ASSOCIATION BUILDING, WAIPA DISTRICT
1 INTRODUCTION
Waipa District Council received an application for a resource consent (landuse) that affects the
(former} Cambridge Return Services Association (RSA) Building. This report addresses Mr
Robert Edward Lee application Hto demolish and remove all material of the [RSAl building from
the existing site .•• to provide the purchaser with a dear site" . Mr Lee's application also notes:
"no earthworks will be undertaken in this process."
The Returned Services Association (RSA) Building is scheduled in the Operative and Proposed
district plans as a heritage item and is included in Cambridge Character Precinct area four, the
wider central business area.
The report on the RSA Building is divided into eight sub-sections: District Plan Provisions,
Submissions on the Resource Consent, New Zealand Historic Places Trust registration and
archaeological authority, History and Assessment of the RSA Building, District Plan Heritage
Criteria, Summary and Recommendations.
2 DISTRICT PLAN PROVISIONS
2.1 Operative District Plan
Heritage Schedule: RSA Building record number 29, (Note: items on the schedule are not
ranked) .
Additional information-The RSA Building was idennfted as a category A by Dinah Holman on the
1997Waipa District Plan Heritage Inventory Record Form. The building themes listed ore
farming, community and organisations (Holman 1997).
Central Cambridge Heritage Area Design Guidelines: RSA Building is not included in the
Cambridge Town Centre Precinct Zones (refer to 5-28 Guidelines -central Cambridge Character
Area Figure 1 ).
Operative District Plan Provisions: Discretionary activity, Town Centre Zone and Heritage site.
