PART HHHH<br />

SUMMARY<br />

This Part repeals general assistance eligibility for categories of noncitizens for which a<br />

state statute affirmatively providing eligibility is required by federal law. It also clarifies that<br />

such noncitizens are not eligible for state-funded general assistance.<br />

PART IIII<br />

Sec. IIII-1. 36 MRSA §2892, as amended by PL 2013, c. 368, Pt. QQ, §1, is<br />

further amended by adding at the end a new paragraph to read:<br />

For state fiscal years beginning on or after July 1, 2017, the hospital's taxable year is the<br />

hospital's fiscal year that ended during calendar year 2014.<br />

PART IIII<br />

SUMMARY<br />

This Part updates the base year for the hospital tax to 2014 and keeps it at that level.<br />

PART JJJJ<br />

Sec. JJJJ-1. 22 MRSA § 3104, sub-§1, C, is enacted to read:<br />

C. Refrain from seeking or accepting from the United States Department of Agriculture a<br />

waiver of any requirement under federal law, where that waiver is designed to or would<br />

have the effect of expanding access to benefits beyond what would otherwise be<br />

allowable under federal law.<br />

PART JJJJ<br />

SUMMARY<br />

This Part prohibits the department from obtaining waivers from the USDA that would<br />

expand program access.<br />

PART KKKK<br />

Sec. KKKK-1. 22 MRSA §3104-A, as amended by PL 2013, c. 368, Pt. OO, §§1, 2, is<br />

repealed.<br />

Sec. KKKK-2. 22 MRSA §3273, sub-§9, as enacted by PL 1997, c. 643, Pt. WW, §1, is<br />

repealed.<br />
