CBN’s CRR DECISION: Different views greet<br />

THE decision of the<br />

Monetary Policy<br />

Committee (MPC) of Central<br />

B<strong>an</strong>k of Nigeria (CBN)<br />

to raise the cash reserve<br />

ratio by 500 basis po<strong>in</strong>ts<br />

to 27.5 per cent, from 22.5<br />

per cent, while leav<strong>in</strong>g all<br />

other policy parameters<br />

const<strong>an</strong>t last Friday, has<br />

cont<strong>in</strong>ued to generate different<br />

reactions from economists<br />

<strong>an</strong>d f<strong>in</strong><strong>an</strong>cial sector<br />

<strong>an</strong>alysts.<br />

The CRR is used to determ<strong>in</strong>e<br />

the m<strong>in</strong>imum deposit<br />

commercial b<strong>an</strong>ks<br />

must hold <strong>in</strong> reserves with<br />

the CBN rather th<strong>an</strong> lend<br />

out. It <strong>in</strong>fluences funds<br />

available at the b<strong>an</strong>k’s<br />

disposal to create lo<strong>an</strong>s.<br />

the meet<strong>in</strong>g that<br />

“Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the monetary<br />

policy rate at its<br />

present level is essential<br />

growth before <strong>an</strong>y possible<br />

adjustment.”<br />

Most <strong>an</strong>alysts had predicted<br />

that the CBN would<br />

leave rates unch<strong>an</strong>ged.<br />

Chartered B<strong>an</strong>k said the<br />

“Announcement is still a<br />

tighten<strong>in</strong>g of liquidity <strong>an</strong>d<br />

near-term, we would expect<br />

market <strong>in</strong>terest rates<br />

to adjust to this.”<br />

Inflation stood at<br />

11.98% <strong>in</strong> December, ris<strong>in</strong>g<br />

for the fourth straight<br />

month, worsened by Nigeria’s<br />

border closure <strong>in</strong> August<br />

to fight smuggl<strong>in</strong>g.<br />

The CBN said <strong>in</strong>flation<br />

<strong>was</strong> outside its b<strong>an</strong>d of 6%<br />

to 9% <strong>an</strong>d that it w<strong>an</strong>ted to<br />

curtail <strong>in</strong>flationary pressure.<br />

Fir<strong>in</strong>g the first salvo, development<br />

economist,<br />

Odilim Enwegbara, who<br />

lambasted the pronouncement,<br />

said if you <strong>in</strong>crease<br />

cash reserve ratio (CRR),<br />

you are automatically reduc<strong>in</strong>g<br />

liquidity availability.<br />

“By this action you are<br />

reduc<strong>in</strong>g the lend<strong>in</strong>g ratio<br />

to the real sector.”<br />

Accord<strong>in</strong>g to Enwegbara,<br />

“this, I call the bl<strong>in</strong>d<br />

fight<strong>in</strong>g of <strong>in</strong>flation, which<br />

is at a high cost to the real<br />

sector economy. Of course,<br />

liquidity crunch only compounds<br />

a country’s economic<br />

problems especially<br />

a country that is <strong>in</strong> need<br />

of promot<strong>in</strong>g <strong>in</strong>vestment,<br />

jobs <strong>an</strong>d prosperity that<br />

lifts millions of its citizens<br />

out of poverty. That is why<br />

as high cash reserve ratio<br />

puts more pressure on <strong>in</strong>terest<br />

rates, it automatically<br />

pushes <strong>in</strong>flation up.”<br />

“So, rather th<strong>an</strong> achiev<strong>in</strong>g<br />

the ma<strong>in</strong> reason for<br />

mopp<strong>in</strong>g, which is to reduce<br />

<strong>in</strong>flation, high cost of<br />

borrow<strong>in</strong>g <strong>in</strong>creases <strong>in</strong>flation.<br />

This defeats the earlier<br />

monetary policy goal,”<br />

he said.<br />

A former President, Association<br />

of National Account<strong>an</strong>ts<br />

of Nigeria<br />

(ANAN), Dr. Samuel Nzekwe,<br />

said the <strong>in</strong>crease <strong>in</strong><br />

Cash Reserve Ratio (CRR),<br />

from 22.5 per cent to 27.5<br />

per cent, would only reduce<br />

b<strong>an</strong>ks’ funds <strong>an</strong>d<br />

make them have less to<br />

lend <strong>in</strong>vestors thereby reduc<strong>in</strong>g<br />

money <strong>in</strong> circulation.<br />

The former ANAN boss<br />

stressed the need to comb<strong>in</strong>e<br />

Monetary <strong>an</strong>d Fiscal<br />

Policies; as well as tackle<br />

<strong>in</strong>security to ensure a drastic<br />

reduction <strong>in</strong> <strong>in</strong>flation.<br />

<strong>in</strong>g alleged failure by<br />

the Central B<strong>an</strong>k of Nigeria,<br />

CBN, to remit stamp duty<br />

of over N20 trillion <strong>in</strong>to the<br />

Federation Account.<br />

Chairm<strong>an</strong>, Senate Committee<br />

on B<strong>an</strong>k<strong>in</strong>g, Insur<strong>an</strong>ce<br />

<strong>an</strong>d Other F<strong>in</strong><strong>an</strong>cial Institutions,<br />

Senator Uba S<strong>an</strong>i, All<br />

Progressives Congress, APC,<br />

Kaduna Central, who disclosed<br />

this, however, warned<br />

aga<strong>in</strong>st <strong>in</strong>flammatory <strong>an</strong>d<br />

potentially damag<strong>in</strong>g comments<br />

on the issue.<br />

S<strong>an</strong>i said the committee<br />

had received petitions on the<br />

allegation aga<strong>in</strong>st the CBN,<br />

however expla<strong>in</strong><strong>in</strong>g that, <strong>in</strong><br />

the past six months, the Red<br />

Prof. Aloysius-Michael Okolie,<br />

has said that no Igbo m<strong>an</strong><br />

c<strong>an</strong> emerge as the President<br />

of Nigeria come 2023 due to<br />

the blat<strong>an</strong>t deprivations the<br />

people of the region cont<strong>in</strong>ue<br />

to suffer from some ethnic<br />

groups <strong>in</strong> the country.<br />

Okolie, a professor of political<br />

science also said that<br />

go<strong>in</strong>g by the denials the Igbo<br />

have suffered from the political<br />

structures of Nigeria, no<br />

Igbo m<strong>an</strong> is genu<strong>in</strong>ely <strong>in</strong>terested<br />

<strong>in</strong> contest<strong>in</strong>g to become<br />

President.<br />

what I c<strong>an</strong> say for now is<br />

that from what we have been<br />

able to sieve out from documents<br />

available to us as well<br />

as the depositions we have<br />

<strong>in</strong>filtrators.<br />

He alleged that the umbrella,<br />

which is supposed to be<br />

protect<strong>in</strong>g all the ethnic<br />

groups <strong>in</strong> Nigeria <strong>an</strong>d <strong>in</strong>itiat<strong>in</strong>g<br />

developmental agenda<br />

at all fronts, appears to be<br />

adv<strong>an</strong>c<strong>in</strong>g <strong>in</strong>security<br />

through its mach<strong>in</strong>eries <strong>an</strong>d<br />

He called on all geo-political<br />

zones <strong>in</strong> the country to<br />

replicate the South-West’s security<br />

outfit, Operation<br />

Amotekun.<br />

He said, “I don’t see <strong>an</strong>y<br />

Igbo m<strong>an</strong> emerg<strong>in</strong>g as President<br />

<strong>in</strong> 2023 <strong>an</strong>d I th<strong>in</strong>k Igbo<br />

people are no longer <strong>in</strong>terested<br />

<strong>in</strong> that th<strong>in</strong>g you call presidency.”<br />

He advised the Igbo to<br />

come home <strong>an</strong>d build their<br />

communities, po<strong>in</strong>t<strong>in</strong>g out<br />

that the <strong>in</strong>security <strong>in</strong> the country<br />

seemed to be sponsored.<br />

as of 2016 <strong>was</strong> only<br />

about N18 trillion; so how<br />

then c<strong>an</strong> Stamp Duties alone<br />

be N21 trillion as be<strong>in</strong>g<br />

claimed by some petitioners?”
