On Friday <strong>the</strong> 14th April after <strong>the</strong> main briefin g to InsDectors and above held at<br />

<strong>Hillsborough</strong> I <strong>the</strong>n briefed Inspectors and above \~he were to be under rr 5" command at<br />

<strong>the</strong> semi-final match.<br />

I told <strong>the</strong>m that in particular from e_x.-Derience I could forsee two problems arising.<br />

One was <strong>the</strong> question of supporters frern <strong>the</strong> Leppinos Lane terrace being hauled up by<br />

fellow supporters into <strong>the</strong> ~-est Stand at half time thus creatin¢ over capacity in<br />

<strong>the</strong> ~est Stand. The second problem I related was based on e-x.’perience of <strong>the</strong> s~’ni-<br />

final match ber,\een <strong>the</strong> same te~_m.s last year in that it \:as qu’~te forseeable that<br />

<strong>the</strong>re would be a large element of Liverpool supporters \:-he by ",~hatscever means \vould<br />

be purchas ~ ~.<br />

,n~ tickets for <strong>the</strong> Snion Koo. This probi_~n had been evident last year<br />

and that cordoning Police Officers had ccrne under threat tc, persona! safety. It was<br />

agreed with <strong>the</strong> Inspectors concerned that \~ would go to <strong>the</strong> Epion KOD after rm"<br />

briefin~ and examine <strong>the</strong> area and how it could best be Drot_=C!e~.. . and reserved for<br />

Liverpoo! supporters.<br />

I specifically spoke in clear ten~s about behaviour of Liverpool supporters based on<br />
