Character of Conflict<br />

“…Defenses cannot achieve perfect safety…Just <strong>in</strong>creas<strong>in</strong>g the attackers’ odds of failure<br />

may make the difference between a plan attempted or a plan discarded. <strong>The</strong> enemy also<br />

may have to develop more elaborate plans, thereby <strong>in</strong>creas<strong>in</strong>g the danger of exposure or<br />

defeat.” 19<br />

With<strong>in</strong> this context, conflict <strong>and</strong> war are likely to occur as adversaries become <strong>in</strong>creas<strong>in</strong>gly capable<br />

<strong>and</strong> will<strong>in</strong>g to encroach, erode, or otherwise disregard U.S. sovereignty <strong>and</strong> the freedom <strong>and</strong><br />

autonomy of its citizens. Today, defense of the homel<strong>and</strong> focuses on plac<strong>in</strong>g military capabilities<br />

as far forward as possible to reassure allies, provid<strong>in</strong>g a layered defense of the United States,<br />

monitor<strong>in</strong>g the aerospace <strong>and</strong> maritime approaches to North America, <strong>and</strong> establish<strong>in</strong>g credible<br />

nuclear deterrence capabilities to dissuade attacks. Furthermore, it also <strong>in</strong>cludes support to civil<br />

authorities for domestic disaster response operations <strong>and</strong> potential support to law enforcement to<br />

repel VEO attacks with<strong>in</strong> the U.S.<br />

<strong>The</strong> United States faces a future security environment <strong>in</strong> which it must ma<strong>in</strong>ta<strong>in</strong> the capacity to do<br />

these th<strong>in</strong>gs while also prepar<strong>in</strong>g for adversaries that will develop more numerous <strong>and</strong> varied<br />

capabilities to hold U.S. citizens <strong>and</strong> global commitments at risk. With<strong>in</strong> this context, the United<br />

States must simultaneously protect aga<strong>in</strong>st an <strong>in</strong>creas<strong>in</strong>g range of foreign threats to its homel<strong>and</strong><br />

while encourag<strong>in</strong>g the greatest degree of autonomy with<strong>in</strong> the <strong>in</strong>ternational system where the<br />

freedom <strong>and</strong> autonomy of others are often perceived as an existential threat.<br />

Individual American citizens to <strong>in</strong>clude key political, economic, or military figures will be subject<br />

to <strong>in</strong>formation warfare re<strong>in</strong>forced by violence, focused on <strong>in</strong>fluenc<strong>in</strong>g broad public op<strong>in</strong>ion or<br />

manipulat<strong>in</strong>g their decision calculus. Often, these coercive tactics will be difficult to dist<strong>in</strong>guish<br />

from crim<strong>in</strong>ality because the same globalized world that empowers the United States also blurs<br />

the l<strong>in</strong>e between crim<strong>in</strong>al entities <strong>and</strong> terrorist groups. Opportunities to partner between a widerange<br />

of unlawful organizations will cont<strong>in</strong>ue to complicate <strong>and</strong> confuse the dist<strong>in</strong>ction between<br />

law enforcement <strong>and</strong> military action with<strong>in</strong> the United States, particularly when these networks<br />

cross borders.<br />

Nature of Potential Adversaries<br />

<strong>The</strong> future <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> will confront a range of adversaries attempt<strong>in</strong>g to breach U.S. borders. Over<br />

the next two decades, there will be a significant evolution <strong>in</strong> long-range strike weapons capable of<br />

rang<strong>in</strong>g the U.S. homel<strong>and</strong>. Russia will modernize its l<strong>and</strong>, air, <strong>and</strong> sea-based <strong>in</strong>tercont<strong>in</strong>ental<br />

nuclear forces. Ch<strong>in</strong>a’s recent <strong>in</strong>dustrial <strong>and</strong> economic growth comb<strong>in</strong>ed with its desire to once<br />

aga<strong>in</strong> be a regional hegemon <strong>and</strong> global power may result <strong>in</strong> new nuclear doctr<strong>in</strong>e emphasiz<strong>in</strong>g<br />

first use <strong>and</strong> a counter force approach, versus its current counter value doctr<strong>in</strong>e <strong>and</strong> capabilities.<br />

Future delivery mechanisms might <strong>in</strong>clude hypersonic missiles, long-range cruise missiles, <strong>and</strong><br />

ballistic missiles with maneuverable warheads, all designed to penetrate U.S. defensive systems.<br />

<strong>The</strong> purpose of state adversary <strong>in</strong>vestments <strong>in</strong> global strike assets capable of reach<strong>in</strong>g North<br />

America is to threaten key targets with<strong>in</strong> the United States dur<strong>in</strong>g a conflict. Although the risk of<br />
