We are prepared to<br />

h<strong>an</strong>dle disease – NCDC<br />

As global attention rema<strong>in</strong>s focused<br />

on the outbreak of the novel<br />

Coronavirus stra<strong>in</strong> (2019nCoV)<br />

that has cont<strong>in</strong>ued to spread across the<br />

world, the Federal Government says it is<br />

well positioned to h<strong>an</strong>dle cases of<br />

Coronavirus <strong>in</strong> the <strong>in</strong> the unlikely event that<br />

it is detected <strong>in</strong> Nigeria.<br />

The Head of Research <strong>an</strong>d Knowledge<br />

M<strong>an</strong>agement of the Nigeria Centre for<br />

Disease Control, NCDC, Dr Ch<strong>in</strong>we Lucia<br />

Ochu, who disclosed this <strong>in</strong> Lagos, said<br />

Nigeria has put enough measures <strong>in</strong> place<br />

to tackle such cases.<br />

“The NCDC is well positioned to h<strong>an</strong>dle<br />

<strong>an</strong>y case of Coronavirus<br />

that comes <strong>in</strong>to the country.<br />

We are better prepared to<br />

m<strong>an</strong>age Coronavirus if it<br />

comes to Nigeria th<strong>an</strong> we<br />

were dur<strong>in</strong>g the Ebola<br />

outbreak. Our system has<br />

been tested by other<br />

<strong>in</strong>fectious diseases over time,<br />

<strong>an</strong>d lessons learnt from<br />

theses outbreaks has further<br />

strengthened our capacity.”<br />

Ochu, who spoke on a live<br />

Ch<strong>an</strong>nels TV Sunrise<br />

programme “State of the<br />

Nation”, said there is<br />

collaboration between<br />

Ch<strong>in</strong>a <strong>an</strong>d the Nigeri<strong>an</strong><br />

government especially<br />

through screen<strong>in</strong>g of<br />

<strong>in</strong>com<strong>in</strong>g travelers.<br />

“We are work<strong>in</strong>g closely<br />

with the Federal M<strong>in</strong>istry of<br />

Health Port Health Services<br />

to screen passengers at<br />

airports. We are confident<br />

that the Ports Health’s<br />

Service Division <strong>in</strong> the<br />

Federal M<strong>in</strong>istry of Health<br />

of Nigeria will be able to<br />

detect these cases on time.”<br />

Travelers<br />

from Nigeria<br />

to Wuh<strong>an</strong>,<br />

Ch<strong>in</strong>a, are<br />

advised to<br />

avoid contact<br />

with sick<br />

people,<br />

<strong>an</strong>imals (alive<br />

or dead), <strong>an</strong>d<br />

<strong>an</strong>imal<br />

markets<br />

Further reassur<strong>in</strong>g<br />

Nigeri<strong>an</strong>s of government’s preparedness<br />

<strong>an</strong>d the measures <strong>in</strong> place to prevent<br />

importation of the virus <strong>in</strong>to Nigeria, Ochu<br />

stated: “We are coord<strong>in</strong>at<strong>in</strong>g a multisectoral<br />

group <strong>in</strong> collaboration with the Federal<br />

M<strong>in</strong>istry of Health of Nigeria Ports Health<br />

Service <strong>an</strong>d partners to monitor the<br />

Coronavirus outbreak <strong>in</strong> parts of the world<br />

<strong>an</strong>d develop<strong>in</strong>g preparedness measures.”<br />

In the views of Dr Olaolu Ader<strong>in</strong>ola, Head<br />

of Response Division, NCDC: “No case of<br />

Coronavirus has been detected <strong>in</strong> Nigeria.<br />

We are work<strong>in</strong>g closely with the Federal<br />

M<strong>in</strong>istry of Health Port Health Services to<br />

screen <strong>in</strong>com<strong>in</strong>g travelers at airports <strong>an</strong>d<br />

seaports. As <strong>in</strong>formation on the novel<br />

Coronavirus is rapidly unfold<strong>in</strong>g, the world<br />

is work<strong>in</strong>g together on this.<br />

“Symptoms of Coronavirus <strong>in</strong>cludes<br />

cough<strong>in</strong>g, sneez<strong>in</strong>g, breath<strong>in</strong>g difficulties.<br />

Our message to Nigeri<strong>an</strong>s is to report<br />

immediately to the nearest health facility if<br />

you notice <strong>an</strong>y of these symptoms.<br />

“Health care workers should adhere to<br />

st<strong>an</strong>dard precautions at all times to ensure<br />

they protect themselves <strong>an</strong>d<br />

that preparedness measures<br />

for the novel coronavirus is<br />

a collective responsibility.”<br />

Accord<strong>in</strong>g to the NCDC,<br />

the case fatality rate from<br />

the novel Coronavirus<br />

outbreak <strong>in</strong> parts of the<br />

world is very low.<br />

“There has been no case<br />

of CoronaVirus recorded <strong>in</strong><br />

Nigeria. No travel<br />

restriction has been placed<br />

by WHO. Our advice to<br />

Nigeri<strong>an</strong>s is to limit contact<br />

with <strong>an</strong>imals if you must visit<br />

Ch<strong>in</strong>a <strong>an</strong>d ensure good<br />

personal hygiene at all<br />

times.”<br />

On Thursday <strong>in</strong> response<br />

to the outbreak <strong>in</strong> Wuh<strong>an</strong>,<br />

Ch<strong>in</strong>a, the NCDC issued a<br />

public health advisory<br />

plac<strong>in</strong>g the Port Health<br />

Services unit of the Federal<br />

M<strong>in</strong>istry of Health <strong>in</strong><br />

Nigeria on alert <strong>an</strong>d<br />

heightened screen<strong>in</strong>g<br />

measures at po<strong>in</strong>ts of entry<br />

Into the country.<br />

In the advisory, travelers<br />

from Nigeria to Wuh<strong>an</strong>, Ch<strong>in</strong>a, are advised<br />

to avoid contact with sick people, <strong>an</strong>imals<br />

(alive or dead), <strong>an</strong>d <strong>an</strong>imal markets.<br />

“Travelers from Wuh<strong>an</strong> to Nigeria, may<br />

be asked questions upon arrival by the Port<br />

Health Services unit at po<strong>in</strong>ts of entry about<br />

symptoms of illness <strong>an</strong>d travel history, <strong>an</strong>d<br />

are advised to report immediately to<br />

NCDC, if they feel ill after a trip to Wuh<strong>an</strong>.”<br />

The advisory said the Federal M<strong>in</strong>istry of<br />

Health through NCDC <strong>an</strong>d its partners are<br />

fully committed to strengthen<strong>in</strong>g<br />

preparedness <strong>an</strong>d response to <strong>in</strong>fectious<br />

disease outbreaks <strong>an</strong>d that <strong>in</strong>formation will<br />

be shared with the public as it becomes<br />

available.<br />

Me<strong>an</strong>while, WHO’s Regional Office for<br />

Europe has officially been notified of the<br />

first novel coronavirus cases <strong>in</strong> Europe.<br />

Three cases have been confirmed <strong>in</strong><br />

Fr<strong>an</strong>ce <strong>an</strong>d WHO is <strong>in</strong> contact with the<br />

relev<strong>an</strong>t authorities. WHO encourages<br />

countries <strong>in</strong> the Europe<strong>an</strong> Region to<br />

cont<strong>in</strong>ue to prepare.<br />

The NCDC noted that as this is a new<br />

virus, <strong>an</strong>d new <strong>in</strong>formation is emerg<strong>in</strong>g<br />

every day, this advisory will be updated as<br />

new <strong>in</strong>formation <strong>an</strong>d research on the virus<br />

<strong>an</strong>d its impact on populations become<br />

available.<br />

It noted that the first case of the novel<br />

coronavirus stra<strong>in</strong> (2019nCoV) <strong>was</strong><br />

confirmed <strong>in</strong> Ch<strong>in</strong>a on the 7th of J<strong>an</strong>uary,<br />

2020.<br />

“Coronaviruses are zoonotic, me<strong>an</strong><strong>in</strong>g<br />

they are normally tr<strong>an</strong>smitted between<br />

<strong>an</strong>imals <strong>an</strong>d people. A novel coronavirus<br />

(nCoV) is a new stra<strong>in</strong> of the virus that has<br />

not been previously identified <strong>in</strong> hum<strong>an</strong>s.<br />

The World Health Org<strong>an</strong>ization<br />

(WHO) convened its Emergency<br />

Committee on Thursday <strong>an</strong>d said it <strong>was</strong> too<br />

early to declare the outbreak a “Public<br />

Health Event of International Concern”<br />

(PHEIC).<br />

Symptoms<br />

This new coronavirus, 2019nCoV, appears<br />

to cause mild to severe respiratory<br />

symptoms like cough <strong>an</strong>d breath<strong>in</strong>g<br />

difficulties. From current evidence, it<br />

appears that death is a rare outcome, <strong>an</strong>d<br />

occurs mostly <strong>in</strong> patients with underly<strong>in</strong>g<br />

illness.<br />

Treatment<br />

There is no specific treatment for disease<br />

caused by the novel coronavirus yet.<br />

<strong>How</strong>ever, m<strong>an</strong>y of the symptoms c<strong>an</strong> be<br />

treated. Therefore, treatment is based on<br />

the patient’s cl<strong>in</strong>ical condition. In addition,<br />

supportive care for <strong>in</strong>fected persons c<strong>an</strong> be<br />

highly effective.<br />

Nigeria’s<br />

preparedness<br />

<strong>an</strong>d response<br />

The Nigeria Centre for Disease Control<br />

(NCDC) is currently coord<strong>in</strong>at<strong>in</strong>g a<br />

multisectoral technical group that is<br />

assess<strong>in</strong>g <strong>an</strong>d m<strong>an</strong>ag<strong>in</strong>g the risk of<br />

importation to Nigeria. NCDC is <strong>in</strong> close<br />

communication with the World Health<br />

Org<strong>an</strong>ization (WHO) who is closely<br />

monitor<strong>in</strong>g the situation globally. WHO is<br />

<strong>in</strong> direct communication with the<br />

Government of Ch<strong>in</strong>a <strong>an</strong>d other affected<br />

countries, <strong>an</strong>d has released technical <strong>an</strong>d<br />

travel guid<strong>an</strong>ce.<br />

The Port Health Services unit of the<br />

Federal M<strong>in</strong>istry of Health <strong>in</strong> Nigeria has<br />

been placed on alert <strong>an</strong>d has heightened<br />

screen<strong>in</strong>g measures at the po<strong>in</strong>ts of entry.<br />

In Ch<strong>in</strong>a, exit screen<strong>in</strong>g measures have been<br />

enh<strong>an</strong>ced for travellers from Wuh<strong>an</strong> city at<br />

the Po<strong>in</strong>ts of Entry (PoE) (airports <strong>an</strong>d<br />

ground tr<strong>an</strong>sport stations) s<strong>in</strong>ce the 14th of<br />

J<strong>an</strong>uary, 2020. This <strong>in</strong>cludes temperature<br />

checks comb<strong>in</strong>ed with provision of<br />

<strong>in</strong>formation <strong>an</strong>d masks to passengers with<br />

fever, as well as direct<strong>in</strong>g symptomatic<br />

passengers to health facilities for follow up.<br />

Nigeri<strong>an</strong>s are advised to rema<strong>in</strong> calm.<br />

Travelers from Nigeria to Wuh<strong>an</strong>, Ch<strong>in</strong>a,<br />

are advised to avoid contact with sick<br />

people, <strong>an</strong>imals (alive or dead), <strong>an</strong>d <strong>an</strong>imal<br />

markets.<br />

Travelers from Wuh<strong>an</strong> to Nigeria, may be<br />

asked questions upon arrival by the Port<br />

Health Services unit at po<strong>in</strong>ts of entry about<br />

symptoms of illness <strong>an</strong>d travel history, <strong>an</strong>d<br />

are advised to report immediately to NCDC<br />

if they feel ill after a trip to Wuh<strong>an</strong>.<br />

<strong>How</strong> to<br />

protect<br />

yourself<br />

To reduce the risk of spread of<br />

coronavirus, members of the public are<br />

advised to adhere to the follow<strong>in</strong>g measures:<br />

• Wash your h<strong>an</strong>ds regularly with soap<br />

under runn<strong>in</strong>g water.<br />

• Cover your mouth <strong>an</strong>d nose properly<br />

with h<strong>an</strong>dkerchief or tissue paper when<br />

sneez<strong>in</strong>g <strong>an</strong>d/or cough<strong>in</strong>g. You may also<br />

cough <strong>in</strong>to your elbow if a h<strong>an</strong>dkerchief is<br />

not available.<br />

• Avoid close contact with <strong>an</strong>yone<br />

show<strong>in</strong>g symptoms of respiratory illness<br />

such as cough<strong>in</strong>g <strong>an</strong>d sneez<strong>in</strong>g.<br />

• Avoid self-medication, report to the<br />

nearest health facility when you experience<br />

<strong>an</strong>y of the above-mentioned symptoms.<br />

• Healthcare workers are always advised<br />

to observe st<strong>an</strong>dard <strong>in</strong>fection prevention<br />

<strong>an</strong>d control measures when attend<strong>in</strong>g to<br />

patients <strong>an</strong>d take a travel history.
