Common Council. Unless otherwise required by law, all borrowing<br />
documents shall be signed by the Mayor <strong>and</strong> the Commission Chairperson.<br />
N. Contracts<br />
The Commission Chairperson shall have the authority to sign all other<br />
Utility contracts, including collective bargaining agreements, not otherwise<br />
specifically mentioned in this ordinance.<br />
2.0405 BOARD OF POLICE AND FIRE COMMISSIONERS<br />
A. Composition<br />
There is created a Board of Police <strong>and</strong> Fire Commissioners which shall<br />
consist of five (5) citizens, three (3) of whom shall constitute a quorum.<br />
The Mayor shall annually, between the last Monday of April <strong>and</strong> the first<br />
Monday in May, appoint in writing to be filed with the Secretary of the<br />
Commission, one (1) member <strong>for</strong> a term of five (5) years. No appointment<br />
shall be made which will result in more than three (3) members of the<br />
Commission belonging to the same political party.<br />
B. Appointment of Chief of Police <strong>and</strong> Fire Chief<br />
The Commission shall appoint the Chief of Police <strong>and</strong> Fire Chief who shall<br />
hold that office during good behavior, subject to suspension or removal by<br />
the Commission <strong>for</strong> cause.<br />
C. Meetings<br />
The Police <strong>and</strong> Fire Commission shall meet at least annually during the<br />
month of May following the first Monday in May to appoint a Chairman<br />
<strong>and</strong> Secretary. The Commission shall meet at other times as deemed<br />
necessary by the Commission to fulfill its hiring, promotion, <strong>and</strong><br />
disciplinary duties under Wisconsin Statutes Section 62.13.<br />
D. Organization<br />
The Police <strong>and</strong> Fire Commission shall appoint a chairman <strong>and</strong> a secretary<br />
from among their members who shall hold office <strong>for</strong> a term of one (1) year.<br />
The Commission shall keep a record of all of its proceedings.<br />
E. Management Authority<br />
The Chief of Police <strong>and</strong> Fire Chief shall have the authority to hire<br />
subordinates, terminate a subordinate's employment, or promote the<br />
subordinate subject to confirmation by the Commission.<br />
F. Department Polices, Rules <strong>and</strong> Procedures<br />
The Police Chief <strong>and</strong> Fire Chief shall have the power to adopt <strong>and</strong> change<br />
rules <strong>and</strong> regulations governing their Department.<br />
G. Statutes Incorporated<br />
The provisions of Section 62.13 of the Wisconsin Statutes <strong>and</strong> all acts<br />
amendatory thereto so far as the same are applicable are hereby incorporated<br />
herein <strong>and</strong> shall be effective in the same manner as if set <strong>for</strong>th in full herein.<br />
The term "Board" which appears in Section 62.13 shall be <strong>for</strong> the purpose of<br />
