olitical scientists <strong>an</strong>d<br />
Pconstitutional lawyers the<br />
globe over, agree that the primary<br />
purpose of govern<strong>an</strong>ce is the security<br />
<strong>an</strong>d welfare of the people. The 1999<br />
constitution, the fundamental law<br />
that underp<strong>in</strong>s the current<br />
dispensation is also very emphatic<br />
on the import<strong>an</strong>ce of security <strong>an</strong>d<br />
welfare of the people. The president<br />
is also the Comm<strong>an</strong>der- <strong>in</strong> -Chief of<br />
the Nigeri<strong>an</strong> Armed Forces <strong>an</strong>d by<br />
implication, the chief security<br />
officer of the nation.<br />
At the state level, the governors are<br />
regarded as chief security officers<br />
of the state even though c<strong>an</strong>not give<br />
order to the commissioner of police<br />
or <strong>an</strong>y other security operative for<br />
that matter. That is the major flaw<br />
of our curious br<strong>an</strong>d of federalism.<br />
It is not a matter of political<br />
conjectures or polemics that the<br />
Federal Government is<br />
overwhelmed with the security<br />
challenges of the nation. Armed<br />
b<strong>an</strong>ditry, virus of terrorism,<br />
kidnapp<strong>in</strong>g <strong>an</strong>d the <strong>in</strong>famous<br />
rampag<strong>in</strong>g herdsmen are the<br />

t is now common knowledge that<br />
IThe Igbos of Southern Nigeria<br />
usually return enmass every end of<br />
the year to spend the xmas yuletide<br />
with their kith <strong>an</strong>d k<strong>in</strong>s at home.<br />
Several Communities of the region<br />
have s<strong>in</strong>ce found a creative way of<br />
mak<strong>in</strong>g use of the opportunities<br />
attend<strong>an</strong>t upon such demographic<br />
mix to positively showcase their<br />
culture <strong>an</strong>d adv<strong>an</strong>ce development<br />
<strong>in</strong>itiatives.<br />
One of such communities is<br />
Ekitiafor Abba <strong>in</strong> Nw<strong>an</strong>gele Local<br />
Government Area of Imo State.<br />
Ekitiafor which is part of the larger<br />
Abba cl<strong>an</strong> trace their orig<strong>in</strong> as be<strong>in</strong>g<br />
descend<strong>an</strong>ts of the famous Abam<br />
warriors who were part of the<br />
military w<strong>in</strong>g of the Aro trad<strong>in</strong>g<br />
system that exerted <strong>in</strong>fluence <strong>an</strong>d<br />
suzera<strong>in</strong>ty over much of Igbol<strong>an</strong>d <strong>an</strong>d<br />
beyond for more th<strong>an</strong> four centuries<br />
prior to the advent of formal British<br />
colonialism. <strong>How</strong>ever the current<br />
status of Ekitiafor as <strong>an</strong> autonomous<br />
entity has a recent orig<strong>in</strong> that <strong>was</strong><br />
achieved under the governorship of<br />
The politics of community polic<strong>in</strong>g<br />
The M<strong>in</strong>ister is <strong>in</strong> the<br />
executive arm, saddled<br />
with the responsibility<br />
of implement<strong>in</strong>g the<br />
laws <strong>an</strong>d policies of<br />
government; he is<br />
clearly usurp<strong>in</strong>g the<br />
functions of the<br />
judiciary to <strong>in</strong>terpret<br />
<strong>an</strong>d adjudicate<br />
unfortunate trademarks of the<br />
nation.<br />
It is aga<strong>in</strong>st this backdrop, that the<br />
recent launch of Western Nigeria<br />
Security Network otherwise known<br />
as Amotekun could be situated. The<br />
governors of these states believed <strong>in</strong><br />
pull<strong>in</strong>g their resources together to<br />
tackle the issues of <strong>in</strong>surgency, the<br />
clash between herdsmen <strong>an</strong>d<br />
farmers, armed b<strong>an</strong>ditry <strong>an</strong>d<br />
kidnapp<strong>in</strong>g. <strong>How</strong>ever, the Federal<br />
Government frowned at the<br />
composition of Amotekun <strong>an</strong>d that<br />
its activities are illegal with<strong>in</strong> the<br />
provision of the 1999 constitution.<br />
Speak<strong>in</strong>g on the activities of<br />
Amotekun, the Attorney General of<br />
the federation <strong>an</strong>d M<strong>in</strong>ister of<br />
Justice, Abubakar Malami<br />
ma<strong>in</strong>ta<strong>in</strong>ed the concept of the<br />
security outfit <strong>was</strong> str<strong>an</strong>ge to the<br />
1999 constitution. Said Malami:<br />
‘The <strong>set</strong>t<strong>in</strong>g up of the paramilitary<br />
org<strong>an</strong>ization called Amotekun is<br />
illegal <strong>an</strong>d runs contrary to the<br />
provisions of the Nigeri<strong>an</strong> law. The<br />
constitution of the Federal Republic<br />
of Nigeria 1999 (as amended) has<br />
established the army, navy <strong>an</strong>d air<br />
force, <strong>in</strong>clud<strong>in</strong>g the police <strong>an</strong>d other<br />
numerous paramilitary<br />
org<strong>an</strong>izations for the purpose of the<br />
defence of Nigeria. As a consequence<br />
of this, no state government, whether<br />
s<strong>in</strong>gly or <strong>in</strong> a group has the legal<br />

right <strong>an</strong>d competence to establish<br />
<strong>an</strong>y form of org<strong>an</strong>ization or agency<br />
for the defence of Nigeria or <strong>an</strong>y of<br />
its constituent parts‘.<br />
While the honourable M<strong>in</strong>ister of<br />
Justice is spot on but, he mixed the<br />
woods for the trees. The 1999<br />
constitution recognizes the three<br />
arms of government – the executive,<br />
the judiciary <strong>an</strong>d the legislature. The<br />
M<strong>in</strong>ister is <strong>in</strong> the executive arm,<br />
saddled with the responsibility of<br />
implement<strong>in</strong>g the laws <strong>an</strong>d policies<br />
of government. He is clearly<br />
usurp<strong>in</strong>g the functions of the<br />
judiciary to <strong>in</strong>terpret <strong>an</strong>d adjudicate.<br />
If the M<strong>in</strong>ister is not comfortable<br />
with the establishment of the security<br />
outfit <strong>an</strong>d believes that it abridges<br />
the functions of the executive arm,<br />
he should approach the court to test<br />
the functionality or otherwise of the<br />
security outfit. Ours is a democracy<br />
<strong>an</strong>d not a monarchy, where the k<strong>in</strong>g<br />
or his surrogate wakes up <strong>an</strong>d<br />
makes pronouncement. The<br />
statement of the m<strong>in</strong>ister is merely<br />
blow<strong>in</strong>g the w<strong>in</strong>d.<br />
Furthermore, this is not the first<br />
time that state governments are<br />
form<strong>in</strong>g security outfits for the<br />
protection of their citizens. As you<br />
read this piece, Civili<strong>an</strong> Jo<strong>in</strong>t Task<br />
forces are <strong>in</strong> operation <strong>in</strong> the North<br />
East battl<strong>in</strong>g the Boko Haram<br />
<strong>in</strong>surgency. The Federal<br />
Government has even commended<br />
the efforts of this security outfit.<br />
Hisbah is <strong>an</strong> Islamic or state<br />
police very effective <strong>in</strong> the north,<br />
enforc<strong>in</strong>g strict Islamic code of<br />
conduct. Hisbah is notorious for<br />
abus<strong>in</strong>g hum<strong>an</strong> rights of people <strong>an</strong>d<br />
the question of choice as for the<br />
consumption of alcohol. The<br />
Federal Government is liv<strong>in</strong>g <strong>in</strong><br />
denial of its existence. Hisbah is very<br />
visible <strong>in</strong> K<strong>an</strong>o State. In September<br />
2019, the Islamic police destroyed<br />
196,400 bottles of beer. Accord<strong>in</strong>g<br />
the Hisbah‘s Comm<strong>an</strong>der General,<br />
Sheik Am<strong>in</strong>u Daurawa, twelve<br />
million bottles of beer were<br />
destroyed <strong>in</strong> seven years. Yet this is a<br />
state that gets money generated<br />
from Value Added Tax VAT on<br />
alcohol.<br />
Ekitiafor Day celebration: When tradition aligns with modernity<br />

Perhaps it might be apt to say that<br />
the community has fared quite well<br />
with her new found autonomy if go<strong>in</strong>g<br />
by the peace, unity <strong>an</strong>d progress that<br />
pervades there is the criteria to judge.<br />
It is also import<strong>an</strong>t to note that all<br />
these positive attributes would not<br />
have been possible if not for the<br />
<strong>in</strong>ternal restructural of its traditional<br />
<strong>in</strong>stitution <strong>an</strong>d govern<strong>an</strong>ce structure<br />
that <strong>was</strong> undertaken by the leaders of<br />
the community to align it with<br />
modern trends. It <strong>was</strong> such<br />
restructur<strong>in</strong>g that gave rise to the<br />
creation of five prime offices <strong>an</strong>d<br />
their occupation by highly qualified<br />
top achievers who work with the<br />
traditional ruler to give leadership to<br />
the community. Such offices <strong>in</strong>cludes<br />
the Lord Mayor, The Lord Ch<strong>an</strong>cellor,<br />
The Ambassador Extra Ordnaire, The<br />
Lord Pillar, The Lord Envoy <strong>an</strong>d The<br />
Traditional Prime M<strong>in</strong>ister. Another<br />
novelty <strong>in</strong> this restructur<strong>in</strong>g is that the<br />
succession to these offices is by election<br />
conducted by the council of chiefs.<br />
Fundamentally all these reforms <strong>an</strong>d<br />
other rules have been codified <strong>in</strong>to a<br />
written constitution that is now used<br />
to direct the affairs of the community.<br />
Aga<strong>in</strong> the quality of top professionals<br />
that has ascended these positions<br />
attests to the efficacy of these reforms.<br />
Take for <strong>in</strong>st<strong>an</strong>ce, the position of the<br />
Lord Mayor is occupied by Chief Chris<br />
Onwuzuruike, a successful Americ<strong>an</strong><br />
based Architect/Builder <strong>an</strong>d bus<strong>in</strong>ess<br />
owner. The Lord Ambassador on the<br />
other h<strong>an</strong>d Professor F.C. Dike is a<br />
SAN <strong>an</strong>d Former Attorney General<br />
of Imo State. The Lord Ch<strong>an</strong>cellor<br />
Chief/Nze Ted Obialor is <strong>an</strong> Americ<strong>an</strong><br />
based pharmacist. The Lord Pillar<br />
Chief Uchenna Uzowuru is a<br />
successful Lagos based bus<strong>in</strong>ess m<strong>an</strong><br />
just as the Lord Envoy Chief<br />
Ugochukwu Nwoke is also a Lagos<br />
based IT/Phone Professional. This is<br />
not to mention the fact that the<br />
traditional ruler himself HRH (Hon)<br />
Eze B.I Ononenyi Uzoma is a former<br />
member of the House of<br />
Representatives.<br />
The attraction of high quality<br />
m<strong>an</strong>power <strong>in</strong>to its leadership position<br />
<strong>an</strong>d a general reform of its traditional<br />
<strong>in</strong>stitution <strong>an</strong>d its adaptation to<br />
modern trends has given rise to not<br />
only the much needed peace <strong>an</strong>d unity<br />
but also to a qu<strong>an</strong>tum leap <strong>in</strong> physical<br />
development. Evidence of this<br />
progress is not only the ubiquitous<br />
beautiful homes that are spr<strong>in</strong>g<strong>in</strong>g up<br />
everywhere <strong>in</strong> the community but also<br />
the tarred roads as well as well paved<br />
dra<strong>in</strong>ages that adorn its physical<br />
l<strong>an</strong>dscape.<br />
Perhaps the ultimate symbol of the<br />
progress that pervades Ekitiafor<br />
Abbah Autonomous Community is<br />
the superb org<strong>an</strong>isation attend<strong>an</strong>t<br />
upon the conduct of its yearly<br />
Ekitiafor Day Celebrations that<br />
holds on the second J<strong>an</strong>uary of<br />
every year. This years version of<br />
the festival attracted numerous<br />
visitors from all parts of the<br />
country <strong>an</strong>d the diaspora<br />
particularly from the United<br />
States of America, C<strong>an</strong>ada, The<br />
United K<strong>in</strong>gdom <strong>an</strong>d Asia.<br />

At the festival venue proper<br />
which held at the primary school<br />
ground, m<strong>an</strong>y natives appeared <strong>in</strong><br />
their most colourful dresses. There<br />
<strong>was</strong> also the endless stream of<br />
neighbor<strong>in</strong>g traditional rulers <strong>an</strong>d<br />
their chiefs that enriched the crowd<br />
quality. Not to be left out though is<br />
the colourful displays by various<br />
masquerade groups of all k<strong>in</strong>d of<br />
descriptions. There were the very<br />
fearful ones as well as the benign<br />
types. It is also good to mention<br />
the different cultural d<strong>an</strong>ce groups<br />
with their heart render<strong>in</strong>g choruses<br />
that competed for attention.<br />
In effect it could be said that the<br />
peace, unity <strong>an</strong>d physical<br />
improvements which reign <strong>in</strong><br />
Ekitiafor is <strong>in</strong> itself <strong>an</strong> offshoot of<br />
efforts at <strong>in</strong>ternal leadership<br />
improvement mech<strong>an</strong>ism which<br />
has led to the alignment of its<br />
traditional <strong>in</strong>stitution with modern<br />
values.<br />

HE recent Supreme Court<br />
Tvictory of Governor Bala<br />
Abdulkadir Mohammed of Bauchi<br />
State <strong>was</strong> a triumph for the<br />
hardwork<strong>in</strong>g people of Bauchi State.<br />
It is now time to face govern<strong>an</strong>ce<br />
squarely without distractions after the<br />
highest court <strong>in</strong> the l<strong>an</strong>d had<br />
v<strong>in</strong>dicated his claim to the executive<br />
seat. This <strong>was</strong> not the first time he<br />
had atta<strong>in</strong>ed such a feat. Bala<br />
Mohammed did it when he <strong>was</strong> elected<br />
a senator represent<strong>in</strong>g Bauchi South <strong>in</strong><br />
April 2007 aga<strong>in</strong>st ex-governor Muazu,<br />
who contested for the same senatorial<br />
seat.<br />
Bala is a m<strong>an</strong> of m<strong>an</strong>y parts. This<br />
could be attested to the skyscraper of<br />
his life built on the firm foundation,of<br />
boundless energy <strong>an</strong>d health, quick<br />
m<strong>in</strong>d <strong>an</strong>d energetic spirit. He is such <strong>an</strong><br />
amaz<strong>in</strong>g phenomenon.<br />
Bala Mohammed’s strides<br />

or discern<strong>in</strong>g m<strong>in</strong>ds, democratic<br />
Frule has rema<strong>in</strong>ed the s<strong>in</strong>e quo<br />
non for development <strong>in</strong> virtually all<br />
spheres of hum<strong>an</strong> endeavour. Hence,<br />
when the 4 th Republic <strong>was</strong> eventually<br />
enthroned after a prolonged military<br />
misrule, Nigeri<strong>an</strong>s were burst<strong>in</strong>g with<br />
excitement. The popular axiom held<br />
by self styled apostles of democracy<br />
<strong>was</strong> that the worst br<strong>an</strong>d of<br />
democratic rule is far better th<strong>an</strong> the<br />
best military adm<strong>in</strong>istration. But this<br />
aphorism has proved to be a mere<br />
paradox <strong>in</strong> the Nigeria’s clime. As<br />
almost two decades after the<br />
enthronement of the 4 th Republic,<br />
Nigeria <strong>an</strong>d her people still grope <strong>in</strong><br />
abject poverty <strong>in</strong> the midst of plenty,<br />
decay<strong>in</strong>g social amenities, near<br />
ext<strong>in</strong>ct <strong>in</strong>stitutions, barefaced<br />
corruption <strong>an</strong>d worst still, a justice<br />
system that is not sufficiently punitive<br />
for people who perpetrate crime.<br />
As Mart<strong>in</strong>s Luther K<strong>in</strong>g Jr. puts it,<br />
“history will have to record that the<br />
greatest tragedy of this period of social<br />

commenced when he <strong>was</strong> elected<br />
senator <strong>in</strong> April 2007. Remember, “the<br />
doctr<strong>in</strong>e of necessity”, when the ail<strong>in</strong>g<br />
President YarÁdua <strong>was</strong> <strong>in</strong> the saddle of<br />
the affairs of this great country, Nigeria.<br />
His then Vice President, Dr. Goodluck<br />
Jonath<strong>an</strong> could not become the act<strong>in</strong>g<br />
President because of a lacuna <strong>in</strong> the<br />
constitution. Governor Bala Abdulkadir<br />
Mohammed, be<strong>in</strong>g a senator then <strong>was</strong><br />
the first to call for declar<strong>in</strong>g president<br />
Umaru Yar’Adua <strong>in</strong>capacitated <strong>an</strong>d<br />
mak<strong>in</strong>g Vice President Goodluck<br />
Jonath<strong>an</strong>, the act<strong>in</strong>g President. This is<br />
because he believes <strong>in</strong> peaceful coexistence<br />
for national growth <strong>an</strong>d<br />
security. He is highly detribalised <strong>an</strong>d<br />
believes <strong>in</strong> due process. Moreso, he is<br />
free m<strong>in</strong>ded <strong>an</strong>d has a zero toler<strong>an</strong>ce<br />
for religion. Despite the numerous hues<br />
<strong>an</strong>d cries from dissent<strong>in</strong>g voices across<br />
the nooks <strong>an</strong>d cr<strong>an</strong>nies of the country,<br />
he did it out of a conviction for the<br />
stability of the country <strong>in</strong> the obvious<br />
tense polity then.<br />
This, as the say<strong>in</strong>g goes, “the th<strong>in</strong>gs<br />
that get rewarded get done”. Due to this<br />
record, ex-President Goodluck<br />
Jonath<strong>an</strong> appo<strong>in</strong>ted him as the<br />
M<strong>in</strong>ister of the Federal Capital<br />
Territory (FCT) on April 8, 2010 when<br />
Jonath<strong>an</strong> <strong>an</strong>nounced his cab<strong>in</strong>et.<br />
Amongst his achievements as the FCT<br />
M<strong>in</strong>ister <strong>was</strong> his dogged approach to<br />
the tw<strong>in</strong> problems of <strong>was</strong>te<br />
m<strong>an</strong>agement <strong>an</strong>d lack of portable<br />
water.<br />
Mr. Cliff Akora, co-publisher of the<br />
Nigeri<strong>an</strong> Politici<strong>an</strong> magaz<strong>in</strong>e, who did<br />
his NYSC with the governor <strong>in</strong> Plateau<br />
State, 1982/83 session, said Bala always<br />
made a difference wherever he f<strong>in</strong>ds<br />
himself. When they did their primary<br />
post<strong>in</strong>g at the defunct mirage<br />
newspaper, published by Salama Press<br />
of Senator Tomas Yepwi from Lafia<br />
Darkness at Dawn <strong>in</strong> Niger Delta<br />
tr<strong>an</strong>sition <strong>was</strong> not the strident clamour<br />
of the <strong>bad</strong> people but the appall<strong>in</strong>g<br />
silence of the good people”.<br />
The advent of democracy <strong>in</strong> 1999<br />
<strong>was</strong> <strong>in</strong>deed the dawn of darkness <strong>in</strong><br />
the states that make up the Niger<br />
Delta as successive governors <strong>in</strong> some<br />
of these states had left the states worse<br />
th<strong>an</strong> they met them. Although<br />
available corruption data are<br />
fragmentary, <strong>an</strong>d sometimes<br />
contradictory, <strong>an</strong>d passions are still<br />
too <strong>in</strong>tense <strong>an</strong>d perspective too<br />
distorted to allow for broader<br />
generalization <strong>an</strong>d firm conclusion.<br />
Though attempts by the federal<br />
government to <strong>in</strong>tervene <strong>in</strong> the<br />
development of the region with the<br />
<strong>in</strong>auguration of the Niger Delta<br />
Development Commission (NDDC)<br />
had hit the brick wall. The<br />
commission is currently fraught with<br />
gross <strong>in</strong>competence, unend<strong>in</strong>g<br />
conflicts, poor govern<strong>an</strong>ce, nepotism,<br />
lack of tr<strong>an</strong>sparency <strong>an</strong>d<br />
dysfunctional m<strong>an</strong>agement<br />
dynamics. The history of the<br />
Commission is littered with<br />
spectacular implosion of corruption<br />
<strong>an</strong>d its attend<strong>an</strong>t collateral damages<br />
to the oil rich region.<br />
Today, the NDDC which would have<br />
been a sooth<strong>in</strong>g balm to the people<br />
has become a cathedral of corruption.<br />
The current M<strong>in</strong>ister of the Niger<br />
Delta <strong>an</strong>d the immediate past<br />
Governor of Akwa Ibom state,<br />
Senator Godswill Akpabio, is<br />
overwhelmed by the large scale<br />
corruption he discovered <strong>in</strong> the NDDC<br />
upon assumption of office. Aga<strong>in</strong>st this<br />
backdrop, the M<strong>in</strong>ister threatened<br />
forensic <strong>in</strong>vestigation <strong>in</strong>to the<br />
activities of Commission. Hell <strong>was</strong><br />
let loose as politici<strong>an</strong>s, contractors<br />
<strong>an</strong>d traditional rulers went wild, but<br />
Senator Akpabio rema<strong>in</strong>ed adam<strong>an</strong>t<br />
<strong>in</strong> his resolve.<br />
<strong>How</strong>ever, while the M<strong>in</strong>ister’s<br />
threat is be<strong>in</strong>g <strong>was</strong>hed away with time,<br />
Senatorial district <strong>in</strong> present day<br />
Nasarawa state. It <strong>was</strong> a new tabloid<br />
then with Bala Mohammed, Emma<br />
Agu, former MD of champion<br />
Newspaper, late Sheikh Abutiate,<br />
formerly of The Guardi<strong>an</strong> <strong>an</strong>d Cliff<br />
Akorah, among the pioneer editorial<br />
staff. The Mirage Newspaper became<br />
<strong>an</strong> <strong>in</strong>st<strong>an</strong>t hit, which <strong>was</strong> largely the<br />
preferred choice of readers, as aga<strong>in</strong>st<br />
the state owned newspaper, the<br />
St<strong>an</strong>dard. Solomon Lar <strong>was</strong> the then<br />
Governor of Plateau state. Watch<strong>in</strong>g <strong>an</strong>d<br />
read<strong>in</strong>g about this iconic personality of<br />
Governor Bala Mohammed from afar,<br />
I c<strong>an</strong>not but admire his doggedness<br />
<strong>in</strong> what over he believes <strong>in</strong>.<br />
Governor Bala decisively presses<br />
on <strong>in</strong> Bauchi, amidst dw<strong>in</strong>dl<strong>in</strong>g<br />
fortunes accru<strong>in</strong>g to the federat<strong>in</strong>g<br />
units of the states, by apply<strong>in</strong>g<br />
prudence, self-discipl<strong>in</strong>e <strong>an</strong>d love for<br />
the people, seen <strong>in</strong> his quality<br />
the current NDDC chairm<strong>an</strong>, Mr.<br />
Aladasoadura recently opened<br />
<strong>an</strong>other shock<strong>in</strong>g vista of corruption<br />
<strong>in</strong> the commission. He dis closed that<br />
over twelve thous<strong>an</strong>d paid contract<br />
runn<strong>in</strong>g <strong>in</strong>to trillions of naira were<br />
unexecuted. This stagger<strong>in</strong>g<br />
revelation has further compounded<br />
naysayers <strong>in</strong> the region.<br />
Despite the huge federal allocation<br />
<strong>an</strong>d colossal amount of money<br />
accru<strong>in</strong>g to the states as oil derivation<br />
funds, the states are still noth<strong>in</strong>g but a<br />
shadow of their proud past. This ugly<br />

scramble for royalties from the oil<br />

pitched the traditional rulers with their<br />
subjects on the one h<strong>an</strong>d, <strong>an</strong>d the<br />
governors <strong>an</strong>d the traditional rulers<br />
on the other h<strong>an</strong>d. Undoubtedly, the<br />
cont<strong>in</strong>u<strong>in</strong>g civil unrest <strong>in</strong> the region<br />
had been traced to who gets what <strong>in</strong><br />
the oil rich communities.<br />
Recent <strong>in</strong>vestigation has shown that<br />
most traditional rulers <strong>in</strong> the<br />
communities are richer th<strong>an</strong> the<br />
communities they represent. It <strong>was</strong><br />
alleged <strong>in</strong> certa<strong>in</strong> quarters that some<br />
of the traditional rulers have become<br />
big time contractors to the oil firms<br />
while their subjects grope <strong>in</strong> abject<br />
