Now that it has been decided that<br />

the state Houses of Assembly<br />

should enact laws to legalise<br />

Amotekun, you th<strong>in</strong>k that <strong>set</strong>tles<br />

the matter?<br />

They will do it def<strong>in</strong>itely but it doesn’t<br />

<strong>set</strong>tle the matter because when you<br />

listen to some of our compatriots,<br />

even if you are talk<strong>in</strong>g about Hisbah,<br />

these are sectional laws; not<br />

everyone who lives <strong>in</strong> K<strong>an</strong>o <strong>an</strong>d<br />

everywhere you have Sharia is a<br />

Muslim. We are talk<strong>in</strong>g about<br />

Amotekun to protect Yoruba,<br />

Hausa, Igbo, Ijaw, <strong>an</strong>yone<br />

liv<strong>in</strong>g <strong>in</strong>side South-West.<br />

You say some people are<br />

afraid; those who are<br />

afraid are crim<strong>in</strong>als <strong>in</strong><br />

the South-West. If you<br />

are not a crim<strong>in</strong>al,<br />

you have noth<strong>in</strong>g to<br />

be afraid about<br />

Amotekun. Now,<br />

one comrade<br />

<strong>was</strong> rais<strong>in</strong>g<br />

questions<br />

about general<br />

establishment,<br />

t h o s e<br />

questions<br />

a r e<br />

unfortunate because there is nobody<br />

who will say he is not aware of the<br />

security challenge we are fac<strong>in</strong>g <strong>in</strong><br />

the South-West for several months<br />

now. Some days ago, Pa Fasor<strong>an</strong>ti<br />

<strong>was</strong> lament<strong>in</strong>g that the Federal<br />

Government has stopped<br />

<strong>in</strong>vestigation <strong>in</strong>to the kill<strong>in</strong>g of his<br />

daughter, six months after, not even<br />

one word from the police. Women<br />

are be<strong>in</strong>g raped, people are be<strong>in</strong>g<br />

kidnapped; r<strong>an</strong>soms are be<strong>in</strong>g paid<br />

all over the place. In the midst of all<br />

these, our governors said we are <strong>in</strong><br />

<strong>an</strong> emergency, let us have Amotekun.<br />

The federal authorities have failed<br />

us. Some three months ago, I went<br />

to see Baba Alaaf<strong>in</strong> of Oyo <strong>an</strong>d he<br />

<strong>was</strong> tell<strong>in</strong>g me that when Oyo <strong>was</strong><br />

becom<strong>in</strong>g ungovernable, he <strong>set</strong> up a<br />

Insecurity <strong>an</strong>d the move to stem<br />

it us<strong>in</strong>g apparatus other th<strong>an</strong> the<br />

one controlled by the Federal<br />

Government has been <strong>an</strong> issue.<br />

Where do you st<strong>an</strong>d?<br />

Simply because the police aren’t<br />

do<strong>in</strong>g what they are supposed to do<br />

doesn’t me<strong>an</strong> you have to create<br />

<strong>an</strong>other police. Certa<strong>in</strong> <strong>in</strong>itiatives<br />

have been taken by some states to<br />

complement the work of the police.<br />

I know some states where bodies<br />

have been created to help <strong>in</strong> traffic<br />

control <strong>an</strong>d I know of states where<br />

bodies have been established to<br />

detect <strong>an</strong>d prevent crime. Our<br />

expectation is that the Federal<br />

Government should take a greater<br />

<strong>in</strong>itiative by <strong>in</strong>creas<strong>in</strong>g the number<br />

of policemen, tra<strong>in</strong> them <strong>an</strong>d equip<br />

them to do the job.<br />

State governments are <strong>in</strong>vest<strong>in</strong>g<br />

a lot <strong>in</strong> the police because of the<br />

<strong>in</strong>adequacy <strong>in</strong> equipment <strong>an</strong>d<br />

personnel. Only last week after a<br />

meet<strong>in</strong>g with his security chiefs,<br />

President Buhari restated his<br />

belief <strong>in</strong> community polic<strong>in</strong>g. So<br />

why do we have furore over<br />

Amotekun, a regional security<br />

outfit just created by South-West<br />

governors, s<strong>in</strong>ce the goal of<br />

everyone is security <strong>in</strong> the face of<br />

<strong>in</strong>creas<strong>in</strong>g b<strong>an</strong>ditry, kidnapp<strong>in</strong>g<br />

among other crimes <strong>in</strong> the l<strong>an</strong>d?<br />

Community polic<strong>in</strong>g has been<br />

with us for quite some time. But the<br />

truth of the matter is that the number<br />

of policemen we have <strong>an</strong>d the<br />

tra<strong>in</strong><strong>in</strong>g is <strong>in</strong>sufficient. Cairo, the<br />

Egypti<strong>an</strong> capital alone, has about<br />

one million security men tackl<strong>in</strong>g<br />

crime there. And Egypt is about half<br />

the population of Nigeria. We have<br />

over 200 million people <strong>in</strong> this<br />

country <strong>an</strong>d the number of<br />

policemen we have is <strong>in</strong> the r<strong>an</strong>ge of<br />

300, 000, 400, 000. This is grossly<br />

<strong>in</strong>sufficient to deal with the security<br />

situation on the ground.<br />

Why do we have furore over<br />

Amotekun?<br />

Police are <strong>an</strong> essential part of our<br />

security network. This is <strong>an</strong> outfit that<br />

c<strong>an</strong> be utilised for the good or <strong>bad</strong>.<br />

And our position is that it should not<br />

be used for the <strong>bad</strong> purpose. And to<br />

allay the peoples’ fear, <strong>an</strong>y<br />

org<strong>an</strong>isation to be used for polic<strong>in</strong>g<br />

should be established with<strong>in</strong> the<br />

•Odumak<strong>in</strong><br />

vigil<strong>an</strong>te group which arrested<br />

several herdsmen, there were even<br />

one of them who removed someone’s<br />

genital, they were caught <strong>an</strong>d the<br />

police could not charge <strong>an</strong>yone of<br />

them to court. It is <strong>in</strong> the midst of this<br />

situation that our governor had to<br />

do someth<strong>in</strong>g. And what they have<br />

done, they have not violated <strong>an</strong>y law.<br />

They said security is on exclusive list;<br />

that is a lie from the pit of hell.<br />

Security is not on <strong>an</strong>y list. As <strong>an</strong><br />

<strong>in</strong>dividual, you c<strong>an</strong> get a security<br />

guard for your house.<br />

I th<strong>in</strong>k there is a need for people<br />

to underst<strong>an</strong>d that what is on<br />

exclusive list is defence <strong>an</strong>d not<br />

prism of the law. The issue <strong>in</strong> the<br />

South-West has been that they are not<br />

happy with what is happen<strong>in</strong>g <strong>an</strong>d<br />

therefore they should put together <strong>an</strong><br />

outfit to protect lives <strong>an</strong>d property.<br />

But you have to put <strong>in</strong>to<br />

consideration the procedure of<br />

establish<strong>in</strong>g such <strong>an</strong> outfit. Let me<br />

give you a typical <strong>example</strong> of K<strong>an</strong>o<br />

State. When the state found that the<br />

number of policemen <strong>was</strong> not<br />

sufficient to meet its security needs,<br />

they decided to establish Hisbah. And<br />

when they did that, they went through<br />

all the processes that were required.<br />

A law <strong>was</strong> made with<strong>in</strong> the state by<br />

the K<strong>an</strong>o House of Assembly to <strong>set</strong><br />

up the outfit, <strong>an</strong>d the law <strong>was</strong> even<br />

further amended. This <strong>was</strong><br />

challenged by the Federal<br />

Government th<strong>in</strong>k<strong>in</strong>g the state <strong>was</strong><br />

now creat<strong>in</strong>g <strong>an</strong> outfit to do the<br />

AMOTEKUN:<br />

Whether exclusive or concurrent,<br />

security is not on <strong>an</strong>y list<br />

security. Hav<strong>in</strong>g<br />

said that, I th<strong>in</strong>k<br />

one of the issues<br />

that have come<br />

up on Amotekun<br />

is that people do<br />

not underst<strong>an</strong>d<br />

the operational<br />

guidel<strong>in</strong>es of the<br />

security outfit...<br />

There is<br />

noth<strong>in</strong>g that<br />

Amotekun is<br />

do<strong>in</strong>g th<strong>an</strong> to<br />

secure lives <strong>an</strong>d<br />

property, to fill the gap that the police<br />

c<strong>an</strong>not fill. Police are just on the<br />

Someone said<br />

there <strong>was</strong> a time<br />

that the OPC <strong>in</strong><br />

the South-West<br />

<strong>was</strong> used aga<strong>in</strong>st<br />

Igbo traders liv<strong>in</strong>g<br />

<strong>in</strong> the zone. I am<br />

not aware of <strong>an</strong>y<br />

time the OPC<br />

went after Igbo<br />

traders <strong>in</strong> Lagos<br />

police work. But the condition <strong>was</strong><br />

that Hisbah <strong>was</strong> not go<strong>in</strong>g to carry<br />

arms. They were to help the police <strong>in</strong><br />

<strong>in</strong>telligence gather<strong>in</strong>g <strong>an</strong>d detect<strong>in</strong>g<br />

crime. Even then the Federal<br />

Government <strong>an</strong>d the Inspector<br />

General of Police were not happy with<br />

it. And the case went to the Supreme<br />

Court <strong>an</strong>d it <strong>was</strong> decided by the apex<br />

court that Hisbah <strong>was</strong> legal. But <strong>in</strong><br />

the case of the South-West governors’<br />

<strong>in</strong>itiative, they have put together a<br />

security outfit that has no back<strong>in</strong>g of<br />

the law, nobody knows whether they<br />

are go<strong>in</strong>g to carry arms or not<br />

because they say they are go<strong>in</strong>g to<br />

fight herdsmen <strong>an</strong>d herdsmen,<br />

accord<strong>in</strong>g to them, carry guns. So<br />

with<strong>in</strong> this context, people that may<br />

be targeted will enterta<strong>in</strong> fear.<br />

History is very import<strong>an</strong>t. You will<br />

recall that when the Oodua Peoples’<br />

Congress (OPC), led by G<strong>an</strong>i Adams,<br />

<strong>was</strong> allowed to operate, what did<br />

they do? Police work. At the end of<br />

the day, what happened? They<br />

started chas<strong>in</strong>g Igbo traders <strong>in</strong><br />

Lagos. Anyth<strong>in</strong>g that<br />

did not align with<br />

what they w<strong>an</strong>ted, they<br />

unleashed terror,<br />

highways, stopp<strong>in</strong>g<br />

vehicles; Amotekun<br />

members have the capacity<br />

to go <strong>in</strong>to the forest, to know<br />

what is go<strong>in</strong>g on there <strong>an</strong>d<br />

get <strong>in</strong>formation.<br />

The last time the<br />

National Assembly tried to<br />

amend the Constitution <strong>in</strong><br />

favour of polic<strong>in</strong>g across<br />

the country but that didn’t<br />

succeed. And governors<br />

should be able to call a<br />

security meet<strong>in</strong>g with the<br />

President <strong>an</strong>d they c<strong>an</strong> talk<br />

about all these th<strong>in</strong>gs <strong>an</strong>d<br />

address them frontally. But<br />

that hasn’t happened. <strong>How</strong><br />

do we know that our<br />

leaders are not play<strong>in</strong>g<br />

politics with all of these<br />

th<strong>in</strong>gs?<br />

What operates <strong>in</strong> Nigeria<br />

at the moment is comm<strong>an</strong>d<br />

<strong>an</strong>d control. Someone said there <strong>was</strong><br />

a time that the OPC <strong>in</strong> the South-<br />

Hisbah legal, Amotekun illegal<br />

Fears are always<br />

there. What is to be<br />

there is to allay the<br />

fears, reassure the<br />

people that the goal is<br />

to ensure security for<br />

everyone. People say<br />

we should not forget<br />

the primary reason<br />

for establish<strong>in</strong>g such<br />

outfit. There have<br />

also been places<br />

where the state had a<br />

legal framework <strong>an</strong>d<br />

there <strong>was</strong> a tussle<br />

with some<br />

stakeholders <strong>an</strong>d<br />

the federal<br />

authorities. In<br />

Benue for <strong>in</strong>st<strong>an</strong>ce,<br />

the state<br />

government made<br />

the Anti-graz<strong>in</strong>g<br />

Law <strong>an</strong>d there <strong>was</strong><br />

a problem with it.<br />

Some people said<br />

the law <strong>was</strong><br />

discrim<strong>in</strong>atory<br />

whereas the state<br />

government said it<br />

<strong>was</strong> to protect<br />

everyone <strong>in</strong> the<br />

state. So is the law<br />

really the problem<br />

or the fears of the<br />

people?<br />

Both! We are liv<strong>in</strong>g<br />

with<strong>in</strong> the context of<br />

a sovereign nation.<br />

And the Constitution<br />

is the guid<strong>in</strong>g<br />

document. Once you do someth<strong>in</strong>g<br />

outside of the Constitution, certa<strong>in</strong>ly<br />

Once you allow<br />

ethnic bigots to<br />

take over the<br />

responsibility of<br />

the constituted<br />

authority, we<br />

may be <strong>in</strong><br />

d<strong>an</strong>ger of<br />

creat<strong>in</strong>g a<br />

monster that<br />

will be difficult<br />

to control<br />

West <strong>was</strong> used aga<strong>in</strong>st Igbo traders<br />

liv<strong>in</strong>g <strong>in</strong> the zone. I am not aware of<br />

<strong>an</strong>y time the OPC went after Igbo<br />

traders <strong>in</strong> Lagos. The only time there<br />

<strong>was</strong> a problem between OPC <strong>an</strong>d the<br />

Hausa community <strong>in</strong> Lagos, it <strong>was</strong><br />

under President Obas<strong>an</strong>jo <strong>an</strong>d the<br />

Hausa were the aggressors. OPC<br />

merely acted <strong>in</strong> self self-defence. But<br />

you know what Obas<strong>an</strong>jo did? He<br />

arrested G<strong>an</strong>i Adams <strong>an</strong>d the late<br />

Frederick Faseun <strong>an</strong>d took them to<br />

Abuja. I went to see them <strong>in</strong> Kuje<br />

Prison. Obas<strong>an</strong>jo didn’t address <strong>an</strong>y<br />

Hausa m<strong>an</strong> even if they were the<br />

aggressors. What Obas<strong>an</strong>jo <strong>was</strong><br />

try<strong>in</strong>g to do <strong>was</strong> that as President of<br />

Yoruba extraction he <strong>was</strong> not tak<strong>in</strong>g<br />

sides with the Yoruba.<br />

On pro-Amotekun protests, they<br />

held <strong>in</strong> all the South-West state<br />

capitals but not <strong>in</strong> Lagos. Are all<br />

the governors united on the issue<br />

of Amotekun?<br />

There is no division at all. All these<br />

little protests that you see here <strong>an</strong>d<br />

there are just the beg<strong>in</strong>n<strong>in</strong>g of this<br />

matter. The South-West has made it<br />

clear that nobody is go<strong>in</strong>g to stop us<br />

from protect<strong>in</strong>g ourselves. We are not<br />

aga<strong>in</strong>st <strong>an</strong>ybody. The young people<br />

who protested, that is their own way<br />

of say<strong>in</strong>g there is no go<strong>in</strong>g back on<br />

Amotekun. Amotekun is the only way<br />

to protect ourselves; we don’t have<br />

history of harassment aga<strong>in</strong>st<br />

<strong>an</strong>yone. Live <strong>an</strong>d let live has been<br />

our philosophy. We have history of<br />

accommodat<strong>in</strong>g everyone.<br />

agency <strong>in</strong> charge must react. What<br />

is happen<strong>in</strong>g now is that the South-<br />

West governors launched probably<br />

the largest police support <strong>in</strong>itiative<br />

without a law establish<strong>in</strong>g it.<br />

If there <strong>was</strong> a law establish<strong>in</strong>g<br />

Amotekun, will you still have<br />

problem with it?<br />

Oh, there will be no<br />

problem absolutely<br />

The AMOTEKUN file<br />

because we will now<br />

have the required<br />

framework <strong>an</strong>d we will<br />

know what it c<strong>an</strong> do <strong>an</strong>d<br />

what it c<strong>an</strong>not do.<br />

<strong>How</strong> do you th<strong>in</strong>k the<br />

issue of fears c<strong>an</strong> be<br />

addressed such that<br />

every Nigeri<strong>an</strong> feels<br />

secure <strong>in</strong> <strong>an</strong>y part of the<br />

country?<br />

The issue of security<br />

of lives <strong>an</strong>d property<br />

should be allowed to be<br />

h<strong>an</strong>dled by the<br />

constituted authority<br />

(the Federal<br />

Government). Once you<br />

allow ethnic bigots to<br />

take over the<br />

responsibility of the<br />

constituted authority, we<br />

may be <strong>in</strong> d<strong>an</strong>ger of<br />

creat<strong>in</strong>g a monster that will be<br />

difficult to control.<br />
