the school has to remedy the problem.<br />

Sec. C-64. School Finance Act of 2017. The commissioner shall develop a plan for the<br />

funding of public education from kindergarten through grade 12 by using the local and state<br />

contributions. The plan for a new school funding formula must be based on providing direct<br />

instruction and support for student learning, include a statewide teacher contract and the<br />

implementation of a system to measure and ensure that school administrative units are held<br />

accountable for the intended use of the State funds. The new funding formula must ensure that<br />

direct instructional programs and services are available to all students and be available in all<br />

schools on an equitable basis. The new school funding formula must be implemented no later<br />

than the 2019-20 school year.<br />

Sec. C-65. Effective date. The following sections of this Part have the following effective<br />

dates:<br />

1. Sections 15 and 43 are amended effective beginning on July 1, 2017.<br />

2. Sections 22, 28, 29, 30, 31, 32, 39 and 41are repealed effective beginning on July 1,<br />

2017.<br />

3. Section 64 is enacted effective beginning on July 1, 2017.<br />

4. Section 56 is repealed and replaced effective beginning on July 1, 2018.<br />

5. Sections 48 and 49 are repealed effective beginning on July 1, 2019.<br />

6. Section 53 is repealed effective beginning on July 1, 2021.<br />

7. All other sections in this Part are effective beginning on the same date that this Act<br />

becomes effective unless otherwise specified within each respective section.<br />

PART C<br />

SUMMARY<br />

This Part does the following:<br />

1. Sections 1 through 13 of this Part establishes the Total Cost of Education from<br />

Kindergarten to Grade 12 for fiscal year 2017-18, the state contribution and the annual<br />

target state share percentage.<br />

2. Sections 14 through 55 of this Part provides statutory changes to the essential programs<br />

and services funding act chapter 606-B for implementation in the 2017-18 school year.<br />

3. Sections 56 through 60 of this Part provides statutory changes to the essential programs<br />

and services funding act chapter 606-B for implementation in the 2018-19 school year.<br />

4. Sections 61 through 63 provide statutory changes for the funding and oversight of the<br />

Maine School for Marine Science, Technology, Transportation and Engineering.<br />

5. Section 64 directs the Commissioner of the Department of Education to develop a plan<br />

for funding public education from kindergarten through grade twelve. The plan must be<br />

based on providing direct instruction and support for student learning and include the<br />

establishment of a system to measure and ensure accountability for the use of the State<br />
