SVAF is proposed to be organized as one enterprise led by a research managing
director and a leadergroup composed of the director and the four center leaders
with its own board. The regional centers are operated by partners in a binding
cooperation. The partners are proposed to represent various stakeholders; the
dominating university in the region, central research institutes, the dominating
W&W works in the region, other W&W works and major companies in Sweden
that has a product profile in agreement with the major area of competence for
that particular center. This area of competence is to be agreed upon within the
SVAF organization.
What kind of partnership SVAF should be; a private or public company, a
foundation or an association has to be decided in the process leading to establishment
of SVAF.
It is proposed that Swedish Water takes leadership responsibility in this process.
