2) Specific Offices.<br />
According to the skills of the scientific employee, they can<br />
occupy a position in specific offices such as workers in<br />
scientific instrumentation, office and the workers in the<br />
general library [13-14].<br />
3) Advisory Group.<br />
This group is the consulting group of the chief-leader [15].<br />
They have to find solutions for all problems faced the<br />
scientific community. They are the senior experts.<br />

Management of human resources will be discussed in<br />
details separately in a research paper.<br />
c – MOEP<br />
This system is depending on the Chief-Leader of the ING.<br />
His main role is to evaluate the ongoing work in the<br />
community by the so-called the opposite documents, the<br />
failure and achievement cases documents prepared by ING<br />
in regular time. The assessment of ING and performance<br />
of employees in RO and TSO are blind evaluated; code<br />
number for employee is used instead of name in the<br />
opposite documents [15].<br />
d – MOIP.<br />
The improvement of both organizations will be discussed<br />
and presented by the chief leader to the advisory group.<br />
The improvement documents, prepared with the mention<br />
of risk management, are delivered to the decision maker.<br />
During the delivery path the code number of employees is<br />
transferred to their initial names from the electronic system<br />
in the local network. The risk document offers the whole<br />
situation of done or not made the solutions con cluded from<br />
the chief-leader to overcome all problems, and improve<br />
work. Therefore, the decision maker is the only responsible<br />
to improve the work in both organizations. The details of<br />
the MOIP are described in a separate paper [15].<br />
Finally, all different systems are in a continuous<br />
circulation of transferring improvement data/information<br />
collected from both organizations, analysed, arranged and<br />
retrieve again by both organizations. Figure 8 represents<br />
the virtual place of the DataBank between the two<br />
organizations.<br />
Main windows in the DataBank<br />
The main windows of the data have been a challenge in the<br />
building of the DataBank. They shall be friendly user<br />
windows to reach the objectives of the DataBank and must<br />
satisfy the employees demand in an easy way for usage and<br />
practise.<br />

The first window, shown in Figure 9, is presenting<br />
the two information systems (task and field system) [11].<br />
Some important items are shown in between miscellaneous<br />
groups, which cannot be considered as a complete<br />
system. However, this column is collected important issues<br />
such as; e-learning, store of data/information, scientific<br />
equipment, code lists, general library, scientific translation,<br />
and others according to employees demand.<br />

Task and field systems are demonstrated in details in<br />
other scientific work [11]. Here, the miscellaneous window<br />
will be shown. The second window demonstrates the<br />
e-learning window. The various subjects according to<br />
alphabetic arrangement can be selected (Figure 10).<br />
Once, one letter is chosen, all possible subjects start with<br />
