NIGER: Bandits on the rampage; kidnap, rape, kill – Senator Musa By Henry Umoru FOLLOWING alleged fresh attacks on his constituents yesterday by armed bandits, Chairman, Senate Services Committee, Senator Mohammed Sani Musa, All Progressives Congress, APC, Niger East, has appealed to President Muhammadu Buhari, the state governor and Service Chiefs to, as a matter of urgency, come to the aid of his people. In a statement, Musa said armed bandits launched what he described as a successful mayhem in five different communities of Shiroro local government on Friday night and into the early hours of yesterday, saying that there was however no security presence in the area. According to him, innocent families in Kudodo, Galapai, Dnakpa; Makera and Dnalagwa were attacked, raped, kidnapped, displaced, killed and community members straddled in a state of despair. The lawmaker said, “Armed bandits successfully attacked in five different communities of Galapai, Dnakpa; Makera and Dnalagwa in Shiroro local government this morning and no security was there for rescue. “Innocent families have been displaced, killed, raped, kidnapped and community members straddled in a state of despair. As the attacks continued, more villagers in my constituency are awaiting their fate as no sign of succour comes their way. “ It is confirmed that the bandits are attacking all through the night to this afternoon and most communities are in grave danger, as bandits have plagued most local governments of Niger East for over four months now. “Please: I want to again wish to appeal to Mr President, the Commander-in- Chief of the armed forces, President Muhammadu Buhari, to come to the aid of my people. This is not the first time I am making this kind of passionate appeal but not much has been done to address the situation. Speaking while inspecting the aircraft in Austria, Aviation Minister, Hadi Sirika, Governor Aminu Bello Masari said the gesture was a welcome development. The joint draft bill, if approved by the six Attorneys General on February 6 when their next meeting holds, will be presented to the governors in the zone and therefore to their respective state Houses of Assembly to be passed into law. Ondo State Attorney General and Commissioner for Justice, Kola Olawoye (SAN), said, yesterday, that the job of producing the Amotekun draft bill was given to the Lagos, Osun and Oyo Attorneys Generals at a meeting of the six South-West Attorneys General held in Ibadan last week. The Federal Government and the governors of the six South-West states had, on Thursday, agreed that a legal framework should be provided for Operation Amotekun before the regional security outfit could be considered legal. The deal followed the pronouncement by the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), that the 1999 Constitution does not allow any regional security arrangement. Malami added, however, that the Federal Government would not oppose a working arrangement with the institution established by the Constitution for the provision of security, especially the police. Vice President Yemi Osinbajo said after the meeting with the six South- West governors: “Having regard to the need for all hands to be on deck in addressing the security concerns across the country, it was agreed that the structure of Amotekun should also align with the community policing strategy of the Federal Government. “It was also agreed that necessary legal instruments will be put in place by each of the States to give legal backing to the initiative and Ekiti State Governor, Dr. Kayode Fayemi, with French Ambassador to Nigeria and ECOWAS, Mr. Jérôme Pasquier, during a meeting in Abuja. Akeredolu, who described the meting as “fruitful”, said: “We have rubbed minds and all of us have agreed on the way forward. The most important one is that we are going to have legal framework to back this Amotekun. And this legal framework is going to be one which we all are going to look at and will be sure to go without any hindrance”. Ondo Attorney General and Justice Commissioner, Olawoye, told Sunday Vanguard, yesterday, that the six Attorneys, General of the region met in lbadan and discussed extensively on the mandate given to them by to draft a legal framework for the establishment of Amotekun. “ We have also asked our Directors in the Justice Ministries across the six states to go to work on the draft. It would then be forwarded to three state Attorney Generals to further perfect”, he said. “ The three Attorney Generals and Justice Commissioners of Lagos, Osun and Ogun States would draft the legal framework. They are to report back to us (six Attorneys General) on the 6th of February where we will fine tune the draft and thereafter present it to our individual principals in the states”. Ondo: Lawmakers awaiting bill Also speaking to Sunday Vanguard at the weekend, a member of Ondo House of Assembly who spoke anonymously, said, “There is no stopping Amotekun. The Conference of Speakers met on Thursday and agreed on giving legislative backing to the security outfit. “ Now that our governors have agreed to work on the legal framework for Amotekun, the state House of Assembly will go on with the ground work in readiness for the bill expected to be forwarded to us by the state executive arm of government. “Once we receive the bill, we will get cracking and it would be thoroughly debated, scrutinized and passed without wasting time. We won’t waste time on this bill because of its importance to the security of our people. “ The outfit wouldn’t be put on hold. We have to move fast before it is scuttled by those opposed to it. There are many people who are not pleased about this concept but there is nothing they can do about it; this security outfit has come to stay. “ We the lawmakers across the region are on the same page with our governors and we are going to pull this through. “ The Conference of Speakers has asked the state governors to forward the bill to the House of Assembly. So we are waiting for them”. Oyo: We will do justice to bill On the part of Oyo State House of Assembly, the Chairman of its Committee on Information, Hon. Quzeem Olayanju, said the assembly would speedily consider the Amotekun bill. “The South-West Speakers also held conference on it some days ago and also agreed. As we reconvene from recess next week Monday, it’s going to be our first assignment.” “Oyo State House of Assembly will not delay the bill, as the security outfit is a welcome development. It is our duty as lawmakers to enact laws for the benefit of our state. And we are going to do justice to the bill to make Amotekun operational.” Osun: We won’t delay The Speaker of Osun State House of Assembly, Timothy Owoeye, said the parliament would not delay any bill brought to it by the state government. “It is clear that the Attorneys-General of the states in the region have met and constituted a committee to draft a bill that would give legal backing to the outfit,” Owoeye said. Ekiti: House will meet on Tuesday Meanwhile, the Leader of Government Business, Ekiti State House of Assembly, Hon. Gboyega Aribisogan, said the House was yet to take a decision on the matter. But, according to him, the House will meet on Tuesday to decide the next line of action. “We have agreed to meet on Tuesday at plenary so that we can plan on how best to go about the job, but you can be rest assured that Ekiti Assembly will do the needful by giving all necessary support to the South-West governors. “The governors have taken a bold step through the establishment of Operation Amotekun and it is the duty of all of us to rally round them. “We cannot fold our arms and allow bandits to kill us all, we have to do all that is required under the law to protect our people.” Lagos: Common interests Hon. Tunde Braimoh, Chairman of Lagos State House of Assembly Committee on Information, Strategy and Security, said what is happening is not about whether Amotekun is legal or illegal. “It is allowed by the Constitution. We have cited Section 40 and some of other parts of the Constitution talk about safeguarding common interests. We have cited the duty of respective governors to safeguard their respective domains. But it is important that the operational framework is detailed in a legal document”, he said. A resolution signed by State Secretary of the union, Chucks M. Nwankwo, dated January 25, 2020 and made available to newsmen in Ibadan after an emergency meeting of the State Executive Committee (SEC) of NULGE, stated that the directive takes effect from January 27, 2020 and that it affects all NULGE members in the local governments and local council development areas across the state. The body hinged its directive on the rising tension and state of uncertainty in Oyo, noting that its members should stayat-home to avoid being caught up in the tension and impending crisis that could follow attempts to take over the local governments by the dissolved local government chairmen. The statement, in part read: “This is to bring to the notice of our members i.e. workers in the trailers found in the act”, the statement said. He also revealed that the Corps will achieve this in friendly collaboration with other law enforcement agencies and urged members of the public to take advantage of the National Traffic Radio 107.1 FM or the toll free 122 numbers 09067000015, 0805 299 8090 to report any of such trailers seen on the highways without proper latching of containers.
