To secure the broadest <strong>in</strong>terests of our Nation, political leaders will dem<strong>and</strong> real options from their<br />
military. In turn, military leaders require clear strategic guidance <strong>and</strong> assurance that political<br />
leaders underst<strong>and</strong> what military power can feasibly achieve <strong>and</strong> the consequences of us<strong>in</strong>g<br />
military power. This range of missions is a start po<strong>in</strong>t for that future dialogue – a dialogue whose<br />
outcome is shaped by the force development activities of today (see Figure 10).<br />

It is unclear whether the future <strong>Jo<strong>in</strong>t</strong> <strong>Force</strong> can be proficient at employ<strong>in</strong>g military force across<br />
this entire mission set to simultaneously <strong>and</strong> effectively address contested norms <strong>and</strong> counter<br />
persistent disorder with currently projected capabilities, operational approaches, <strong>and</strong> fiscal<br />
resources. Military <strong>in</strong>vestments to prepare for the future security environment require<br />
consequential decisions about relative priorities <strong>and</strong> possible risk. Further, these decisions must be<br />
based on the ability to assess, frustrate, <strong>and</strong> defeat oppos<strong>in</strong>g military strategies which first requires<br />
an underst<strong>and</strong><strong>in</strong>g of why nations <strong>and</strong> groups take the momentous decision to go to war.<br />
Plac<strong>in</strong>g too much emphasis on contested norms – particularly those high-tech <strong>and</strong> expensive<br />
capabilities geared to conta<strong>in</strong> or disrupt an expansionist state power – may discount potentially<br />
disruptive low-end threats, which have demonstrated a troubl<strong>in</strong>g tendency to fester <strong>and</strong> emerge as<br />
surprise or strategic shock for the United States. Conversely, tilt<strong>in</strong>g the balance of force<br />
development activities towards capabilities designed to counter persistent disorder may risk a<br />
world <strong>in</strong> which other great powers or alliances of great powers decisively shift the <strong>in</strong>ternational<br />
order <strong>in</strong> ways highly unfavorable to the United States, its allies, <strong>and</strong> partners.<br />
