The move to provide the<br />

legal framework for<br />

Operation Amotekun<br />

has started as the Attorneys<br />

General of the six South-West<br />

states met <strong>an</strong>d m<strong>an</strong>dated<br />

those from Lagos, Osun <strong>an</strong>d<br />

Ogun States to produce the<br />

jo<strong>in</strong>t draft bill for the security<br />

outfit.<br />

The jo<strong>in</strong>t draft bill, if<br />

approved by the six Attorneys<br />

General on February 6 when<br />

their next meet<strong>in</strong>g holds, will<br />

be presented to the governors<br />

<strong>in</strong> the zone <strong>an</strong>d therefore to<br />

their respective state Houses<br />

of Assembly to be passed <strong>in</strong>to<br />

law.<br />

Ondo State Attorney<br />

General <strong>an</strong>d Commissioner<br />

for Justice, Kola Olawoye<br />

(SAN), said, yesterday, that<br />

the job of produc<strong>in</strong>g the<br />

Amotekun draft bill <strong>was</strong><br />

given to the Lagos, Osun <strong>an</strong>d<br />

Oyo Attorneys Generals at a<br />

meet<strong>in</strong>g of the six South-West<br />

Attorneys General held <strong>in</strong><br />

I<strong>bad</strong><strong>an</strong> last week.<br />

The Federal Government<br />

<strong>an</strong>d the governors of the six<br />

South-West states had, on<br />

Thursday, agreed that a legal<br />

framework should be<br />

provided for Operation<br />

Amotekun before the<br />

regional security outfit could<br />

be considered legal.<br />

The deal followed the<br />

pronouncement by the<br />

Attorney General of the<br />

Federation <strong>an</strong>d M<strong>in</strong>ister of<br />

Justice, Abubakar Malami<br />

(SAN), that the 1999<br />

Constitution does not allow<br />

<strong>an</strong>y regional security<br />

arr<strong>an</strong>gement.<br />

Malami added, however,<br />

that the Federal Government<br />

would not oppose a work<strong>in</strong>g<br />

arr<strong>an</strong>gement with the<br />

<strong>in</strong>stitution established by the<br />

Constitution for the provision<br />

of security, especially the<br />

police.<br />

Vice President Yemi<br />

Os<strong>in</strong>bajo said after the<br />

meet<strong>in</strong>g with the six South-<br />

West governors: “Hav<strong>in</strong>g<br />

regard to the need for all<br />

h<strong>an</strong>ds to be on deck <strong>in</strong><br />

address<strong>in</strong>g the security<br />

concerns across the country,<br />

it <strong>was</strong> agreed that the<br />

structure of Amotekun<br />

should also align with the<br />

community polic<strong>in</strong>g strategy<br />

of the Federal Government.<br />

“It <strong>was</strong> also agreed that<br />

necessary legal <strong>in</strong>struments<br />

will be put <strong>in</strong> place by each of<br />

the States to give legal<br />

back<strong>in</strong>g to the <strong>in</strong>itiative <strong>an</strong>d<br />

Ekiti State Governor, Dr. Kayode Fayemi, with French Ambassador to Nigeria<br />

<strong>an</strong>d ECOWAS, Mr. Jérôme Pasquier, dur<strong>in</strong>g a meet<strong>in</strong>g <strong>in</strong> Abuja.<br />

Akeredolu, who described<br />

the met<strong>in</strong>g as “fruitful”, said:<br />

“We have rubbed m<strong>in</strong>ds <strong>an</strong>d<br />

all of us have agreed on the<br />

way forward. The most<br />

import<strong>an</strong>t one is that we are<br />

go<strong>in</strong>g to have legal<br />

framework to back this<br />

Amotekun. And this legal<br />

framework is go<strong>in</strong>g to be one<br />

which we all are go<strong>in</strong>g to look<br />

at <strong>an</strong>d will be sure to go<br />

without <strong>an</strong>y h<strong>in</strong>dr<strong>an</strong>ce”.<br />

V<strong>an</strong>guard, yesterday, that the<br />

six Attorneys, General of the<br />

region met <strong>in</strong> l<strong>bad</strong><strong>an</strong> <strong>an</strong>d<br />

discussed extensively on the<br />

m<strong>an</strong>date given to them by to<br />

draft a legal framework for<br />

the establishment of<br />

Amotekun.<br />

“ We have also asked our<br />

Directors <strong>in</strong> the Justice<br />

M<strong>in</strong>istries across the six states<br />

to go to work on the draft. It<br />

would then be forwarded to<br />

three state Attorney Generals<br />

to further perfect”, he said.<br />

“ The three Attorney<br />

Generals <strong>an</strong>d Justice<br />

Commissioners of Lagos,<br />

Osun <strong>an</strong>d Ogun States would<br />

draft the legal framework.<br />

They are to report back to us<br />

(six Attorneys General) on the<br />

6th of February where we will<br />

f<strong>in</strong>e tune the draft <strong>an</strong>d<br />

thereafter present it to our<br />

<strong>in</strong>dividual pr<strong>in</strong>cipals <strong>in</strong> the<br />

states”.<br />

Ondo: Lawmakers<br />

await<strong>in</strong>g bill<br />

Also speak<strong>in</strong>g to Sunday<br />

V<strong>an</strong>guard at the weekend, a<br />

member of Ondo House of<br />

Assembly who spoke<br />

<strong>an</strong>onymously, said, “There is<br />

no stopp<strong>in</strong>g Amotekun. The<br />

Conference of Speakers met<br />

on Thursday <strong>an</strong>d agreed on<br />

giv<strong>in</strong>g legislative back<strong>in</strong>g to<br />

the security outfit.<br />

“ Now that our governors<br />

have agreed to work on the<br />

legal framework for<br />

Amotekun, the state House of<br />

Assembly will go on with the<br />

ground work <strong>in</strong> read<strong>in</strong>ess for<br />

the bill expected to be<br />

forwarded to us by the state<br />

executive arm of<br />

government.<br />

“Once we receive the bill,<br />

we will get crack<strong>in</strong>g <strong>an</strong>d it<br />

would be thoroughly<br />

debated, scrut<strong>in</strong>ized <strong>an</strong>d<br />

passed without <strong>was</strong>t<strong>in</strong>g time.<br />

We won’t <strong>was</strong>te time on this<br />

bill because of its import<strong>an</strong>ce<br />

to the security of our people.<br />

“ The outfit wouldn’t be put<br />

on hold. We have to move fast<br />

before it is scuttled by those<br />

opposed to it. There are<br />

m<strong>an</strong>y people who are not<br />

pleased about this concept<br />

but there is noth<strong>in</strong>g they c<strong>an</strong><br />

do about it; this security outfit<br />

has come to stay.<br />

“ We the lawmakers across<br />

the region are on the same<br />

page with our governors <strong>an</strong>d<br />

we are go<strong>in</strong>g to pull this<br />

through.<br />

“ The Conference of<br />

Speakers has asked the state<br />

governors to forward the bill<br />

to the House of Assembly. So<br />

we are wait<strong>in</strong>g for them”.<br />

Oyo: We will do justice<br />

to bill<br />

On the part of Oyo State<br />

House of Assembly, the<br />

Chairm<strong>an</strong> of its Committee<br />

on Information, Hon.<br />

Quzeem Olay<strong>an</strong>ju, said the<br />

assembly would speedily<br />

consider the Amotekun bill.<br />

“The South-West Speakers<br />

also held conference on it<br />

some days ago <strong>an</strong>d also<br />

agreed. As we reconvene from<br />

recess next week Monday, it’s<br />

go<strong>in</strong>g to be our first<br />

assignment.”<br />

“Oyo State House of<br />

Assembly will not delay the<br />

bill, as the security outfit is a<br />

welcome development. It is<br />

our duty as lawmakers to<br />

enact laws for the benefit of<br />

our state. And we are go<strong>in</strong>g<br />

to do justice to the bill to<br />

make Amotekun<br />

operational.”<br />

Osun: We won’t delay<br />

The Speaker of Osun State<br />

House of Assembly, Timothy<br />

Owoeye, said the parliament<br />

would not delay <strong>an</strong>y bill<br />

brought to it by the state<br />

government.<br />

“It is clear that the<br />

Attorneys-General of the<br />

states <strong>in</strong> the region have met<br />

<strong>an</strong>d constituted a committee<br />

to draft a bill that would give<br />

legal back<strong>in</strong>g to the outfit,”<br />

Owoeye said.<br />

Ekiti: House will meet<br />

on Tuesday<br />

Me<strong>an</strong>while, the Leader of<br />

Government Bus<strong>in</strong>ess,<br />

Ekiti State House of<br />

Assembly, Hon. Gboyega<br />

Aribisog<strong>an</strong>, said the<br />

House <strong>was</strong> yet to take a<br />

decision on the matter.<br />

But, accord<strong>in</strong>g to him, the<br />

House will meet on<br />

Tuesday to decide the next<br />

l<strong>in</strong>e of action.<br />

“We have agreed to meet on<br />

Tuesday at plenary so that we<br />

c<strong>an</strong> pl<strong>an</strong> on how best to go<br />

about the job, but you c<strong>an</strong> be<br />

rest assured that Ekiti<br />

Assembly will do the needful<br />

by giv<strong>in</strong>g all necessary<br />

support to the South-West<br />

governors.<br />

“The governors have taken<br />

a bold step through the<br />

establishment of Operation<br />

Amotekun <strong>an</strong>d it is the duty<br />

of all of us to rally round<br />

them.<br />

“We c<strong>an</strong>not fold our arms<br />

<strong>an</strong>d allow b<strong>an</strong>dits to kill<br />

us all, we have to do all that<br />

is required under the law<br />

to protect our people.”<br />

<strong>in</strong>terests. We have cited the<br />

duty of respective<br />

governors to safeguard<br />

their respective doma<strong>in</strong>s.<br />

But it is import<strong>an</strong>t that the<br />

operational framework is<br />

detailed <strong>in</strong> a legal<br />

issued a stay-at- home order to<br />

its members follow<strong>in</strong>g the<br />

protracted crisis rock<strong>in</strong>g local<br />

government adm<strong>in</strong>istration <strong>in</strong><br />

the state.<br />

A resolution signed by State<br />

Secretary of the union, Chucks<br />

M. Nw<strong>an</strong>kwo, dated J<strong>an</strong>uary<br />

25, 2020 <strong>an</strong>d made available<br />

to newsmen <strong>in</strong> I<strong>bad</strong><strong>an</strong> after <strong>an</strong><br />

emergency meet<strong>in</strong>g of the State<br />

Executive Committee (SEC) of<br />

NULGE, stated that the<br />

directive takes effect from<br />

J<strong>an</strong>uary 27, 2020 <strong>an</strong>d that it<br />

affects all NULGE members<br />

<strong>in</strong> the local governments <strong>an</strong>d<br />

local council development<br />

areas across the state.<br />
