SUMMARY<br />
This Part continues the voluntary employee incentive program through the 2018-2019<br />
biennium.<br />
PART DD<br />
Sec. DD-1. Department of Administrative and Financial Services; Vacancy review<br />
after reorganization. The Department of Administrative and Financial Services is currently<br />
undergoing reorganizations as a result of the implementation of a new human resources and<br />
payroll system. The Commissioner of the Department of Administrative and Financial Services<br />
is authorized to identify positions to be eliminated on or before June 30, 2019 and shall submit a<br />
report to the Joint Standing Committee on Appropriations and Financial Affairs.<br />
Sec. DD-2. Calculation. Notwithstanding any other provision of law, the State Budget<br />
Officer shall calculate the amount of savings from the position eliminations and adjust by<br />
financial order upon approval of the Governor, no later than June 30, 2019. These eliminations<br />
are considered adjustments to authorized position count, appropriations and <strong>allocations</strong>.<br />
PART DD<br />
SUMMARY<br />
This Part authorizes the Department of Administrative and Financial Services to identify<br />
positions to eliminate as the result of ongoing reorganizations due to efficiencies associated with<br />
the implementation of a new human resources and payroll system.<br />
PART EE<br />
Sec. EE-1. Vacancy review and position savings. The Department of Administrative<br />
and Financial Services, Bureau of the Budget shall conduct a review of vacant and filled<br />
positions in executive branch departments and agencies regardless of fund source for the purpose<br />
of identifying total General Fund savings in the Personal Services line category equal to<br />
$3,500,000 in fiscal year 2018-19. The Commissioner of Administrative and Financial Services<br />
shall submit a report to the Joint Standing Committee on Appropriations and Financial Affairs by<br />
July 1, 2018 with identified positions for elimination.<br />
