20 February 20<strong>18</strong> The Overseas Ambush By: Chuck Dean / Vet 2 Vet In 2006, I happened to be in mainland China when my first heart attack occurred. Had it happened in the United States, the VA would have paid for everything - regardless of disability ratings, etc. However, since I was in a foreign country, and my service-connection disability rating (at the time) did not include heart disease, I was obligated to pay for the life-saving procedure and hospitalization myself. Luckily the cost was much less in China than here, but it still presented an unexpected hardship. To this day, I remain convinced that it is a silly ruling from Veterans Affairs that is more than FUBAR. (If you don’t know what that means, ask a WWII vet.) The bottom line; it was my fault for being clueless about certain aspects of what the VA covered. I found out the hard way and should have done my homework before traveling abroad and check with the VA Foreign Medical Program. It is critical to know that there are certain rules that apply in the States as well. I encourage those who have conditions or illnesses that may result in the need for emergency treatment. Research ahead of time and plan accordingly. As many of you know, when using VA healthcare, there are specific rules that must be followed to ensure that you are not stuck paying ER costs. You do not need to call the VA before calling for an ambulance or going to an emergency room. However, you, your family, friends or hospital staff MUST contact the nearest VA medical facility within 72 hours of your emergency or your care may not be covered. When you call, provide the VA with information about your emergency and what services are being provided to you. Do this as soon as possible to avoid unwanted costs. If you are admitted to a hospital you must still notify the VA within 72 hours. If the admission is not an emergency, you must obtain advance approval from the VA. If you are admitted to the hospital because of an emergency what the VA pays will depend upon your VA eligibility. They may pay all, some, or none of the charges. If a VA bed is available, and you can be safely transferred to the VA hospital, you must do so if you want the VA to pay for the care. The VA can assist with transportation to a VA facility. If you refuse to be transferred, the VA will not pay for any further care. So, will the VA pay for emergency care received outside the United States? Yes…IF, and only IF, the emergency is directly related to a previously rated service-connected condition. Also, you must register with the Foreign Medical Program in advance. If you’re looking for something to do on the weekend, you can stop by the Barrymore, a classy upscale bar & restaurant located in the Royal Resort Hotel on Convention Center Drive. Laura Shaffer will be singing in the lounge from 6-9 pm. A wonderful Happy Hour menu will help take the edge off. Then you can meander up the street to Piero’s where Pia Zadora and Sonny Charles will entertain and delight you with song and storytelling. An upscale lounge will allow you to wear your hottest outfit and sip on a martini. You can also go to Texas Station for some R&B with Gregg Austin and special guests. Or check out Rita Lim, singing with Joey Ugarte and The Jazz Vibrations, at the El Cortez. You say you’re staying home Friday night, but Saturday will be your night out? If you’re on the west side of town, Downtown Summerlin has some local singers performing at Trattoria Reggiano or the all-girls band at Siena Italian Restaurant on West Sahara, Sherri Klein and the Sweet Sherri Pi. Staying on the east side of town? Try Café Mayarovsky on East Tropicana. Russian cuisine with a delightful Russian singer, Irena Nero, a Vegas resident and who you definitely need to see. Eat, drink & dance at The Italian American Club with Jerry Tiffe entertaining the enthusiastic crowd in their bar area. There’s late night Jazz at The Dispensary on the east side, or Blues at The Sand Dollar on the west side. Staying close to the strip? Piazza Lounge at the Tuscany has the smooth vocals of Windy Karigianes or try Blue Martini in Town Square. Bill Fayne These are just a few of the spots to catch local entertainment with very little or no cover minimum.
