AMOTEKUN AS SECESSION ARMY:<br />
Yoruba are not<br />
distracted by<br />
fictional claims<br />

Professor B<strong>an</strong>ji Ak<strong>in</strong>toye, a histori<strong>an</strong> of note <strong>an</strong>d second republic<br />
senator represent<strong>in</strong>g Ekiti Central, is the leader of the Yoruba World<br />
Congress which org<strong>an</strong>ised the pro-Amotekun protests across the six<br />
South-West states on Monday. Ak<strong>in</strong>toye says the Yoruba will not back<br />
down on the controversial security outfit<br />
Amotekun has been a<br />
k n o t t y<br />
issue. Why?<br />
The people runn<strong>in</strong>g the Federal<br />
Government have no feel<strong>in</strong>g at<br />
all for our difficulties. They<br />
know that s<strong>in</strong>ce 2014 our l<strong>an</strong>d<br />
has been aga<strong>in</strong> <strong>an</strong>d aga<strong>in</strong><br />
attacked, <strong>in</strong>vaded actually, by<br />
people from other parts of<br />
Nigeria. And they have actually<br />
made statements to the effect<br />
that they are com<strong>in</strong>g to kill, to<br />
maim <strong>an</strong>d to destroy, to take our<br />
l<strong>an</strong>d <strong>an</strong>d br<strong>in</strong>g their k<strong>in</strong>smen<br />
from other parts of West Africa<br />
to occupy our l<strong>an</strong>d. And the<br />
Federal Government has done<br />
noth<strong>in</strong>g about that. And the<br />
Federal Government has done<br />
even noth<strong>in</strong>g as far as caution<strong>in</strong>g<br />
those people mak<strong>in</strong>g the<br />
statements <strong>an</strong>d those people<br />
do<strong>in</strong>g those th<strong>in</strong>gs to us. It has<br />
come to a po<strong>in</strong>t that our state<br />
governors decided to step<br />
forward to take action. And we<br />
are most grateful to them.<br />
So the action is aga<strong>in</strong>st those<br />
who said they w<strong>an</strong>t to <strong>in</strong>vade<br />
South-West<br />
What usually happens when a<br />
country is be<strong>in</strong>g <strong>in</strong>vaded is that<br />
local crim<strong>in</strong>als also rev up their<br />
activities, to hide under the<br />
<strong>in</strong>vasion <strong>an</strong>d do whatever they<br />
have to do on a larger scale. And<br />
so we have seen <strong>in</strong> the western<br />
zone that as the <strong>in</strong>vaders come,<br />
attack, destroy villages, farms,<br />
kidnap for r<strong>an</strong>som – as we saw it<br />
<strong>in</strong> Chief Olu Falae’s case, whose<br />
farm <strong>was</strong> attacked <strong>an</strong>d he <strong>was</strong><br />
actually kidnapped - rape<br />
women, kill people on the<br />
highway, local<br />
crim<strong>in</strong>als have<br />
jo<strong>in</strong>ed them with the<br />
m<strong>in</strong>d<strong>set</strong> that they<br />
c<strong>an</strong>’t leave this th<strong>in</strong>g<br />
to the <strong>in</strong>vaders alone<br />
“as we too c<strong>an</strong> take<br />
adv<strong>an</strong>tage of the<br />
situation to make<br />
money for<br />
ourselves”.<br />
Are you pl<strong>an</strong>n<strong>in</strong>g<br />
Oduduwa Republic?<br />
What has this<br />
(Amotekun) has to<br />
do with Oduduwa<br />
Republic? Our safety,<br />

We are not<br />
back<strong>in</strong>g down.<br />
It is a process.<br />
The mak<strong>in</strong>g of<br />
the law is part<br />
of the process.<br />
There is no<br />
back<strong>in</strong>g down.<br />
We are mov<strong>in</strong>g<br />
forward<br />
p r o t e c t i n g<br />
ourselves, our<br />
people, how does<br />
that have <strong>an</strong>y l<strong>in</strong>k<br />
with Oduduwa<br />
Republic?<br />
But that is what<br />
some people who are<br />
uncomfortable with<br />
Amotekun are say<strong>in</strong>g,<br />
that the Yoruba are<br />
pl<strong>an</strong>n<strong>in</strong>g Oduduwa<br />
Republic.<br />
They are not<br />
comfortable? I am<br />
sorry for them for not<br />
be<strong>in</strong>g comfortable. They had<br />
better become comfortable<br />
because this (Amotekun) is what<br />
we are go<strong>in</strong>g to do. We are not<br />
go<strong>in</strong>g to be distracted by people<br />
who w<strong>an</strong>t to drag other th<strong>in</strong>gs<br />
along to dissuade us from do<strong>in</strong>g<br />
the right th<strong>in</strong>g. We will protect<br />
our own. Of all the major<br />
sections of Nigeria, we are the<br />
only people who never said we<br />
w<strong>an</strong>t to secede. And if we w<strong>an</strong>t<br />
to secede, the whole world will<br />
know but this is not it. We w<strong>an</strong>t<br />
to protect our people.<br />
So there is no pl<strong>an</strong> for<br />
Oduduwa Republic...<br />
No. If there <strong>was</strong> a pl<strong>an</strong> for<br />
Oduduwa Republic, a lot of us<br />
will know <strong>an</strong>d I do not<br />
know of <strong>an</strong>y such pl<strong>an</strong>.<br />
Concerns on<br />
Amotekun <strong>an</strong>d<br />
enabl<strong>in</strong>g law<br />
The Houses of<br />
Assembly are go<strong>in</strong>g to<br />
take action. When the laws<br />
are made, more details<br />
on the outfit will be<br />
known. What bothers us <strong>in</strong> the<br />
South-West is the special<br />
treatment be<strong>in</strong>g accorded some<br />
parts of the country. As we have<br />
po<strong>in</strong>ted out, there is a vigil<strong>an</strong>te<br />
group <strong>in</strong> existence <strong>in</strong> the North.<br />
We <strong>in</strong> the South-West are be<strong>in</strong>g<br />
called secessionists because we<br />
are do<strong>in</strong>g exactly as they have<br />
done. I th<strong>in</strong>k it is time we have a<br />
sense of fairness <strong>in</strong> this country.<br />
We have been unfairly treated.<br />
So you are back<strong>in</strong>g down until<br />
the laws from the Houses of<br />
Assembly are <strong>in</strong> place...<br />
We are not back<strong>in</strong>g down. It is<br />
a process. The mak<strong>in</strong>g of the law<br />
is part of the process. There is no<br />
back<strong>in</strong>g down. We are mov<strong>in</strong>g<br />
forward.<br />
The idea of polic<strong>in</strong>g <strong>in</strong><br />
Nigeria, is there <strong>an</strong>yth<strong>in</strong>g<br />
conflict<strong>in</strong>g?<br />
First, let me emphasise that my<br />
expertise on security is risk<br />
m<strong>an</strong>agement. So a lot of time<br />
when I am asked a question like<br />
this, I approach it from risk<br />
m<strong>an</strong>agement. I have looked at<br />
the various responses, the<br />
Federal Government’s response,<br />
the South-West governors’<br />
response <strong>an</strong>d the response by<br />
stakeholders. Yes, <strong>in</strong> the area of<br />
polic<strong>in</strong>g, there are various levers<br />
of support but what we have <strong>in</strong><br />
Nigeria is federal polic<strong>in</strong>g unit<br />
<strong>an</strong>d the Constitution has given<br />
recognition for that. <strong>How</strong>ever, <strong>in</strong><br />
practice, there is no state <strong>in</strong><br />
Nigeria that does not have one<br />
security outfit or the other <strong>in</strong><br />
form of vigil<strong>an</strong>te or<br />
neighbourhood watch<br />
arr<strong>an</strong>gement <strong>an</strong>d funded with<br />
the taxpayer’s money. That is the<br />
reality but the constitutional<br />
provision is the federal polic<strong>in</strong>g<br />
system that we are all used to.<br />
Me<strong>an</strong>while, some state<br />
governments have even gone<br />
ahead to pass laws that allow<br />
them to create security outfits.<br />
<strong>How</strong>ever, this is the first time <strong>in</strong><br />
our recent history that we will<br />
have regional arr<strong>an</strong>gement <strong>an</strong>d<br />
I th<strong>in</strong>k that is why we are see<strong>in</strong>g<br />
this k<strong>in</strong>d of reaction. From a risk<br />
m<strong>an</strong>agement perspective, the<br />
major challenge with Operation<br />
Amotekun is the fact that the<br />
South-West governors <strong>an</strong>d the<br />
Development Agenda for<br />
Western Nigeria (DAWN) <strong>an</strong>d<br />
other stakeholders <strong>in</strong>volved <strong>in</strong><br />
the process have not made the<br />
operational guidel<strong>in</strong>es clear. So,<br />
as a risk m<strong>an</strong>agement expert, if<br />
I am asked to assess the outfit,<br />
how do I assess it when I do not<br />

know the operational<br />
guidel<strong>in</strong>es? Unfortunately <strong>in</strong> the<br />
midst of that are issues around<br />
stigmatisation <strong>an</strong>d profil<strong>in</strong>g. So,<br />
already, there are fears <strong>an</strong>d I am<br />
sure you have heard the<br />
contributions by groups like<br />
Miyetti Allah <strong>an</strong>d other who are<br />
afraid of that stigmatisation <strong>an</strong>d<br />
profil<strong>in</strong>g. Someth<strong>in</strong>g like that<br />
happened <strong>in</strong> <strong>Zamfara</strong> where the<br />
state government created a<br />
vigil<strong>an</strong>te body, <strong>an</strong>d,<br />
unfortunately, that body, us<strong>in</strong>g<br />
profil<strong>in</strong>g <strong>an</strong>d stigmatisation,<br />
targeted the same ethnic group<br />
that is cry<strong>in</strong>g foul right now. The<br />
result is what we are see<strong>in</strong>g <strong>in</strong><br />
STIGMATISATION, PROFILING:<br />
<strong>How</strong> <strong>bad</strong> <strong>example</strong><br />
<strong>was</strong> <strong>set</strong> <strong>in</strong> <strong>Zamfara</strong><br />
— Adamu, security expert<br />
Kabiru Adamu is a security expert. He speaks on the<br />
controversy surround<strong>in</strong>g Amotekun.<br />
<strong>Zamfara</strong> today. So from the risk<br />
m<strong>an</strong>agement<br />
perspective, their<br />
fears are genu<strong>in</strong>e.<br />
If we know the<br />
operational<br />
guidel<strong>in</strong>es of<br />
Amotekun, we will<br />
be able to assess<br />
the security outfit.<br />
But the<br />
objectives of<br />
Amotekun, zero<br />
toler<strong>an</strong>ce for<br />
crime <strong>in</strong> South-<br />
West <strong>an</strong>d<br />
collaborat<strong>in</strong>g<br />
with the police<br />
<strong>an</strong>d other<br />
security agencies<br />
to fight crime, do<br />
they constitute<br />
<strong>an</strong>y form of threat<br />
to the federal<br />
concept of<br />
polic<strong>in</strong>g?<br />
No. But as far as<br />
I am concerned as a risk<br />
Someth<strong>in</strong>g like that<br />
happened <strong>in</strong><br />
<strong>Zamfara</strong> where the<br />
state government<br />
created a vigil<strong>an</strong>te<br />
body, <strong>an</strong>d,<br />
unfortunately, that<br />
body, us<strong>in</strong>g<br />
profil<strong>in</strong>g <strong>an</strong>d<br />
stigmatisation,<br />
targeted the same<br />
ethnic group that is<br />
cry<strong>in</strong>g foul right<br />
now<br />
m<strong>an</strong>agement expert, those are<br />
structures.<br />
Objective will<br />
reel out what<br />
Operation<br />
Amotekun is all<br />
about, step-bystep,<br />
especially<br />
what it hopes to<br />
achieve. The<br />
other one is the<br />
size of Amotekun.<br />
What is the<br />
recruitment<br />
process go<strong>in</strong>g to<br />
be? Already we<br />
heard a group <strong>in</strong><br />
the South-West<br />
compla<strong>in</strong><strong>in</strong>g<br />
about the<br />
<strong>in</strong>clusion of birth<br />
certificate <strong>an</strong>d<br />
state affiliation.<br />
Lack of<br />
tr<strong>an</strong>sparency <strong>in</strong><br />
the operational<br />
guidel<strong>in</strong>es <strong>an</strong>d<br />
the objectives<br />
give cause for concern.<br />
On Hisbah, Sharia police, <strong>an</strong>d<br />
Amotekun<br />
For now, Amotekun<br />
operational guidel<strong>in</strong>es are not<br />
known to <strong>an</strong>yone. I challenge<br />
<strong>an</strong>yone to make public the<br />
operational guidel<strong>in</strong>es of<br />
Amotekun. But we know the<br />
operational guidel<strong>in</strong>es of<br />
Hisbah, irrespective of our<br />
various <strong>in</strong>terpretations. And<br />
there is a state law (K<strong>an</strong>o)<br />
back<strong>in</strong>g it. I don’t w<strong>an</strong>t to go <strong>in</strong>to<br />
the debate of which one comes<br />
first, the hen or the chicken. The<br />
reality of our situation is that the<br />
Constitution recognises federal<br />
polic<strong>in</strong>g <strong>an</strong>d, as a risk<br />
m<strong>an</strong>agement expert, if<br />
Amotekun is go<strong>in</strong>g to become<br />
operational, I expect the South-<br />
West governors to pass laws <strong>in</strong><br />
their various state assemblies,<br />
expla<strong>in</strong><strong>in</strong>g clearly <strong>an</strong>d <strong>in</strong> a very<br />
tr<strong>an</strong>sparent m<strong>an</strong>ner, what the<br />
operational guidel<strong>in</strong>es are, what<br />
the recruitment process is, <strong>an</strong>d<br />
then we c<strong>an</strong> now <strong>in</strong>terpret the<br />
body effectively.
