1.1<br />

The match ~ill attract a capacity crowd of approximately<br />

55,000 mpectatora. A large percentage of <strong>the</strong> crowd will travel by<br />

road, ei<strong>the</strong>r by coach or prlv ate car. Special trains will also<br />

convey Liverpool fans to Wadsley Bridge station and Nottlngham<br />

Forrest supporters to Sheffield Midland station. A convoy of<br />

buses will transport fans arriving at Sheffield Midland to <strong>the</strong><br />

ground. The gates at <strong>the</strong> ground will be open +rom 11am.<br />

1.2<br />

It is <strong>the</strong> intention of <strong>the</strong> Road Traffic Division to assist<br />

<strong>the</strong> ÷ree movement of traffic and <strong>the</strong> segregation of supporters<br />

both before and after <strong>the</strong> game so as to cause as little<br />

inconvenience as possible both to persons attending <strong>the</strong> match and<br />

to <strong>the</strong> general public.<br />

2. Method.<br />

2.1<br />

Superintendent Brougham ~ill be in overall command assisted<br />

by Inspector Scholey. Chief Inspector Shaw will be in command o~<br />

<strong>the</strong> sector north of <strong>the</strong> ground i.e. <strong>the</strong> Liverpool routes and<br />

Chie~ Inspector Lax will be in command of <strong>the</strong> sector south of <strong>the</strong><br />

ground i.e. <strong>the</strong> Nottingham Forest routes.<br />

2.2<br />

Traffic Division night staff on Friday 14th April 1989 will<br />

remain on duty until 8.OOam. Unless instructed o<strong>the</strong>rwise <strong>the</strong> 6<br />

-- 2d staff on 15th April and all officers involved on duties re<br />

<strong>the</strong> match will work from 08.00 until approximately 20.00. No<br />

officer ~ill retire from duty unless authorised by a supervlBory<br />

’f~icer.<br />

All intersections on <strong>the</strong> motorway and all key traffic points<br />

~ill be manned from IOam. There will be car patrols detailed to<br />

sections of <strong>the</strong> motor~ay and motorcycle patrols covering o<strong>the</strong>r<br />

routes. All officers must ensure that football traffic is<br />

correctly directed. O÷~icers on static points must ensure that<br />

priority is given to <strong>the</strong> heaviest traffic flow which will<br />

obviously be <strong>the</strong> football traffic. All officers at locations<br />

controled by automatic traffic signals will be issued with a key<br />

to turn off <strong>the</strong> lights as and when r~ecessary. There are bound to<br />

be locations where traEEic ~ill build up and delays occur. This<br />

could lead to frustration particularly by anyone not attending<br />

<strong>the</strong> match. Officers should <strong>the</strong>refore deal firmly but friendly<br />

with any complaintsre traffic movement.
