He performs his executive functions through the State Council. With<br />
the President as its chairman and the Prime Minister as vice chairman, the<br />
council, similar to the cabinet, has as its members the heads of 19 ministries.<br />
Legislative power is vested in the National Assembly, a unicameral<br />
body. Currently, the National Assembly consists of 243 members who are<br />
elected <strong>from</strong> as many districts by popular vote to a four-year term, and 56<br />
members selected in a proportional representation system among political<br />
parties winning more then 3 percent of the total votes cast.<br />
The judiciary of Korea consists of three levels of courts: the Supreme<br />
Court, High Courts, and District Courts including the specialized Patent<br />
Court, Family Court and Administrative Court. The courts exercise jurisdiction<br />
over civil, criminal, administrative, electoral, and other judicial<br />
matters, while also overseeing affairs related to the registration of real<br />
estate, census registers, deposits, and judicial clerks.
