4.3.4 Information<br />
It is also import<strong>an</strong>t for decision makers,<br />
whatever <strong>the</strong> sector, to have adequate <strong>an</strong>d<br />
appropriate <strong>in</strong>formation, not only about<br />
risks <strong>an</strong>d vulnerability, but also about<br />
options for tak<strong>in</strong>g action.<br />
It is not just decision makers who need to<br />
underst<strong>an</strong>d climate risks; <strong>the</strong> public at<br />
large <strong>an</strong>d <strong>the</strong> private sector do too. One <strong>of</strong><br />
<strong>the</strong> implications <strong>of</strong> this is <strong>the</strong> need for early<br />
warn<strong>in</strong>g systems to <strong>in</strong>clude a strong communications<br />
component.<br />
Widespread public awareness <strong>an</strong>d education<br />
are necessary to <strong>an</strong>y effort to get support<br />
for climate policy <strong>an</strong>d adaptation. Not<br />
only do all groups need to underst<strong>an</strong>d<br />
potential risk <strong>an</strong>d vulnerability, <strong>the</strong>y also<br />
need to appreciate <strong>the</strong> benefits <strong>of</strong> adaptation<br />
<strong>an</strong>d early action, particularly as <strong>the</strong>y<br />
relate to <strong>the</strong>ir <strong>in</strong>dividual circumst<strong>an</strong>ces.<br />
4.4 How <strong>in</strong>dividuals c<strong>an</strong><br />
make a difference<br />
Address<strong>in</strong>g climate <strong>ch<strong>an</strong>ge</strong> may seem like<br />
a daunt<strong>in</strong>g task, <strong>an</strong>d it may appear to be<br />
<strong>the</strong> responsibility <strong>of</strong> governments because<br />
<strong>of</strong> all <strong>the</strong> policy level actions required. Governments<br />
do <strong>in</strong>deed have a lead role to<br />
play <strong>in</strong> sett<strong>in</strong>g <strong>the</strong> agenda for climate<br />
<strong>ch<strong>an</strong>ge</strong> adaptation <strong>an</strong>d mitigation <strong>in</strong> <strong>the</strong>ir<br />
national context <strong>an</strong>d putt<strong>in</strong>g th<strong>in</strong>gs <strong>in</strong><br />
place to ensure that <strong>the</strong> necessary steps<br />
are taken. However, ord<strong>in</strong>ary citizens <strong>in</strong><br />
<strong>UKOTs</strong> c<strong>an</strong> also make a difference. In<br />
m<strong>an</strong>y cases, all that is needed are small<br />
<strong>ch<strong>an</strong>ge</strong>s <strong>in</strong> lifestyle <strong>an</strong>d habits.<br />
4.4.1 Reduc<strong>in</strong>g personal<br />
vulnerability<br />
Individuals, households <strong>an</strong>d bus<strong>in</strong>esses<br />
c<strong>an</strong> take proactive measures to reduce<br />
<strong>the</strong>ir personal vulnerability to natural hazards.<br />
It is import<strong>an</strong>t, for example, to avoid<br />
build<strong>in</strong>g homes <strong>an</strong>d bus<strong>in</strong>esses <strong>in</strong> hazardprone<br />
areas, such as flood pla<strong>in</strong>s or certa<strong>in</strong><br />
sections <strong>of</strong> <strong>the</strong> coastal zone.<br />
In cyclone-prone regions, reduc<strong>in</strong>g vulnerability<br />
<strong>in</strong>cludes such th<strong>in</strong>gs as ensur<strong>in</strong>g<br />
hurric<strong>an</strong>e-read<strong>in</strong>ess <strong>of</strong> homes <strong>an</strong>d build<strong>in</strong>gs<br />
by <strong>the</strong> follow<strong>in</strong>g:<br />
� Have a pl<strong>an</strong> <strong>in</strong> place to secure property,<br />
<strong>in</strong>clud<strong>in</strong>g a system for protect<strong>in</strong>g<br />
w<strong>in</strong>dows <strong>an</strong>d glass doors. This could<br />
be perm<strong>an</strong>ent storm shutters or hav<strong>in</strong>g<br />
on h<strong>an</strong>d 5/8” mar<strong>in</strong>e plywood cut to fit<br />
<strong>an</strong>d ready for <strong>in</strong>stallation.<br />
� Install straps or additional clips to<br />
securely fasten ro<strong>of</strong>s to build<strong>in</strong>gs’<br />
frame structure.<br />
� Regularly prune trees <strong>an</strong>d shrubs<br />
around build<strong>in</strong>gs.<br />
� Keep up with rout<strong>in</strong>e ma<strong>in</strong>ten<strong>an</strong>ce <strong>an</strong>d<br />
keep ra<strong>in</strong> gutters <strong>an</strong>d downspouts<br />
clear <strong>of</strong> debris.<br />
� Identify where <strong>an</strong>d how boats will be<br />
secured.<br />
