5 Education<br />
5.1 Pre-School Advancement<br />
● Early Advancement<br />
Early advancement is aimed at compensating development problems in early childhood in order to improve<br />
the developmental conditions for the child. This support by the Department of Families and Social Welfare is<br />
granted upon request to children not yet enrolled in school. The goal is the prevention, elimination, and<br />
improvement of handicaps and participation limitations, and to prevent any deterioration of the situation and<br />
its consequences (see also Chapter 1.1 “Helpline for Integration Assistance” [Beratungsstelle für<br />
Eingliederungshilfen]).<br />
Information on the various options and providers of early advancement may be obtained from the Helpline<br />
for Integration Assistance [Beratungsstelle für Eingliederungshilfen (Heilpädagogische Beratungsstelle)] at<br />
the Department of Families and Social Welfare [Amt für Familie und Soziales] (see Chapter 1.1) and at the<br />

● Child Daycare Facilities<br />
● Municipal Child Daycare Facilities<br />
All children, with or without disability, are legally entitled to be enrolled in a kindergarten facility from age 3<br />
and up. They may also be enrolled in any of the municipal child daycare facilities.<br />
If the regular advancement curriculum of a particular kindergarten is not sufficient for the integration of a<br />
child with disabilities, the following options exist:<br />
● Individual Integration<br />
During individual integration, the child with disabilities or potential disabilities is enrolled in a regular<br />
kindergarten group with additional support from a special education teacher. The benefit of such an<br />
individualized integration is the proximity to the child’s residence.<br />
● Group Integration<br />
The curricula of the municipal child daycare facilities also include group integration at the child daycare<br />
facility “Sternschnuppe“, Hügelstrasse 11 in <strong>Kiel</strong>-Gaarden. This group consists of 15 children, four of them<br />
with disability or potential disability.<br />
Integration means that children with and without disability attend one overall group, or they join smaller<br />
groups.<br />
