2 F<strong>in</strong>ancial capability: An evolv<strong>in</strong>g concept <strong>in</strong> need<br />
of measurement<br />
The measurement of f<strong>in</strong>ancial literacy started out with questions to test<br />
understand<strong>in</strong>g of compound <strong>in</strong>terest rates, <strong>in</strong>flation and risk diversification<br />
<strong>in</strong> developed country contexts (Lusardi, 2008), and it has been found to be<br />
strongly associated with engagement with f<strong>in</strong>ancial products and services such<br />
as retirement plann<strong>in</strong>g and <strong>in</strong>vestment choices. Even with<strong>in</strong> <strong>the</strong>se contexts, <strong>the</strong><br />
def<strong>in</strong>ition of f<strong>in</strong>ancial literacy lacks consensus (Huston, 2010; Remund, 2010),<br />
but it has ma<strong>in</strong>ly been associated with f<strong>in</strong>ancial knowledge <strong>in</strong> order to address<br />
policy-related concerns regard<strong>in</strong>g consumers’ <strong>in</strong>teraction with <strong>the</strong> f<strong>in</strong>ancial<br />
sector that have risen over <strong>the</strong> last decade. As research has developed and,<br />
<strong>in</strong> particular, as evidence of <strong>the</strong> impact of f<strong>in</strong>ancial education programmes<br />
has demonstrated relatively little impact of f<strong>in</strong>ancial education on f<strong>in</strong>ancial<br />
literacy itself (Mandell and Kle<strong>in</strong>, 2009), <strong>the</strong> complexity of <strong>the</strong> relationship<br />
between knowledge and behaviour has also become more evident, which has<br />
brought about a shift to a wider conception of f<strong>in</strong>ancial capability to capture<br />
this broader perspective.<br />
Measures of f<strong>in</strong>ancial literacy based on <strong>the</strong> understand<strong>in</strong>g of f<strong>in</strong>ancial concepts<br />
have been adapted and expanded to address develop<strong>in</strong>g country contexts<br />
(Cole et al., 2009; Carpena et al., 2011) <strong>in</strong> order to exam<strong>in</strong>e <strong>the</strong> relationship<br />
between knowledge and attitudes and behaviour towards f<strong>in</strong>ancial services.<br />
While f<strong>in</strong>ancial literacy is correlated to hav<strong>in</strong>g a bank account <strong>in</strong> develop<strong>in</strong>g<br />
countries (Xu and Zia, 2012), its relationship with f<strong>in</strong>ancial service use is more<br />
tenuous <strong>in</strong> a context where such use is low, and f<strong>in</strong>ancial capability appears<br />
of greater relevance when embrac<strong>in</strong>g a wider conception of effective money<br />
and resource management.<br />
Research <strong>in</strong> both developed and develop<strong>in</strong>g countries has shown that people<br />
talk about f<strong>in</strong>ancial capability as compris<strong>in</strong>g behaviours, attitudes, psychological<br />
traits and motivations (Kempson et al., 2005; Kempson et al., 2013), and this<br />
fur<strong>the</strong>r demonstrates that <strong>the</strong> role of knowledge is not central <strong>in</strong> people’s<br />
decision-mak<strong>in</strong>g process. F<strong>in</strong>ancial capability has been found to be a composite<br />
of different skills cover<strong>in</strong>g areas such as day-to-day money management,<br />
plann<strong>in</strong>g for <strong>the</strong> future, choos<strong>in</strong>g products and be<strong>in</strong>g <strong>in</strong>formed (Atk<strong>in</strong>son<br />
et al., 2007). In <strong>the</strong>ir exploratory study, Kempson et al. (2005) found that<br />
knowledge and understand<strong>in</strong>g, as well as skills and <strong>the</strong> personal characteristics<br />
of confidence and attitudes, affect <strong>in</strong>dividuals’ levels of f<strong>in</strong>ancial capability. The<br />
concept of f<strong>in</strong>ancial capability thus appears to be multidimensional, both <strong>in</strong><br />
terms of what behaviour it relates to and its determ<strong>in</strong>ants (Coll<strong>in</strong>s et al., 2009b;
