Introduction<br />
<strong>The</strong> <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> faces two persistent realities. First, the security environment is always <strong>in</strong> flux.<br />
Change is relentless <strong>and</strong> occurs <strong>in</strong> all aspects of human endeavor. Ideas about how human be<strong>in</strong>gs<br />
should govern one another emerge, spread, <strong>and</strong> then fade away. Advances <strong>in</strong> science <strong>and</strong><br />
technology progress <strong>and</strong> proliferate. Countries <strong>and</strong> political groups simultaneously cooperate <strong>and</strong><br />
compete based on their relative power, capabilities, <strong>in</strong>terests, <strong>and</strong> ideals. Change <strong>in</strong> the security<br />
environment occurs at an irregular pace, <strong>and</strong> over time small changes compound to shatter our<br />
assumptions. Second, the pursuit of political objectives through organized violence is <strong>and</strong> will<br />
rema<strong>in</strong> a feature of the security environment. Strife, conflict, <strong>and</strong> war are certa<strong>in</strong> to endure through<br />
2035.<br />
<strong>The</strong> future confounds even the most rigorous attempts to accurately predict how it will unfold.<br />
Because the future is difficult to predict <strong>and</strong> underst<strong>and</strong>, warfare often resembles “a race between<br />
belligerents to correct the consequences of the mistaken beliefs with which they entered combat.” 1<br />
JOE 2035 provides a space for the <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> to th<strong>in</strong>k through what we must do to prepare for<br />
this race. To peer <strong>in</strong>to the future <strong>in</strong> a reliable – <strong>and</strong> ultimately useful – way <strong>in</strong>volves consider<strong>in</strong>g<br />
possibilities. Th<strong>in</strong>k<strong>in</strong>g <strong>in</strong> terms of possibilities requires us to strike a delicate balance between a<br />
credible, thorough description of chang<strong>in</strong>g trends coupled with the courage to step outside the<br />
certitudes <strong>and</strong> assumptions of today <strong>and</strong> imag<strong>in</strong>e the range of potential events that might alter our<br />
world.<br />
Purpose<br />
<strong>The</strong> purpose of JOE 2035 is to describe the future security environment circa 2035 <strong>and</strong> project<br />
implications of change for the <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> so it can anticipate <strong>and</strong> prepare for potential conflicts.<br />
To do this, it poses <strong>and</strong> then explores three foundational questions. Answers to these questions<br />
describe the jo<strong>in</strong>t operat<strong>in</strong>g environment <strong>and</strong> suggest ways the <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> might prepare for this<br />
future. <strong>The</strong>se questions are:<br />

Scope<br />
JOE 2035 does not predict the future or attempt to forecast specific scenarios or events. Instead, it<br />
develops a range of possibilities about future conflict by re-imag<strong>in</strong><strong>in</strong>g the set of factors <strong>and</strong><br />
circumstances shap<strong>in</strong>g the future security environment. Th<strong>in</strong>k<strong>in</strong>g about the future through the lens<br />
of various trends, conditions, contexts, <strong>and</strong> implications encourages an exp<strong>and</strong>ed underst<strong>and</strong><strong>in</strong>g<br />
of the scope of the problems fac<strong>in</strong>g the <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> as well as promis<strong>in</strong>g avenues to pursue<br />
solutions, <strong>and</strong> supports a broader appreciation of the implications of change that will confront the<br />
future <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong>.<br />
JOE 2035 occupies a unique space <strong>in</strong> the broader effort to prepare the U.S. military for future war.<br />
It does not replace specific plann<strong>in</strong>g scenarios, but is a backdrop for a range of jo<strong>in</strong>t force<br />
development activities across the Department of Defense. It focuses on emerg<strong>in</strong>g operational<br />
