will be to design products that play a serious welfare-improv<strong>in</strong>g role <strong>in</strong> <strong>the</strong><br />
f<strong>in</strong>ancial management practices of low- and middle-<strong>in</strong>come households.<br />
Digital technology has breached <strong>the</strong> access frontier, enabl<strong>in</strong>g more <strong>in</strong>tensive<br />
engagements between providers and consumers of f<strong>in</strong>ance. Will this create a<br />
w<strong>in</strong>-w<strong>in</strong> situation where value is created for all parties? Or will it lead to more<br />
opportunities for extraction by corporations at <strong>the</strong> expense of <strong>the</strong> poor? What<br />
factors are likely to sway <strong>the</strong> balance between <strong>the</strong>se possibilities?<br />
The aim of this book is to stimulate debate on how we analyse and th<strong>in</strong>k<br />
about <strong>the</strong> future of market development and its implications for poverty and<br />
growth. The book was commissioned by F<strong>in</strong>ancial Sector Deepen<strong>in</strong>g (FSD)<br />
Kenya as an <strong>in</strong>vitation to scholars to dig more deeply <strong>in</strong>to <strong>the</strong> data that have<br />
been collected over <strong>the</strong> past ten years by FSD and its partners, especially <strong>the</strong><br />
Central Bank of Kenya (CBK). While a wealth of data exists on Kenya’s<br />
f<strong>in</strong>ancial markets, our understand<strong>in</strong>g of market drivers and <strong>the</strong>ir development<br />
impacts is still limited. Draw<strong>in</strong>g on cutt<strong>in</strong>g-edge methodology and sophisticated<br />
analysis, <strong>the</strong> purpose of this book is to take a step back from <strong>the</strong> narrative<br />
of progress that has characterised f<strong>in</strong>ancial <strong>in</strong>clusion reports. The chapters<br />
take a more critical look at <strong>the</strong> f<strong>in</strong>ancial landscape, highlight<strong>in</strong>g constra<strong>in</strong>ts to<br />
<strong>in</strong>frastructural expansion, effects of market structure, demand-side drivers of<br />
uptake and usage, as well as <strong>the</strong> implications of f<strong>in</strong>ancial sector development<br />
for poverty and growth. The seven chapters can be grouped <strong>in</strong>to three broad<br />
areas. The first three chapters look at <strong>the</strong> achievements and constra<strong>in</strong>ts to<br />
formal access, leverag<strong>in</strong>g demand and supply-side data. The middle chapters<br />
look at <strong>the</strong> effects of digitisation on f<strong>in</strong>ancial <strong>in</strong>clusion, while <strong>the</strong> f<strong>in</strong>al chapters<br />
propose new measures of f<strong>in</strong>ancial <strong>in</strong>clusion.<br />
The book draws pr<strong>in</strong>cipally on time-series data produced by three successive<br />
rounds of <strong>the</strong> Kenya F<strong>in</strong>Access household surveys (CBK and FSD Kenya, 2007<br />
2009, 2013). The F<strong>in</strong>Access surveys, follow<strong>in</strong>g <strong>the</strong> South African F<strong>in</strong>Scope<br />
model, were <strong>in</strong>stituted to track and better understand progress towards f<strong>in</strong>ancial<br />
<strong>in</strong>clusion from a policy perspective, as well as provid<strong>in</strong>g valuable market data<br />
for <strong>in</strong>dustry, <strong>in</strong>clud<strong>in</strong>g market siz<strong>in</strong>g and segmentation. The chapters also draw<br />
on supply-side analysis from geo-spatial mapp<strong>in</strong>g of f<strong>in</strong>ancial outlets (Bill and<br />
Mel<strong>in</strong>da Gates Foundation, CBK and FSD Kenya, 2014, 2015) and f<strong>in</strong>ancial<br />
<strong>in</strong>stitution annual returns, as well as referenc<strong>in</strong>g qualitative studies such as<br />
FSD’s Kenya F<strong>in</strong>ancial Diaries (Zollmann, 2014), which provide <strong>in</strong>valuable<br />
<strong>in</strong>sights <strong>in</strong>to f<strong>in</strong>ancial usage and behaviour. Ultimately, <strong>the</strong> book is testimony<br />
to <strong>the</strong> importance not only of data but also of <strong>the</strong> analytical frameworks we<br />
use <strong>in</strong> its <strong>in</strong>terpretation, and how this affects <strong>the</strong> way we understand and<br />
shape markets.
