4.1 Ma<strong>in</strong>stream<strong>in</strong>g<br />

adaptation<br />

The concept <strong>of</strong> adapt<strong>in</strong>g to climate variations<br />

is noth<strong>in</strong>g new. People have always<br />

found ways <strong>of</strong> respond<strong>in</strong>g to climate variations<br />

us<strong>in</strong>g <strong>the</strong>ir resources <strong>an</strong>d traditional<br />

knowledge ga<strong>in</strong>ed from experiences. However,<br />

<strong>the</strong> current pace <strong>of</strong> <strong>ch<strong>an</strong>ge</strong> suggests<br />

it is not enough for people to rely on experience<br />

to navigate <strong>the</strong> future.<br />

Adaptation is <strong>the</strong> only way to deal with <strong>the</strong><br />

<strong>in</strong>escapable impacts <strong>of</strong> climate <strong>ch<strong>an</strong>ge</strong><br />

(Stern, 2007). If <strong>UKOTs</strong> hope to susta<strong>in</strong><br />

those economic activities <strong>an</strong>d livelihood<br />

strategies that are climate-dependent (for<br />

example, tourism) or heavily climate<strong>in</strong>fluenced<br />

(for example, fisheries <strong>an</strong>d agriculture),<br />

<strong>the</strong>y have to make adaptation a<br />

major part <strong>of</strong> <strong>the</strong>ir national development<br />

strategies. The natural disasters that affect<br />

m<strong>an</strong>y <strong>UKOTs</strong> as part <strong>of</strong> <strong>the</strong>ir ‘normal’ climate<br />

conditions are becom<strong>in</strong>g more<br />

<strong>in</strong>tense <strong>an</strong>d <strong>the</strong> territories have to look at<br />

how <strong>the</strong>se have been, <strong>an</strong>d will cont<strong>in</strong>ue to<br />

be, <strong>in</strong>fluenced by climate <strong>ch<strong>an</strong>ge</strong>. All<br />

countries already have some measures <strong>in</strong><br />

place to deal with natural hazards; adaptation<br />

to climate <strong>ch<strong>an</strong>ge</strong> simply needs to<br />

scale up what already exists <strong>an</strong>d strategically<br />

identify <strong>the</strong> gaps <strong>an</strong>d weak po<strong>in</strong>ts<br />

that need to be addressed.<br />

An opportunity for <strong>UKOTs</strong><br />

Adapt<strong>in</strong>g to climate <strong>ch<strong>an</strong>ge</strong> is <strong>an</strong> opportunity<br />

for <strong>UKOTs</strong> to improve natural resource<br />

m<strong>an</strong>agement <strong>an</strong>d physical pl<strong>an</strong>n<strong>in</strong>g<br />

processes. Even if climate <strong>ch<strong>an</strong>ge</strong> were<br />

taken out <strong>of</strong> <strong>the</strong> equation, adaptive measures<br />

would make <strong>the</strong> territories better able<br />

to deal with <strong>the</strong> natural hazards that are<br />

part <strong>of</strong> <strong>the</strong>ir normal climate variability, as<br />

well as <strong>the</strong> grow<strong>in</strong>g hum<strong>an</strong>-<strong>in</strong>duced<br />

stresses on <strong>the</strong> environment.<br />

There are m<strong>an</strong>y th<strong>in</strong>gs that <strong>UKOTs</strong> c<strong>an</strong> do<br />

to adapt to climate <strong>ch<strong>an</strong>ge</strong>. Adaptive<br />

m<strong>an</strong>agement <strong>an</strong>d physical<br />

pl<strong>an</strong>n<strong>in</strong>g processes.<br />

responses c<strong>an</strong> be technological (for<br />

example, improv<strong>in</strong>g coastal defences),<br />

m<strong>an</strong>agerial (for example, <strong>in</strong>troduc<strong>in</strong>g crop<br />

rotation) or policy-based (for example,<br />

streng<strong>the</strong>n<strong>in</strong>g pl<strong>an</strong>n<strong>in</strong>g regulations). They<br />

c<strong>an</strong> also be behavioural. At <strong>the</strong> <strong>in</strong>dividual<br />

level, this could be someth<strong>in</strong>g as simple as<br />

prepar<strong>in</strong>g one’s home adequately for a<br />

hurric<strong>an</strong>e or us<strong>in</strong>g less water <strong>in</strong> <strong>the</strong><br />

garden.<br />

Build<strong>in</strong>g adaptation <strong>in</strong>to national<br />

development agendas<br />

More <strong>an</strong>d more countries are beg<strong>in</strong>n<strong>in</strong>g to<br />

develop adaptation strategies or pl<strong>an</strong>s <strong>of</strong><br />

action. The UNFCCC makes provisions for<br />

its least developed country signatories to<br />

prepare National Adaptation Pl<strong>an</strong>s <strong>of</strong><br />

Action (NAPAs) that set out <strong>the</strong> priority<br />

areas <strong>in</strong> which <strong>the</strong>y need urgent <strong>an</strong>d<br />

immediate adaptive measures. Even outside<br />

<strong>of</strong> <strong>the</strong> NAPA framework, countries are<br />

develop<strong>in</strong>g adaptation strategies <strong>in</strong> <strong>the</strong><br />

face <strong>of</strong> <strong>the</strong> grow<strong>in</strong>g realisation that action<br />

to address climate <strong>ch<strong>an</strong>ge</strong> is needed now.<br />

The Caribbe<strong>an</strong> <strong>UKOTs</strong>, for example, are<br />

work<strong>in</strong>g with <strong>the</strong> Caribbe<strong>an</strong> Community<br />

<strong>Climate</strong> Ch<strong>an</strong>ge Centre (CCCCC) to<br />

develop <strong>an</strong>d implement adaptation strategies<br />

under <strong>the</strong> Ma<strong>in</strong>stream<strong>in</strong>g Adaptation<br />

to <strong>Climate</strong> Ch<strong>an</strong>ge <strong>in</strong> <strong>the</strong> UK Overseas<br />

Territories project, funded by <strong>the</strong> UK<br />

Department for International Development.<br />

Some multilateral agencies, like <strong>the</strong> Asi<strong>an</strong><br />

Development B<strong>an</strong>k, have begun to <strong>in</strong>tegrate<br />

climate concerns <strong>in</strong>to <strong>the</strong>ir gr<strong>an</strong>t <strong>an</strong>d<br />

lo<strong>an</strong> procedures.<br />

Simply hav<strong>in</strong>g a national pl<strong>an</strong> or strategy is<br />

not enough; it is how countries use <strong>the</strong>m
