(d) The extent to which any alteration to the building can be made that retains the heritage item. (e) The extent to which the materials of the item can be reused and incorporated into future buildings on the site. (f) The extent to which the item in its current state poses a significant safety risk. (g) The extent to which the heritage significance of the site, group or precinct to which the heritage feature relates Is compromised. (h) The extent to which the significance of the item to the community has been considered and the outcomes of any consultation undertaken. (I) The extent to which the effects of demolition can be mitigated by requiring the applicant to provide an accurate historical record of the building/structure. U) The extent to which there are extenuating drcumstances, such as the building presenting a danger to the public from being instable, or the cost of repair would be so great that it would exceed the lfkely value of the restored building. (k) If demolitJon or removal is approved, the Historic Building Documentation (HBD) should include: the structure's history, photocraphrc documentation and plans of the buildlne/structure as prepared by a slitably qualified person in refatlon to heritage. The documentation must be completed and accepted by the Council prior to and the extend of alterations undertaken over the years, it is my opinion that substantial financial Input would be require to restore the building. (d) Due to the scale of alterations it Is concluded in the report prepared by Alexy Simmons that the architectural features have been erased. (e) See (d) (f) It Is not believed the building poses a safety risk. (g) Removal of the building will not affect the integrity of the immediate area, but will leave a vacant site which previously had a historic connotation. (h) The application has been publidy notified and the comments from the submitters are noted. (i) A condition will be Imposed requiring that the applicant provide an historic remrd of the building and site. U) It is my opinion that the costs to restore the building to its former character would be high based on the fact that almost all the original features have been removed over the years. (k) A condition will be Imposed accordingly.

The documentation must be completed and accepted by the Council prior to building removal/relocation. 21.2.21 Assessmen"t Criteria and Information Requirements (this Section) Zl.Z.ZZ 21.2.22.4 Heritage and Archaeoloay Additions, alterations, demolition or removal (a) A Heritage Report shall be provided for application to undertake additions, alterations, relocations or demolition. The report shall be proportional to the scale and intensity of the effects of the works being undertaken and shall be prepared by a suitably qualified person and shall address the criteria listed below: Historical slgnl/fcanee and social slgnlflcana (b) The historical significance or value associated with the item e.g. a notable person, event, time period or activity. Consideration as to whether the building, place or object presents an important reflection of (a) The building is proposed to be removed from the site I demolished. An archaeological assessment has ' been prepared by CEG Heritage - Matthew campbell and Peter Holmes, which was submitted with the application. I accept this report as it outlines the history of the site, detail about a survey undertaken of the bulldln& an archaeological assessment, assessment of significance of the building and of effects and a recommendation. Council have further engaged the services of Alexy Simmons, Simmons and Associates Ltd to review the application, review the heritage provisions, investigate the history of the site and building, review the submissions and 239
