8. When feasible, four (4) days be<strong>for</strong>e each meeting of the Council, the<br />

Clerk shall supply to each Alderman at his residence a printed copy of<br />

the minutes of the preceding meeting. By majority action of those<br />

present, the Council may dispense with the reading of the minutes at the<br />

ensuing minutes.<br />

2.0218 RECONSIDERATION OF QUESTIONS<br />

When a question has been once decided, any member of the majority, or in case of<br />

a tie, any member voting in the affirmative, may move a reconsideration thereof at<br />

the same or at the next succeeding meeting except confirmation of the<br />

appointment of City officials. A motion to reconsider being put <strong>and</strong> lost shall not<br />

be renewed.<br />

2.0219 CALL OF THE COUNCIL<br />

A call of the Council may be ordered at any time by the request of two (2) or more<br />

members <strong>and</strong> absent members shall be sent <strong>for</strong>, but a call cannot be made after a<br />

meeting has commenced. When a call of the Council has been requested <strong>and</strong><br />

ordered, the door be closed until the report of the policeman has been received <strong>and</strong><br />

acted upon, or until further proceedings under the call are dispensed with by a<br />

majority of the entire Council. State Law Reference: Sec. 62.11(3)(b), Wis. Stats.<br />

2.0220 PUBLICATION AND EFFECT OF ORDINANCES<br />

A. All general ordinances of the City <strong>and</strong> all regulations imposing any penalty<br />

shall be published in the official paper of the City once <strong>and</strong> shall be<br />

immediately recorded by the City Clerk in a book kept <strong>for</strong> that purpose. A<br />

printed copy of such ordinance or regulation in any book, pamphlet, or<br />

newspaper <strong>and</strong> published or purporting to be published therein by direction<br />

of the Common Council shall be prima facie proof of due passage,<br />

publication, <strong>and</strong> recording thereof.<br />

B. All ordinances shall take effect <strong>and</strong> be in <strong>for</strong>ce from <strong>and</strong> after passage, <strong>and</strong><br />

publication, unless otherwise provided <strong>and</strong> published copies thereof shall<br />

have appended the date of first publication.<br />

2.0221 AMENDMENT OF RULES<br />

The rules of this <strong>Chapter</strong> or any part thereof may be temporarily suspended in<br />

connection with any matter under consideration by a recorded vote of two-thirds<br />

(2/3) of the members present.<br />

2.0222 ESTABLISHING FEES FOR SPECIAL MEETINGS<br />

A. Purpose<br />

It is the purpose of this ordinance to deter the inefficient allocation of City<br />

resources by recovering those costs, including but not limited to, per diem<br />

costs, publication costs <strong>and</strong> administrative costs, when circumstances arise<br />
