2.13 Lawful Intercept Punch-List Items<br />

Feature ID(s): 12975, 12976<br />

This feature addresses the following Communication Assistance for the Law Enforcement<br />

Act (CALEA) items:<br />

� Subject-initiated signaling — the SubjectSignal message is introduced and sent to the<br />

lawful enforcement agency (LEA) or mediation device’s (MD) collection function.<br />

� Dialed-digit extraction — the DialedDigitExtraction message is introduced and sent to<br />

the LEA or MD’s collection function if digits are dialed by the subject under<br />

surveillance once a call is connected.<br />

2.13.1 Description<br />

This feature enhances the Lawful Intercept administrative function and implements the<br />

SubjectSignal and DialedDigitExtraction CDC messages required to address some of the<br />

CALEA punch list items.<br />

2.13.1.1 Lawful Intercept Administration<br />

The administrative function of Lawful Intercept is modified to allow a toggle for the new<br />

functionality on a per surveillance basis.<br />

2.13.1.2 SubjectSignal<br />

The SubjectSignal CDC message captures any signal that is initiated by the intercept<br />

subject. In the context of <strong>BroadWorks</strong>, the following signal is detected and reported:<br />

Flash – The user flashes 1) to put a call on hold and originate a second call, 2) to answer<br />

a second incoming call and toggle between two calls, 3) to transfer a consultation call or 4)<br />

to conference two calls together. When a surveillance subject flashes, the appropriate<br />

SubjectSignal is sent to the LEA.<br />

2.13.1.3 DialedDigitExtraction<br />

The DialedDigitExtraction CDC message captures the digits dialed by the subject under<br />

surveillance once the call is connected. Extracted digits are reported individually in<br />

separate DialedDigitExtraction messages.<br />

For a typical call under surveillance where media monitoring is enabled, a pair of repeaters<br />

is set up on the Media Server and the media stream between the subject under<br />

surveillance and the other party is hair-pinned back to the Media Server repeaters. Each<br />

repeater works in a particular direction and repeats the received media to the other party.<br />

The Media Server also repeats the intercepted media streams to the LEA. If Dialed Digit<br />

Extraction is enabled for that surveillance, the media stream in the transmit direction is<br />

also repeated to a Media Server IVR that reports all the dialed digits to the Application<br />

Server.<br />

Note that although the Dialed Digit Extraction capability relies on the setup of repeaters in<br />

the media path between the subject and the other party, media monitoring does not need<br />

to be enabled for dialed digit extraction to be active on a call. If media monitoring is<br />

disabled and Dialed Digit Extraction is enabled, then the media stream between the<br />

subject under surveillance and the other party is hair-pinned back to the Media Server<br />

repeaters, but the intercepted media is not transmitted to the LEA.<br />
