2. All offices <strong>and</strong> department heads shall be responsible to the Mayor who<br />
is the chief executive officer <strong>and</strong> administrative head of the City. Elected<br />
officers shall be responsible to the Mayor in administrative matters only.<br />
3. The Mayor shall from time to time, provide the Council such in<strong>for</strong>mation<br />
<strong>and</strong> recommend such measures as he may deem advantageous to the<br />
City. When present he shall preside at the meetings of the Council.<br />
4. The Mayor shall have such other duties <strong>and</strong> responsibilities as are<br />
prescribed in the Wisconsin Statutes.<br />

2.0204 PRESIDENT OF THE COUNCIL<br />
The Common Council, at its organizational meeting on the third Tuesday of April,<br />
shall choose from its members a President, who in the absence of the Mayor, shall<br />
preside at meetings of the Council <strong>and</strong> during the absence or inability of the<br />
Mayor, shall have the powers <strong>and</strong> duties of the Mayor, according to the provisions<br />
of Section 2.0214 of this Municipal Code.<br />

2.0205 STANDING COMMITTEES; ACTION ON COMMITTEE REPORTS<br />
A. St<strong>and</strong>ing Council Committees<br />
At the annual organizational meeting of Common Council, the Mayor shall<br />
appoint Alderpersons to each of the following st<strong>and</strong>ing committees:<br />
1. Finance <strong>and</strong> Insurance Committee (Five Alderpersons)<br />
2. Personnel <strong>and</strong> License Committee (Five Alderpersons)<br />
3. Civic Affairs, Cemetery, Traffic <strong>and</strong> Lights Committee (Five<br />
Alderpersons) (ord. 2061 adopted 6-6-06)<br />
4. Board of Public Works (Five Alderpersons)<br />
5. Public Safety <strong>and</strong> Code En<strong>for</strong>cement Committee (Five Alderpersons)<br />

B. Committee Appointments<br />
1. The chairman of each committee shall be designated by the Mayor,<br />
except the Board of Public Works, which chooses a president from its<br />
own number. Each member shall serve as appointed unless excused by a<br />
majority of the members of the Council. All Alderpersons shall serve on<br />
at least one st<strong>and</strong>ing committee.<br />
2. The Mayor may declare the entire Council a committee of the whole <strong>for</strong><br />
in<strong>for</strong>mal discussion at any meeting or <strong>for</strong> any other purpose, <strong>and</strong> shall ex<br />
officio be chairman of the same.<br />
