<strong>ch<strong>an</strong>ge</strong>s, such as decl<strong>in</strong>es <strong>in</strong> populations<br />
<strong>of</strong> some pl<strong>an</strong>ts <strong>an</strong>d <strong>an</strong>imals, c<strong>an</strong> negatively<br />
affect <strong>the</strong>se <strong>in</strong>dustries.<br />
1.3 The time to act is now<br />
<strong>UKOTs</strong> ought to assume that future climate<br />
impacts will be more severe th<strong>an</strong> <strong>an</strong>yth<strong>in</strong>g<br />
experienced to date. The scope <strong>of</strong> <strong>the</strong><br />
problem, <strong>the</strong> challenge <strong>of</strong> reach<strong>in</strong>g global<br />
consensus, <strong>the</strong> uncerta<strong>in</strong>ty <strong>of</strong> future projections<br />
becom<strong>in</strong>g reality, <strong>the</strong> question<br />
about how much <strong>ch<strong>an</strong>ge</strong> is due to natural<br />
variability <strong>an</strong>d how much is hum<strong>an</strong><strong>in</strong>duced,<br />
<strong>an</strong>d <strong>the</strong> very practical issue <strong>of</strong><br />
cost should not be barriers to tak<strong>in</strong>g decisive<br />
action now. No matter what <strong>the</strong> scenario<br />
for <strong>the</strong> future <strong>of</strong> greenhouse gas<br />
emissions, <strong>ch<strong>an</strong>ge</strong> is already underway.<br />
The big question is, c<strong>an</strong> countries <strong>an</strong>d citizens<br />
afford to do noth<strong>in</strong>g <strong>in</strong> <strong>the</strong> face <strong>of</strong><br />
<strong>in</strong>exorable <strong>ch<strong>an</strong>ge</strong>s <strong>in</strong> climate patterns? It<br />
is only with h<strong>in</strong>dsight that we will have<br />

conclusive evidence, but by <strong>the</strong>n it could<br />
be too late. People <strong>an</strong>d <strong>the</strong> environment<br />
will already be confronted with <strong>the</strong> consequences<br />
<strong>of</strong> <strong>ch<strong>an</strong>ge</strong>d conditions. Tak<strong>in</strong>g<br />
action now to cap greenhouse gas emissions<br />
<strong>an</strong>d prepare for climate <strong>ch<strong>an</strong>ge</strong><br />
impacts will be less costly <strong>an</strong>d more effective<br />
th<strong>an</strong> remedial measures <strong>in</strong> <strong>the</strong> future.<br />
An opportunity for UK Overseas<br />
Territories<br />
Although climate <strong>ch<strong>an</strong>ge</strong> <strong>an</strong>d its impacts<br />
may seem daunt<strong>in</strong>g, <strong>the</strong>re are th<strong>in</strong>gs<br />
<strong>UKOTs</strong> c<strong>an</strong> do about <strong>the</strong>m <strong>in</strong> <strong>the</strong>ir local<br />
context. Address<strong>in</strong>g climate <strong>ch<strong>an</strong>ge</strong> is <strong>an</strong><br />
opportunity for <strong>the</strong> territories to build<br />
resilience <strong>in</strong> <strong>the</strong> face <strong>of</strong> <strong>the</strong> <strong>in</strong>herent vulnerabilities<br />
associated with <strong>the</strong>ir size <strong>an</strong>d natural<br />
features, <strong>in</strong> addition to adapt<strong>in</strong>g to<br />
ch<strong>an</strong>g<strong>in</strong>g climate conditions. It is also <strong>an</strong><br />
opportunity for <strong>the</strong>se countries to take<br />
measures to stem future impacts as part <strong>of</strong><br />
a strategy <strong>of</strong> mov<strong>in</strong>g towards what former<br />
UN Secretary-General K<strong>of</strong>i Ann<strong>an</strong> has<br />
referred to as “safer, sounder models <strong>of</strong><br />
development” (Ann<strong>an</strong>, 2006). <strong>UKOTs</strong> have<br />
<strong>the</strong> potential to be models <strong>of</strong> climate<br />
<strong>ch<strong>an</strong>ge</strong> adaptation <strong>an</strong>d mitigation for <strong>the</strong><br />
rest <strong>of</strong> <strong>the</strong> world.<br />
A ‘w<strong>in</strong> – w<strong>in</strong>’ proposition<br />
Adaptation c<strong>an</strong> be a ‘w<strong>in</strong>-w<strong>in</strong>’ situation for<br />
<strong>UKOTs</strong>. Targeted actions designed to<br />
address current issues such as <strong>the</strong> need<br />
for effective biodiversity conservation <strong>an</strong>d<br />
<strong>the</strong> reduction <strong>of</strong> vulnerability to climatic<br />
events (for example, droughts, storms,<br />
floods) are <strong>the</strong> first steps <strong>in</strong> <strong>the</strong> climate<br />
<strong>ch<strong>an</strong>ge</strong> adaptation process. This approach<br />
is based on <strong>the</strong> premise that if a country or<br />
community is not fully able to cope with current<br />
climatic conditions, it c<strong>an</strong>not expect to<br />
effectively adapt to future <strong>ch<strong>an</strong>ge</strong>s <strong>in</strong> climate.<br />
Any commitment or <strong>in</strong>vestment <strong>in</strong><br />
current needs <strong>the</strong>refore elim<strong>in</strong>ates <strong>the</strong><br />
question <strong>of</strong> whe<strong>the</strong>r to <strong>in</strong>vest <strong>in</strong> current<br />
needs or climate <strong>ch<strong>an</strong>ge</strong> adaptation.
