2.0406 RESERVED FOR FUTURE USE<br />
2.0407 BOARD OF HEALTH<br />
A. Members<br />
There is hereby created a Board of Health to consist of seven (7) members.<br />
Five (5) members shall be appointed by the Mayor subject to the approval of<br />
the Council, <strong>and</strong> one (1) of the five (5) shall be a member of the Council.<br />
The Mayor shall appoint as the sixth member, without approval by the<br />
Council, a physician who shall be nominated by a majority of the physicians<br />
residing <strong>and</strong> practicing in the City. In the event a majority of the practicing<br />
physicians fail to agree on a nominee, the Mayor shall appoint the physician<br />
member, subject to approval by the Council. The Mayor shall be the seventh<br />
member.<br />
B. Qualifications <strong>and</strong> Term of Office<br />
All members of the Board of Health shall be residents of the City except that<br />
the physician member may reside in a Wisconsin township adjoining the<br />
City but shall have his principal place of practice in the City. The term of<br />
office of the Mayor shall be continuous; the terms of all other members shall<br />
be two (2) calendar years. All members shall hold office until their<br />
successors have been appointed <strong>and</strong> qualified. If a member who is required<br />
to be a resident of the City moves from the City or if the physician member<br />
who resides in the City or in an adjoining township ceases to reside in the<br />
City or township, or if a member dies or resigns or is adjudged an<br />
incompetent, his term shall automatically terminate <strong>and</strong> the Mayor shall<br />
promptly fill the vacancy in the manner set <strong>for</strong>th in subsection (a) of this<br />
section. In like manner the Mayor shall make a new appointment to fill the<br />
vacancy created by the refusal of an appointee to qualify.<br />
C. Officers of the Board<br />
The Board of Health shall elect a president, vice-president <strong>and</strong> secretary<br />
from among its members, <strong>and</strong> the physician member shall be the executive<br />
officer of the Board <strong>and</strong> the City Health Officer.<br />
D. Meetings of the Board<br />
The regular annual meeting of the Board of Health shall be held on the third<br />
Tuesday of each January at 1:00 p.m. in the City Hall. The Board may fix a<br />
date <strong>for</strong> other regular meetings. The Board in its regulations or bylaws shall<br />
prescribe how special meetings shall be called <strong>and</strong> the call <strong>for</strong> any such<br />
meetings shall specify the purpose <strong>for</strong> which the meeting is called. If the call<br />
<strong>for</strong> any special meeting states that there is an emergency, the nature of<br />
which shall be stated in the call, any three (3) members of the Board shall<br />
constitute a quorum <strong>for</strong> the transaction of the business <strong>for</strong> which that<br />
meeting was called, otherwise a majority of the qualified members shall<br />
