view,ora driver who is unable to use their lower limbs may have their vehiclemodified for hand controls.In keeping with the decision in Grismer, and the guiding principles of theDriver Fitness Program, OSMV makes driver fitness determinations on anindividual basis, based on the results of individual assessments. Ingeneral, if a review of individual assessment results and the individual’sdriving record indicates that an individual is able to compensate for theirfunctional impairment, the individual is fit to drive.61
