environment plays a large role <strong>in</strong> <strong>the</strong><br />

viability <strong>of</strong> this <strong>in</strong>dustry. Fisheries <strong>an</strong>d<br />

agriculture are similarly very<br />

dependent on <strong>the</strong> environment. This<br />

me<strong>an</strong>s ecological <strong>ch<strong>an</strong>ge</strong>s, such as<br />

decl<strong>in</strong>es <strong>in</strong> populations <strong>of</strong> some<br />

pl<strong>an</strong>ts <strong>an</strong>d <strong>an</strong>imals, c<strong>an</strong> negatively<br />

affect <strong>the</strong>se <strong>in</strong>dustries.<br />

Because <strong>UKOTs</strong> <strong>an</strong>d small isl<strong>an</strong>ds<br />

are more vulnerable, it is particularly<br />

import<strong>an</strong>t that <strong>the</strong>ir citizens<br />

underst<strong>an</strong>d <strong>the</strong> hazards <strong>an</strong>d risks<br />

associated with climate <strong>ch<strong>an</strong>ge</strong> <strong>an</strong>d<br />

<strong>the</strong> actions <strong>the</strong>y c<strong>an</strong> take to make a<br />

difference.<br />

Although climate <strong>ch<strong>an</strong>ge</strong> <strong>an</strong>d its<br />

impacts may seem daunt<strong>in</strong>g, <strong>the</strong>re<br />

are th<strong>in</strong>gs <strong>UKOTs</strong> c<strong>an</strong> do about <strong>the</strong>m<br />

<strong>in</strong> <strong>the</strong>ir local context. Tak<strong>in</strong>g action<br />

now to prepare for climate <strong>ch<strong>an</strong>ge</strong><br />

impacts will be less costly <strong>an</strong>d more<br />

effective th<strong>an</strong> remedial measures <strong>in</strong><br />

<strong>the</strong> future. Address<strong>in</strong>g climate<br />

<strong>ch<strong>an</strong>ge</strong> now is <strong>an</strong> opportunity for <strong>the</strong><br />

territories to build resilience <strong>in</strong> <strong>the</strong> face <strong>of</strong> <strong>the</strong>ir <strong>in</strong>herent vulnerabilities, improve natural<br />

resource m<strong>an</strong>agement <strong>an</strong>d physical pl<strong>an</strong>n<strong>in</strong>g processes, as well as adapt to ch<strong>an</strong>g<strong>in</strong>g<br />

climate conditions.<br />

Underst<strong>an</strong>d<strong>in</strong>g both <strong>the</strong> need <strong>an</strong>d <strong>the</strong> opportunities for adaptation to climate <strong>ch<strong>an</strong>ge</strong><br />

is fast becom<strong>in</strong>g <strong>an</strong> essential requirement <strong>of</strong> both governments <strong>an</strong>d <strong>the</strong> private sector<br />

<strong>of</strong> vulnerable countries. Good climate policy <strong>in</strong>cludes ensur<strong>in</strong>g structures <strong>an</strong>d systems<br />

are better able to withst<strong>an</strong>d <strong>ch<strong>an</strong>ge</strong> (adaptation) <strong>an</strong>d tak<strong>in</strong>g measures to reduce <strong>the</strong><br />

hum<strong>an</strong> impact on <strong>the</strong> climate system (mitigation).<br />

<strong>UKOTs</strong> make a small contribution to warm<strong>in</strong>g <strong>an</strong>d have little control over global<br />

mitigation, but <strong>the</strong>y c<strong>an</strong> play <strong>the</strong>ir part <strong>in</strong> <strong>the</strong> global reduction <strong>of</strong> greenhouse gas<br />

emissions <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g ways:<br />

• enh<strong>an</strong>c<strong>in</strong>g energy efficiency;<br />

• diversify<strong>in</strong>g <strong>the</strong>ir energy sources <strong>an</strong>d <strong>in</strong>creas<strong>in</strong>g reli<strong>an</strong>ce on non-fossil fuel<br />

sources <strong>of</strong> energy; <strong>an</strong>d<br />

• provid<strong>in</strong>g for <strong>the</strong> development <strong>an</strong>d uptake <strong>of</strong> climate friendly technologies.<br />

Contribut<strong>in</strong>g to <strong>the</strong> global reduction <strong>of</strong> greenhouse gas emissions is certa<strong>in</strong>ly a good<br />

th<strong>in</strong>g for <strong>an</strong>y member <strong>of</strong> <strong>the</strong> <strong>in</strong>ternational community to do, but <strong>the</strong> benefits <strong>of</strong> such<br />
