A RTIKEL<strong>Disaster</strong> <strong>and</strong> <strong>Disability</strong> <strong>in</strong> <strong>Bangladesh</strong>Hedda GiengerThe article describes the outcome of research concern<strong>in</strong>g the efficiency of the <strong>Bangladesh</strong>i disaster managementsystem for people with disabilities <strong>in</strong> <strong>Bangladesh</strong>. People with disabilities <strong>and</strong> representatives of NGOs were questioned<strong>and</strong> gave an <strong>in</strong>sight <strong>in</strong>to the difficult situation faced by people with disabilities. Shortcom<strong>in</strong>gs of the system<strong>and</strong> strategies to improve the situation are described <strong>and</strong> discussed.“People with disabilities are one of the most neglected<strong>and</strong> alienated sections of the society<strong>and</strong> as such rema<strong>in</strong> more vulnerable to naturalhazards. In the absence of any special provisions,they face particular difficulties dur<strong>in</strong>gevacuation <strong>and</strong> <strong>in</strong> post evacuation shelters. Humancasualties dur<strong>in</strong>g cyclones <strong>and</strong> tornadoescomprise proportionately more people with disabilities.(…) Every concerned M<strong>in</strong>istry of theGovernment of <strong>Bangladesh</strong> will prepare theirown <strong>Disaster</strong> Management Plans with a view tosafeguard<strong>in</strong>g women/children/elderly/disabledfrom disaster.”The extract above is taken from the NationalPlan of <strong>Disaster</strong> Management 2009 to 2015 ofthe <strong>Bangladesh</strong>i M<strong>in</strong>istry of Food <strong>and</strong> <strong>Disaster</strong>Management. Accord<strong>in</strong>g to this statement, theresponsible <strong>Bangladesh</strong>i M<strong>in</strong>istry is consciousthat people with disabilities face a very criticalsituation regard<strong>in</strong>g disasters: not only is theirgreater vulnerability mentioned but also theirneed for special provisions. The <strong>Bangladesh</strong>igovernment has asked all m<strong>in</strong>istries which workwith<strong>in</strong> the disaster-management system to developa plan with a view to safeguard<strong>in</strong>g vulnerablegroups, e.g. people with disabilities.The fact that the <strong>Bangladesh</strong>i government emphasizesthe necessity for tak<strong>in</strong>g the needs ofpeople with disabilities <strong>in</strong>to account showsawareness of the situation people with disabilitiesface. But does this really mean <strong>Bangladesh</strong>has a disaster-management system which providesgood support to people with disabilities?Start<strong>in</strong>g <strong>in</strong> the summer of 2008, I spent avoluntary year <strong>in</strong> <strong>Bangladesh</strong> work<strong>in</strong>g for anNGO called Social Assistance <strong>and</strong> Rehabilitationfor the Physically Vulnerable (SARPV) <strong>and</strong>conducted research on how efficiently the disaster-managementsystem works for peoplewith disabilities. SARPV is active <strong>in</strong> this area asthey support people with disabilities <strong>in</strong> the caseof disaster <strong>and</strong> felt that people with disabilitieswere discrim<strong>in</strong>ated aga<strong>in</strong>st regard<strong>in</strong>g all aspectsof disaster-related aid.MethodologyThe research was based on a comparison of theexist<strong>in</strong>g <strong>Bangladesh</strong>i management system, the<strong>Bangladesh</strong>i M<strong>in</strong>istry of Food <strong>and</strong> <strong>Disaster</strong>Management Corporate Plan 2005 to 2009,the National Plan of <strong>Disaster</strong> Management2009 to 2015 <strong>and</strong> guidel<strong>in</strong>es developed by theUnited Nations Secretariat of the InternationalStrategy of <strong>Disaster</strong> Reduction (UN/ISDR), whichare based on the Hyogo Framework for Action2005–2015 developed dur<strong>in</strong>g the World Conferenceon <strong>Disaster</strong> Risk Reduction <strong>in</strong> Hyogo.These UN/ISDR guidel<strong>in</strong>es conta<strong>in</strong> major pr<strong>in</strong>ciplesof good management for all people affectedby disaster, <strong>in</strong>clud<strong>in</strong>g people with disabilities.For the research, these guidel<strong>in</strong>eswere used as an example for good management.As <strong>Bangladesh</strong> ratified the Hyogo Framework,the basis of the UN/ISDR’s guidel<strong>in</strong>es,along with 168 other states <strong>in</strong> 2005, I assumedthe <strong>Bangladesh</strong>i system would comply with theUN/ISDR’s guidel<strong>in</strong>es or steps had been takento comply with them. Dur<strong>in</strong>g the comparison, itseemed that the <strong>Bangladesh</strong>i system <strong>and</strong> especiallythe measures <strong>and</strong> strategies <strong>in</strong> the CorporatePlan 2005-2009 as well as the NationalPlan 2009-2015 do comply with the guidel<strong>in</strong>eslaid down by the UN/ISDR. But dur<strong>in</strong>g a more<strong>in</strong>tensive literature research, it became obviousthat, especially on a community level, the systemdoes not work very efficiently. It seemed asthough the <strong>Bangladesh</strong>i government formallydrew attention to the situation of people withdisabilities <strong>in</strong> disaster situations, stat<strong>in</strong>g thatthese should be taken <strong>in</strong>to account, but this didnot have any great consequences on a morepractical level regard<strong>in</strong>g the disaster-managementsystem. There were numerous reports, articles<strong>and</strong> studies describ<strong>in</strong>g how the systemfails <strong>and</strong> does not provide good support <strong>in</strong> pre<strong>and</strong>post-disaster situations. On a practicallevel, the <strong>Bangladesh</strong>i system does not seem tocomply with the UN/ISDR’s guidel<strong>in</strong>es nor withthe policies <strong>and</strong> strategies set down by the official<strong>Bangladesh</strong>i side (One year after CycloneSidr: Fear replaces hope Oxfam 2008, Bangla-Zeitschrift Beh<strong>in</strong>derung <strong>und</strong> <strong>Dritte</strong> <strong>Welt</strong> 1/201027
