The Rural Rehabilitation Operating Fund is established as a nonlapsing fund within the<br />
Bureau of Agriculture program in the Department of Agriculture, Conservation and Forestry to<br />
be used for the administrative expenditures incurred in the operation of the Rural Rehabilitation<br />
Trust Fund and the issuance of scholarships and loans from that trust fund. The Rural<br />
Rehabilitation Operating Fund must receive all interest earned on the trust fund balance and any<br />
interest collected on outstanding loans receivable. Unexpended balances in the Rural<br />
Rehabilitation Operating Fund at the end of a fiscal year may not lapse, but are carried forward<br />
to the next fiscal year to be used for the same purpose.<br />
Sec. II-2. Transfer balances. Notwithstanding any other provision of law, at the close<br />
of fiscal year 2016-17, the Department of Agriculture, Conservation and Forestry shall transfer<br />
after the deduction of all <strong>allocations</strong>, financial commitments, other designated funds or any other<br />
transfer authorized by statute, any remaining balance in the Rural Rehabilitation program, Other<br />
Special Revenue Funds to the Division of Quality Assurance and Regulation program, Other<br />
Special Revenue Funds.<br />
PART II<br />
SUMMARY<br />
This Part consolidates the Rural Rehabilitation Operating Fund, Other Special Revenue<br />
Funds account, in the Rural Rehabilitation program into the Rural Rehabilitation Operating<br />
Fund, Other Special Revenue Funds account in the current Division of Quality Assurance and<br />
Regulation program to gain administrative efficiencies. Another part of language is proposing to<br />
change the name of the Division of Quality Assurance and Regulation program to Bureau of<br />
Agriculture program.<br />
