constitute a quorum. All members of the Board shall have equal voting<br />
privileges at every meeting.<br />
E. Powers <strong>and</strong> Duties of the Board <strong>and</strong> the Health Officer<br />
The Board of Health may adopt bylaws or other regulations <strong>for</strong> the conduct<br />
of its business. The Board shall take such measures, <strong>and</strong> subject to the<br />
approval of the Council, make such rules <strong>and</strong> regulations as shall effectively<br />
preserve the public health. All rules <strong>and</strong> regulations of the Board of Health<br />
after approval by the Council, shall be published in the official City<br />
newspaper <strong>and</strong> shall become in full <strong>for</strong>ce <strong>and</strong> effect on the day following<br />
such publication, unless otherwise stated. The Board of Health shall have<br />
further powers <strong>and</strong> duties as are prescribed by the Wisconsin Statutes, <strong>and</strong><br />
by the rules of the State Board of Health promulgated in the Wisconsin<br />
Administrative Code. State Law Reference: Section 141.015, Wis. Stats.<br />
2.0408 ZONING BOARD OF APPEALS<br />
A. Members<br />
1. A Board of Appeals is hereby established. The Board of Appeals shall<br />
consist of five (5) members appointed by the Mayor subject to<br />
confirmation by the Council, <strong>for</strong> three (3) years, except that of those first<br />
appointed, one (1) shall serve <strong>for</strong> one (1) year, two (2) <strong>for</strong> two (2) years,<br />
<strong>and</strong> two (2) <strong>for</strong> three (3) years. The members shall serve without<br />
compensation <strong>and</strong> shall be removable by the Mayor <strong>for</strong> cause upon<br />
written charges <strong>and</strong> after public hearing. The Mayor shall designate one<br />
of the members Chairperson. The Mayor shall appoint, <strong>for</strong> staggered<br />
terms of 3 years, 2 alternate members of such board, in addition to the<br />
five (5) members above provided <strong>for</strong>. Annually, the Mayor shall<br />
designate one of the alternate members as 1 st alternate <strong>and</strong> the other as 2 nd<br />
alternate. The 1 st alternate shall act, with full power, only when a member<br />
of the board refuses to vote because of interest or when a member is<br />
absent. The 2 nd alternate shall so act only when the 1 st alternate so refuses<br />
or is absent or when more than one member of the board so refuses or is<br />
absent. The above provisions, with regard to removal <strong>and</strong> the filing of<br />
vacancies, shall apply to such alternates. Vacancies shall be filled <strong>for</strong> the<br />
unexpired terms of members whose terms become vacant.<br />
2. The Board of Appeals may employ a secretary <strong>and</strong> other employees.<br />
B. Rules<br />
The Board of Appeals shall adopt rules <strong>for</strong> its government <strong>and</strong> procedure.<br />
Meetings of the Board of Appeals shall be held at the call of the Chairman<br />
<strong>and</strong> at such other times as the Board of Appeals may determine. The<br />
Chairman, or in his absence, the Acting Chairman, may administer oaths<br />
<strong>and</strong> compel the attendance of witnesses. All meetings shall be open to the<br />
public.<br />
