The total capital cost is the sum of the purchased equipment<br />

costs, direct installation costs, indirect installation costs,<br />

and contingency costs. The purchased equipment costs (PECs) used<br />

in this chapter for each control technology are based on cost<br />

information provided by vendors or <strong>from</strong> data provided by existing<br />

facilities. Table 6-2 provides a list of various cost elements<br />

included in the capital costs. Where installation costs were not<br />

provided by vendors, direct and indirect installation costs were<br />

developed using the factors 45 and 33 percent, respectively, of<br />

PEC, per guidelines in the EPA OAQPS Control Cost Manual.2 A<br />

contingency factor of 20 percent was added to the vendor costs in<br />

all cases to cover contingencies as listed in Table 6-2. The<br />

capital costs of in-combustion approaches such as low <strong>NOx</strong> burner<br />

and postcombustion approaches such as selective noncatalytic<br />

reduction are related to the clinker production capacity of the<br />

kiln as well as the energy requirement of the kiln per unit<br />

amount of clinker production.<br />
