he Millennium Development Goal (MDG) 8, bannered as “Global<br />

Partnership for Development” on trade, debt and aid, is universally<br />

viewed as essential to the attainment of all eight goals. Yet this remains<br />

as one of the most problematic areas that may spell the country’s failure to keep its<br />

MDG promises by 2015. <strong>Report</strong>ed improvements in access by the poor to cheaper<br />

essential drugs and the ever-expanding information and communications technology (ICT) have yet<br />

to make their impact felt in overall real poverty reduction.<br />

Unlike other millennium development goals, MDG 8 has no quantitative measures<br />

that are available for quick progress assessment. They are more descriptive rather than<br />
