2) Specific Offices.
According to the skills of the scientific employee, they can
occupy a position in specific offices such as workers in
scientific instrumentation, office and the workers in the
general library [13-14].
3) Advisory Group.
This group is the consulting group of the chief-leader [15].
They have to find solutions for all problems faced the
scientific community. They are the senior experts.
RESEARCH AND INNOVATION 721
Management of human resources will be discussed in
details separately in a research paper.
c – MOEP
This system is depending on the Chief-Leader of the ING.
His main role is to evaluate the ongoing work in the
community by the so-called the opposite documents, the
failure and achievement cases documents prepared by ING
in regular time. The assessment of ING and performance
of employees in RO and TSO are blind evaluated; code
number for employee is used instead of name in the
opposite documents [15].
d – MOIP.
The improvement of both organizations will be discussed
and presented by the chief leader to the advisory group.
The improvement documents, prepared with the mention
of risk management, are delivered to the decision maker.
During the delivery path the code number of employees is
transferred to their initial names from the electronic system
in the local network. The risk document offers the whole
situation of done or not made the solutions con cluded from
the chief-leader to overcome all problems, and improve
work. Therefore, the decision maker is the only responsible
to improve the work in both organizations. The details of
the MOIP are described in a separate paper [15].
Finally, all different systems are in a continuous
circulation of transferring improvement data/information
collected from both organizations, analysed, arranged and
retrieve again by both organizations. Figure 8 represents
the virtual place of the DataBank between the two
organizations.
Main windows in the DataBank
The main windows of the data have been a challenge in the
building of the DataBank. They shall be friendly user
windows to reach the objectives of the DataBank and must
satisfy the employees demand in an easy way for usage and
practise.
The virtual place of the DataBank.
The first window, shown in Figure 9, is presenting
the two information systems (task and field system) [11].
Some important items are shown in between miscellaneous
groups, which cannot be considered as a complete
system. However, this column is collected important issues
such as; e-learning, store of data/information, scientific
equipment, code lists, general library, scientific translation,
and others according to employees demand.
First window of the DataBank.
Task and field systems are demonstrated in details in
other scientific work [11]. Here, the miscellaneous window
will be shown. The second window demonstrates the
e-learning window. The various subjects according to
alphabetic arrangement can be selected (Figure 10).
Once, one letter is chosen, all possible subjects start with
