MONITORING AND REPORTING MECHANISMS<br />
The ultimate goal of monitor<strong>in</strong>g <strong>and</strong> report<strong>in</strong>g on government policies <strong>and</strong> actions<br />
aga<strong>in</strong>st traffi ck<strong>in</strong>g <strong>in</strong> <strong>human</strong> be<strong>in</strong>gs is to create an effective mechanism to ensure<br />
that government promises materialise <strong>in</strong>to action <strong>and</strong> that correspond<strong>in</strong>g legal <strong>and</strong><br />
adm<strong>in</strong>istrative provisions are implemented. 420 International law requires states to submit<br />
reports to the United Nations pursuant to relevant <strong>in</strong>ternational conventions <strong>and</strong> to note<br />
<strong>in</strong> these reports actions taken aga<strong>in</strong>st traffi ck<strong>in</strong>g <strong>in</strong> persons. These conventions <strong>in</strong>clude<br />
the Convention on the Elim<strong>in</strong>ation of All Forms of Discrim<strong>in</strong>ation aga<strong>in</strong>st Women<br />
(CEDAW), 421 the Convention on the Rights of the Child (CRC), 422 <strong>and</strong> the Traffi ck<strong>in</strong>g<br />
Protocol. Further the UN Special Rapporteur on Traffi ck<strong>in</strong>g <strong>in</strong> Persons monitors the<br />
status of traffi ck<strong>in</strong>g <strong>in</strong> <strong>human</strong> be<strong>in</strong>gs worldwide. She or he has the power to <strong>in</strong>vestigate<br />
the scope of the problem, monitor <strong>and</strong> report on government actions, receive <strong>and</strong> <strong>in</strong>quire<br />
<strong>in</strong>to compla<strong>in</strong>ts <strong>and</strong> make recommendations for policy change. 423<br />
The three ma<strong>in</strong> report<strong>in</strong>g mechanisms for monitor<strong>in</strong>g <strong>and</strong> report<strong>in</strong>g on traffi ck<strong>in</strong>g <strong>in</strong><br />
<strong>human</strong> be<strong>in</strong>gs are a) national report<strong>in</strong>g (or self-assessment) 424 ; b) state reports submitted<br />
to <strong>in</strong>ternational bodies; <strong>and</strong> c) <strong>in</strong>ternational report<strong>in</strong>g by <strong>in</strong>ternational bodies. Report<strong>in</strong>g<br />
under the CEDAW <strong>and</strong> the CRC have to be submitted respectively every fourth <strong>and</strong><br />
fi fth year <strong>and</strong> must <strong>in</strong>clude <strong>in</strong>formation on factors <strong>and</strong> diffi culties affect<strong>in</strong>g the degree<br />
of fulfi lment of obligations, 425 for the CRC the report must also conta<strong>in</strong> suffi cient<br />
<strong>in</strong>formation to provide the Committee 426 with a comprehensive underst<strong>and</strong><strong>in</strong>g of the<br />
implementation of the Convention. The monitor<strong>in</strong>g Committees tend to be thoroughly<br />
unconv<strong>in</strong>ced if a report is submitted report<strong>in</strong>g that all is well <strong>and</strong> good, <strong>and</strong> request<br />
detailed <strong>in</strong>formation to ascerta<strong>in</strong> themselves of the credibility of national reports. That<br />
said states tend to m<strong>in</strong>imize the traffi ck<strong>in</strong>g problem or to focus ma<strong>in</strong>ly on progress leav<strong>in</strong>g<br />
out diffi culties <strong>and</strong> obstacles. 427<br />
