C. It shall be the duty of the Board of Public Works, under the direction of the<br />

Common Council, to superintend all parks, facilities, <strong>and</strong> <strong>for</strong>estry functions<br />

<strong>and</strong> keep the streets, alleys, sewers, <strong>and</strong> public works <strong>and</strong> places in repair.<br />

City Park Board functions enumerated in Wisconsin Statutes Section 27.08<br />

shall be under the charge of the Board of Public Works subject to approval<br />

of the Common Council. Except <strong>for</strong> the statutory public construction<br />

functions of the Board of Public Works, the Water <strong>and</strong> Wastewater Utilities<br />

shall maintain <strong>and</strong> manage their own facilities.<br />

D. The salaries of the City Attorney, Mayor, <strong>and</strong> Director of Public Works,<br />

respectively, shall be in full <strong>for</strong> their services as members of such Board.<br />

2.0403 MARINETTE WATER UTILITY AND COMMISSION<br />

A. Definition<br />

The Marinette Water Utility (the "Utility") shall consist of all water<br />

collection, storage, purification, <strong>and</strong> distribution facilities <strong>and</strong> operations<br />

owned or controlled by the City of Marinette.<br />

B. Creation of Board<br />

The Marinette Water Utility Commission (the "Commission") is hereby<br />

created.<br />

C. Members<br />

1. The Commission shall consist of seven (7) members who shall be<br />

appointed by the Mayor subject to approval by the Common Council.<br />

Five (5) members shall be citizen members, each of whom shall be a<br />

resident of the City of Marinette. One (1) member shall be an alderperson<br />

on the Board of Public Works. One (1) member shall be an alderperson.<br />

Each member shall serve a first term beginning on the day of<br />

confirmation by the Common Council or upon effective date of this<br />

ordinance, whichever is later, <strong>and</strong> ending as follows:<br />
